Members present were:
Commissioner Jonathan Barfield, Sr.
Commissioner E. L. Mathews, Jr.
Commissioner Nolan O'Neal
Vice-Chairman W. Albert Corbett, Jr.
Chairman Fred Retchin
Chairman Retchin called the meeting to order stating
purpose of the meeting is to hold an Executive Session
interview two applicants for the position of County Manager.

EXECUTIVE SESSION
Motion: Commissioner Mathews MOVED, SECONDED by Vice-Chairman
Corbett to convene from Special Session to Executive Session to
interview two applicants for the position of County Manager.
Upon vote, the MOTION CARRIED UNANIMOUSLY.
Chairman Retchin convened to Executive Session at 9:05
o'clock A.M.
LUNCH BREAK
Chairman Retchin recessed the Executive Session for a lunch
break from 11:55 A.M. o'clock to 2:00 P.M.
Chairman Retchin reconvened to Executive Session at 2: 05
o'clock P.M.
Motion: Commissioner Mathews MOVED, SECONDED by Vice-Chairman
Corbett to reconvene to Special Session. Upon vote, the MOTION
CARRIED UNANIMOUSLY.
Chairman Retchin reconvened to Special Session at 4:45 I
o'clock P.M.
ADJOURNMENT
Motion: Commissioner Mathews MOVED, SECONDED by Vice-Chairman
Corbett to adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY.

SPECIAL MEETING, FEBRUARY 16, 1990
ASSEMBLY
The New Hanover County Board of Commissioners met in Special
Session on Friday, February 16, 1990, at 3: 00 0' clock P.M. in I
Room 501 of the New Hanover County Administration Building, 320
Chestnut Street, Wilmington, North Carolina.
Members present were: Commissioners Jonathan Barfield, Sr.;
E. L. Mathews, Jr.; Nolan O'Neal; Vice-Chairman W. Albert
Corbett, Jr.; Chairman Fred Retchin; and Lucie F. Harrell, Clerk
to the Board.
Chairman Retchin stated the Special Session had been called
to review applicants and select a new County Manager. He
requested a motion to convene to Executive Session.

MINUTES OF SPECIAL MEETING
EXECUTIVE SESSION
Motion: Commissioner Mathews MOVED, SECONDED by Vice-Chairman
Corbett to convene to Executive Session. Upon vote, the MOTION
CARRIED UNANIMOUSLY.
Chairman Retchin convened from Special Session to Executive
Session at 3:02 o'clock P.M.
Motion: Commissioner Mathews MOVED, SECONDED by Vice-Chairman
Corbett to reconvene to Special Session. Upon vote, the MOTION
CARRIED UNANIMOUSLY.
Chairman Retchin reconvened to Special Session at 4:05
o'clock P.M.
SELECTION OF ALLEN O'NEAL AS THE NEW COUNTY MANAGER
Motion: Commissioner Barfield MOVED, SECONDED by Commissioner
Mathews to select Allen O'Neal as the new County Manager. Upon
vote, the MOTION CARRIED AS FOLLOWS:
Voting Aye: Commissioner Barfield
Commissioner Mathews
Commissioner O'Neal
Voting Nay: Vice-Chairman Corbett
Chairman Retchin
Chairman Retchin and Vice-Chairman Corbett stated their
first choice was for the Assistant County Manager to fill the
position; however, they are supportive of Allen O'Neal and feel
the County will have an excellent management team.
ADJOURNMENT
Motion: Commissioner Barfield MOVED, SECONDED by Commissioner
Mathews to adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY.
Chairman Retchin adjourned the meeting at 4:15 o'clock P.M.
