PROPOSED COMMISSIONERS RESOLUTION
RESOLUTION OF THE BOARD OF COMMISSIONERS FOR NEW HANOVER
COUNTY TO ADOPT THE RADIO COMMUNICATIONS IMPROVEMENT PLAN.
WHEREAS, the New Hanover County Board of Commissioners directed the 800
MHZ Task Force to study and present findings to improve wireless communications systems
within New Hanover County.
WHEREAS, the New Hanover County Board of Commissioners recognize the need
for the Sheriff, Fire, Emergency Management, EMS and other public safety and local
government agencies to communicate efficiency and reliably during daily operations and
times of disasters.
WHEREAS, the New Hanover County Board of Commissioners desire effective
wireless communication systems be in place to help maximize the efficiency of all services to
the citizens of New Hanover County.
WHEREAS, the New Hanover County 800 MHZ Task Force has carefully reviewed
the various systems and emerging national standards. The County Commission directed the
System Management Team to develop a system that will not comprise potential service
interruption to the critical nature of the Sheriff's 911 Center and planned Computer Aided
Dispatch installations.
WHEREAS, the New Hanover County Board of Commissioners desire that an 800
MHZ system be a part of the appropriate national standards and emerging local and regional
mutual aid networks.
WHEREAS, the New Hanover County Board of Commissioners authorizes the
formation of the 800 MHZ System Management Team to develop a Motorola Trunking
System as prescribed by the Radio Communications Improvement Plan.
WHEREAS, the CouniYManager is authorized to amend or renegotiate the existing
rental contract between New Hanover County and Motorola Communications Incorporated.
WHEREAS, the New Hanover County Office of Budget and Management is
authorized to establish an 800 MHZ Communications Cap~tal Project account for the
purposes of renting, installing, maintaining and operating wireless voice communication
systems and related components.
WHEREAS, the 800 MHZ System Management Team will file a report to the New
Hanover County Board of Commissioners every two years regarding the operation of the 800
MHZ system and present vendor performance.

RESOLUTION
OF THE
BOARD OF COMMISSIONERS
OF
NEW HANOVER COUNTY
WHEREAS, after due advertisement, bids were received by the
Department at the County Administration Building, 320 Chestnut
Wilmington, North Carolina, from the following banking institutions for
services for New Hanover County, RFP # 95-0217:
Finance
Street,
banking
Central Carolina Bank
First Citizens Bank
First Union National Bank
Nations Bank
United Carolina Bank
Wachovia Bank of North Carolina, N.A.
AND WHEREAS, the proposals received were evaluated based on the following
criteria:
1. have legal and other qualifications been met by the proposer
2. was the RFP complete in all respects
3. the financial strength and capacity of the banking institution
4. availability of services within this RFP
5. previous large volume account experience
6. least total cost to the County
AND WHEREAS, after evaluation of the proposals the Finance Director and the
County Manager recommend that the contract be awarded to Wachovia Bank of North
Carolina, N.A. of Wilmington, North Carolina;
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New
Hanover County that the contract for banking services for New Hanover County RFP
# 95-0217 be awarded to Wachovia Bank of North Carolina, N.A.; and that the
county is hereby authorized and directed to execute the contract, contract form
to be approved by the County Attorney.

PROCLAMATION
Whereas, counties trace their roots to th~ English shire of a thousand years ago.
Whereas, county government structures today are as diverse as the people they represent.
Whereas, counties provide a wide spectrum of services to their residents, and county
employees are proud of the service they provide.
Whereas, state constitutions legislate the revenue sources counties may pursue to meet
thelr budget requirements and taxes are the primary revenue source for counties.
Whereas, counties spend more than $140 billion a year in providing libraries, hospitals,
law enforcement, and fire protection, health and welfare services, parks and recreation and
dozens of other services for their citizens.
Whereas, in a recent Gallup poll of U. S. citizens' attitudes toward federal, state, and local
government, individuals said that local governments gave the most for the money and spent
ta..x dollars most wisely.
Whereas, the theme for National County Gove~nment Week is "It Takes a Whole Village
to Raise a Child."
Whereas, it is time for this nation to recognize that it is everyone's responsibility to ensure
that our children have the opportunity to grow in a nurturing environment to become self~
reliant and productive adults. Children are this country's most valuable resource.
Whereas, like our children, America's counties are America's future.
Therefore, Be it Resolved, New Hanover County, North Carolina hereby proclaims
April 2-8, 1995 National County Government Week.

A RESOLUTION
OF THE
NEW HANOVER COUNTY
BOARD OF COMMISSIONERS
The Board of Commissioners of New Hanover County, North
Carolina, does hereby resolve the following:
WHEREAS, swimming at certain times in specific waterways and
ln portions of the ocean constitutes a public safety hazard; and
WHEREAS, certain portions of the unincorporated New Hanover
County beyond the Town limits of Carolina Beach pose special
logistical considerations in providing enforcement of water safety
and beach and shore regulation; and
WHEREAS, New Hanover County desires to adopt, by resolution,
the Town of Carolina Beach's swimming, beach and shore rules and
regulations, to be effective for certain designated areas of
unincorporated New Hanover County outside of the Town limits; and
WHEREAS, the Town of Carolina Beach is agreeable to enforcing
its swimming, beach and shore rules and regulations, on behalf of
New Hanover County, in the designated areas pursuant to interlocal
agreement.
NOW, THEREFORE, BE IT RESOLVED that New Hanover County hereby
adopts the Town of Carolina Beach's swimming, beach and shore rules
and regulations to be effective for the designated areas of
unincorporated New Hanover County outside of the Town limits, said
areas being described in Exhibit "AU attached hereto.
