MINUTES OF SPECIAL MEETING WITH BOARD OF EDUCATION, FEBRUARY 17, 1986 ASSEMBLY The New Hanover County Board of Commissioners met in Special Session with the New Hanover County Board of Education on Monday, February 17, 1986, at 7:30 o'clock A.M. in the Conference Room of the School Administration Bui lding, 1802 South 15th Street, Wilmington, North Carolina. I Members present were: Commissioners John Dolan; Nolan O'Neal; Claud 0' Shields, Jr.; Vice-Chairman Fred Retchin; Chairman Jonathan Barfield, Sr.; County Manager, G. Felix Cooper; County Attorney, Robert W. Pope; and Clerk to the Board, Lucie F. Harrell. Board of Education Members present were: Ms. Rachel Freeman; Ms. Mary Elizabeth Hood; Chairman Lucille Shaffer; Dr. Jeramiah Partrick; Mr. Ray Funderburk; Ms. Ann King; and Superintendent of Schools, Dr. Richard Flynn. Chairman Barfie).d called the meeting to order at 7: 30 o'clock A.M. Chairman Lucille Shaffer welcomed all members present stating the purpose of the joint meeting was to give a preview of the schools in New Hanover County. DISCUSSION AND UPDATE OF NEW HANOVER COUNTY SCHOOLS Superintendent Flynn and Chairman Shaffer updated the Commissioners on the programs, renovation, and construction of schools throughout New Hanover County. The following issues were discussed: I 10. 11. 1. -Selection of Teacher of the Year from New Hanover County. Curriculum for High School Students. Progress of Reading & Writing Program for 7th and 8th grades. Progress of the START-Program for 9th and 10th grades. Comprehensive Substance Abuse Program. Human Development Program. Discussion of Adult Driver Education Program. Update on renovation of schools. Occupancy of Bradley Creek School by April 1, 1986. Chairman Shaffer, on behalf of the Board of Education, expressed appreciation to the Commissioners for funding and support of County schools stating she looked forward to a continued, cooperative relationship~': I Superintendent Flynn gave background information on budget needs stating at the present time he expected a 5-7% increase for Fiscal Year 1986/87. He commented on preliminary figures from Raleigh stating a 5% cost of living increase had been recommended for state employees and an additional 5~ for teachers meeting Level I of the Career Ladder Program. Superintendent Flynn expressed appreciation to the Commissioners for support in the past stating he felt New Hanover County Schools had progressed tremendously within the past few years through providing better facilities and educational programs for students of the County. l28 MINUTES OF SPECIAL MEETING, FEBRUARY 17, 1986 (CONTINUED) UPDATE ON SCHOOLS (CONTINUED) Chairman Barfield expressed appreciation to the Board of Education for requesting the joint meeting stating communication was very important in approaching the needs for schools in New Hanover County. He stated the upcoming budget year was going to be difficult with the many requests from various County departments and other outside agencies. r County Manager Cooper commented on a 7% increase in the school budget request stating this amount of increase would not be possible in the County's upcoming budget for 1986/87. Harrell Clerk MINUTES OF REGULAR MEETING, FEBRUARY- 17, 1986 ASSEMBLY The New Hanover County Board of Commissioners met in Regular Session on Monday, February 17, 1986, at 9:10 o'clock A.M. in the Assembly Room of the New Hanover County Administration Building, 320 Chestnut Street, Wilmington, North Carolina. r Members ,present were: Commissioners John Dolan; Nolan O'Neal; Claud O'Shields, Jr.; Vice-Chairman Fred Retchin; Chairman Jonathan Barfield, Sr.; County Manager, G. Felix Cooper; County Attorney, Robert W. Pope; and Clerk to the Board, Lucie F. Harrell. Reverend Robert Behnke, Pastor of Messiah Lutheran Church, gave the invocation. APPROVAL OF MINUTES Vice-Chairman Retchin MOVED, SECONDED by Commissioner Dolan to approve the minutes of the Regular Meeting of January 20, 1986; Special Meeting of January 27, 1986; and Special Meeting of January 31, 1986, with a correction in the name of Seymour Alper. Upon vote, the MOTION CARRIED UNANIMOUSLY. ADOPTION OF PROCLAMATION AND PRESENTATION OF POSTER CONTEST WINNERS - COUNTY GOVERNMENT WEEK Commissioner Dolan MOVED, SECONDED by Commissioner O'Neal to adopt a proclamation proclaiming February 23-28, 1986, as County Government Week in New Hanover County. Upon vote, the MOTION CARRIED UNANIMOUSLY. ,. A copy of the proclamation is contained in Exhibit Book XIV, Page 4. Assistant County Manager Gornto announced the following winners of the poster contest with the County Commissioners presenting awards: Kindergarten - Third Grade 1st Place Winner - $50 U. S.
