1986-10-17 Special Meeting 324 MINUTES OF SPECIAL MEETING WITH NEW HANOVER COUNTY BOARD OF EDUCATION, OCTOBER 17, 1986 ASSEMBLY The New Hanover County Board of Commissioners met in Special Session with the New Hanover County Board of Education on Friday, October 17, 1986, at 8:00 o'clock A.M. in the Assembly Room of the New Hanover County Administration Building, Wilmington, North Carolina. Members present were: Commissioner Nolan O'Neal; Vice-Chairman Fred Retchin; Chairman Jonathan Barfield, Sr.; County Manager, G. Felix Cooper; County Attorney, Robert W. Pope; and Clerk to the Board, Lucie F. Harrell. Absent: Commissioner John Dolan due to illness. Members present from the Board of Education were: Mae Rachel Freeman; Ray Funderburk; Chairman Lucille Shaffer; and Superintendent of Schools, Dr. Richard Flynn. Chairman Barfield called the meeting to order and welcomed all members present. DISCUSSION OF NEW FIVE-YEAR BUILDING PLAN FOR NEW HANOVER COUNTY SCHOOLS Superintendent Flynn discussed and explained the proposed $8 million plan to improve school buildings in New Hanover County. He presented material prepared by the State reflecting population and statistical data. He emphasized the importance of continuing to upgrade school buildings and requested approval of the following plan: 1. Additional classrooms at Laney High School budgeted at $3 million. 2. Expansion of three junior high schools budgeted at $3.5 million. 3. Miscellaneous Projects budgeted at $1.5 million. A lengthy discussion was held on closing of outdated schools. Chairman Barfield expressed concern for no consideration of expanding or locating inter-city schools. A lengthy discussion was held on classroom utilization and use of revenues received from the 1/2 local sales tax which became effective September 1, 1986. After further discussion, it was the consensus of the County Commissioners to study the material presented by the Board of Education before making a decision on the funding request. Commissioners met in 1986, at 9:00 o'clock New Hanover County Street, Wilmington, Members present were: Commissioners John Dolan; Nolan O'Neal; Vice-Chairman Fred Retchin; County Manager, G. Felix Cooper; County Attorney, Robert W. Pope; and Clerk to the Board, Lucie F. Harrell. I Chairman Jonathan Barfield, Sr. arrived at 9:19 o'clock A.M. Commissioner O'Neal gave the invocation. APPROVAL OF MINUTES Commissioner Dolan MOVED, SECONDED by Commissioner 0' Neal to approve the minutes of the Regular Meeting of October 6, 1986, as presented. Upon vote, the MOTION CARRIED AS FOLLOWS: Voting Aye: Commissioner Dolan Commissioner O'Neal Vice-Chairman Retchin Absent: Chairman Barfield NON-AGENDA ITEMS Vice-Chairman Retchin asked if anyone from the general public wished to speak on an item not listed on the Regular Agenda or any item listed on the Consent Agenda. The following persons commented: I Ms. Jane Peterson, Executive Director of the New Hanover County Convention and Visitors Bureau, introduced herself and presented a promotional kit of the area. She stated the documents were researched and written by the UNc-Wilmington, and she exprssed excitement about tourism promotion of the Cape Fear Coast. Vice-Chairman Retchin thanked Ms. Peterson for her comment~ and presentation.
