HomeMy WebLinkAbout1986-11-21 Special Meeting 356 MINUTES OF SPECIAL MEETING, NOVEMBER 21, PRESENTATION OF WILMINGTON/NEW HANOVER CONSOLIDATION CHARTER COMMISSION 1986, CHARTER FOR BY ASSEMBLY The New Hanover County Board of Commissioners met in Special Session jointly with the Wilmington City Council on Friday, November 21, 1986, at 8:30 o'clock A.M. in the Assembly Room of the New Hanover County Administration Building, 320 Chestnut Street, Wilmington, North Carolina. r Members present were: Commissioner John Dolan; Vice-Chairman Fred Retchin; Chairman, Jonathan Barfield, Sr.; County Manager, G. Felix Cooper; County Attorney, Robert W. Pope; and Clerk to the Board, Lucie F. Harrell. Commissioner Nolan O'Neal was absent. Chairman Barfield called the Special Session to order stating the purpose of the joint meeting was for presentation of the Wilmington/New Hanover Charter prepared by the Consolidation Charter Commission. He requested no discussion or public comment on the report during this meeting stressing the importance of giving elected officials adequate time to review the document. Chairman Barfield stated a joint work session would be scheduled at a later date for further study and discussion of the proposed charter. PRESENTATION OF WILMINGTON/NEW HANOVER CHARTER Mr. Wallace Baker, Chairman of the Charter Commission, presented the proposed discussed the following topics: Consolidation charter. He Charter Goals: r 1. Specific responsibilities of government structure with goal of simplifying the government as it currently exists by creating a more people responsive approach which can be accomplished by pooling current resources now available in the County and City. 2. Area of Public Safety - Two Main Objectives: (1) Operate on a professional basis (2) Responsive to people 3. Area of Services - Taxes equal to the level of services received by the people. 4. Creation of a Charter that will result in a cost effective operation of a consolidated government. Mr. Baker expressed appreciation to members of the Charter Commission for the many hours of work given in preparation of the Charter. He stated the Charter Commission firmly believed a consolidated form of government for New Hanover County would be more cost effective in addressing current needs and future growth that is so rapidly occurring. He stressed the importance of each e~ected official reviewing the proposed charter in a positive point of view stating the proposal had been developed by a cross-section of citizens not just one or two. r1 Chairman Barfield, on behalf of the County Commissioners, expressed appreciation to Mr. Baker and members of the Charter Commission for time and effort given in preparation of the proposed charter and the manner in which the committee performed its charge. Chairman Barfield recognized Mr. Albert Corbett as the newly elected Commissioner who will be taking office the first of December. ADJOURNMENT Vice-Chairman Retchin MOVED, SECONDED by Commissioner Dolan to adj ourn. Upon vote, the MOTION CARRIED UNANIMOUSLY. I Chairman Barfield adjourned the meeting at 8:49 o'clock A.M. Harrell Clerk MINUTES OF REGULAR MEETING, DECEMBER 1, 1986 ASSEMBLY The New Hanover County Board of Commissioners met in Regular Session on Monday, December 1, 1986, at 7:00 o'clock P.M. in the Assembly Room of the New Hanover County Administration Building, 320 Chestnut Street, Wilmington, North Carolina. I Members present were: Commissioners John Dolan, Nolan O'Neal; Vice-Chairman Fred Retchin; Chairman, Jonathan Barfield, Sr.; County Manager, G. Felix Cooper; County Attorney, Robert W. Pope; and Clerk to the Board, Lucie F. Harrell. Chairman Barfield called the meeting to order. Reverend Duane Cooke, Pastor of Cape Fear Gospel Rescue Mission gave the invocation. APPROVAL OF MINUTES Vice-Chairman Retchin MOVED, SECONDED by Commissioner Dolan to approve the minutes of the Regular Meeting of November 3, 1986, as presented with a correction on Page 3 of the word Airport to Air Masters. Upon vote, the MOTION CARRIED UNANIMOUSLY. Vice-Chairman Retchin MOVED, SECONDED by Commissioner Dolan to approve the minutes of the Regular Meeting of November 17, 1986, as presented with addition of the following comment by Commissioner Dolan: I Commissioner Dolan requested the County Attorney to contact the Attorney General with reference to counties having authority to set standards which may exceed state standards for discharge of waste treatment package plants.
