PLEMINGTON ORDINANCE REVISION
County Attorney Pope explained that an error was discovered
in the metes and bounds of the Flemington Ordinance, requested
approval to add 50" to be sure the landfill area is included, it
should read 77 degrees 58' and 50..

Commissioner Dolan MOVED, SECONDED by Commissioner Corbett
to add 50" to the metes and bounds description wi thin the
Flemington Ordinance. Upon vote, the MOTION CARRIED UNANIMOUSLY.
A copy of the revised Flemington Ordinance is on file in the
Clerk's office for codification in the County Code.

Upon vote the MOTION CARRIED UNANIMOUSLY.

MINUTES OF SPECIAL MEETING OF JUNE 3. 1987
ASSEMBLY
The New Hanover County Board of Commissioners met in Special
Session on Wednesday, June 3, 1987, at 9:00 o'clock A.M. in the
Assembly Room of the New Hanover County Administration Building,
320 Chestnut Street, Wilmington, North Carolina.
Members present were: Commissioners Jonathan Barfield, Sr.:
W. Albert Corbett, Jr.: Fred Retchin: Vice-Chairman John M.
Dolan: Chairman, Nolan O'Neal: County Manager, G. Felix Cooper:
and Deputy Clerk to the Board, Joyce B. Bragg.
Chairman O'Neal called the Special Session to order stating
the purpose of the meeting was to listen to various funding
requests for Fiscal Year 1987-88 from non-county agencies.

ASSEMBLY
The New Hanover County Board of Commissioners met in Special
Session on Thursday, June 4, 1987, at 8:00 o'clock A.M. in the
Assembly Room of the New Hanover County Administration Building,
320 Chestnut Street, Wilmington, North Carolina.

Chairman O'Neal reconvened the meeting at 8:00 o'clock A.M.
for the purpose of Fiscal Year 1987-88 budget recommendations by
the County Commissioners.
Commissioner Barfield gave a list of his recommendations for
funding outside agencies, reflecting increase/decrease to the
Human Services Allocation Advisory Committee's recommendations as
follows:

attend a meeting at his employment.

The Commissioners discussed the recommendations made by the
Human Services Allocation Advisory Committee.
Chairman O'Neal recessed the meeting for a break at 9:00
o'clock A.M. until 9:40 o'clock A.M. so that he could participate
in a grand opening ceremony for Carolina Savings Bank.

Vice Chairman Dolan suggested that the Commissioners cut
some of the outside agencies to eliminate the 3.3% of the budget
which represents the four cents tax increase recommended by the
County Manager, and request the County Manager to identify cuts
in programs that he feels will result in eliminating the four
cents proposed tax increase, or cut it across the board.
After a lengthy discussion about the tax increase,
Commissioner Corbett MOVED, SECONDED by Vice Chairman Dolan to
direct the County Manager to review the budget to identify areas
where reductions can be made to offset the four cents proposed
tax increase and bring the revised budget back for approval by
the County Commissioners. Upon vote the MOTION WAS DEFEATED as
follows:

SALARY INCREASE FOR DEPUTY CLERK
Commissioner Dolan MOVED, SECONDED by Commissioner Barfield
to increase the Deputy Clerk's Salary by 10%. Upon vote, the
MOTION CARRIED UNANIMOUSLY.
