The subject property is located at 1011 Porters Neck Road, consists of 69.24 acres, and is zoned (CUD) R-20. 2:15 p.m. Item 2: Wilmington Athletic Complex – Commercial Site Plan Request by McAdams, Inc. for a commercial site plan for athletic fields and associated parking. Please note: following the TRC meeting, a revised site plan addressing each of the below items must be resubmitted prior to receiving approval. Planning, Gideon Smith 910-798-7571 1. Please update the plan with the following general corrections: a. Please include the Parcel ID where stormwater facility is proposed in the Site Data Table. b. Please number the duplexes. i. Please note the two duplexes that were approved as part of Phase 1. ii. Please place a note on Sheet C0 stating that all duplexes shall be spaced a minimum of 10 feet from each other. c. Please provide the square footage of the duplex units, Wellness Building, and Independent Living Facility in the Site Data Table. i. Will all the duplexes be the same dimensions? d. Please confirm if the Wellness Building and Independent Living Facility will be 1 story or adjust the Site Data Table accordingly. e. Please provide the open space calculation or percentage of both Phase 1 and 2 in the Site Data Table. f. Please include the fence symbology in the legend. 2. Please include the total number of existing parking spaces on the entire site, and the required and proposed parking calculations for this phase in the Site Data Table. a. Please provide the number of units within the Independent Living Facility, the number of beds in the assisted living facility, and the number of employees on the largest shift at all facilities. Please show or note the dimensions of the parking spaces associated with the Wellness Building and the Independent Living Facility. c. Please confirm there is adequate parking outside of the roadway for the duplexes. d. Please show/verify that all parking spaces are blocked or curbed to prevent vehicles encroaching more than one foot into planting islands or landscaped yards or damaging adjacent fences or screens per Section 5.4.5.C of the UDO. In addition, all parking, loading, and service areas shall be separated from abutting walkways, sidewalks, streets, and required landscaped areas by curbing or other suitable protective devices to ensure vehicles do not intrude into these areas per Section 5.1.4.B.2 of the UDO. 3. Please provide a detail of the dumpster screening on Sheet C11. a. Please note that dumpsters must be screened from the view of any public right-of-way or adjacent property by vegetation, berms, fencing, walls, and/or any combination thereof that is at least 8 feet in height per Section 5.4.4.C of the UDO. 4. Please show the drive aisle width of the roads throughout this phase. a. Please provide a cross-section of this road, including the sidewalk. 5. Please show the general location of any site lighting and street lights. a. Please refer to the figures in Section 5.5.4 of the UDO and confirm the site will meet these provisions. b. Please note the illuminations are measured at ground level at the lot line in foot candles. c. Please note that these standards would not apply to security lighting controlled and activated by motion sensors for a duration of 15 minutes or less. d. Please note that all site lighting cannot shine or reflect onto any adjacent residential districts and/or uses. 6. Are there any proposed loading areas associated with the Wellness Building or Independent Living Facility? If so, please show these areas. 7. Is there any intention of installing new signage? If so, the installation of any sign will be subject to the standards outlined in Section 5.6 of the UDO. 8. Please provide the revised driveway permit for the temporary gravel driveway associated with the stormwater facility upon receipt. 9. Please confirm if the proposed stormwater facility will be constructed prior to any redevelopment within the limits of disturbance associated with this phase. 10. Tree Removal/Landscape Plan Comments: a. It appears that there are several 18”+ pines proposed to be removed on Sheet L0.2. If these are Long Leaf Pines, they are now classified as Significant Trees and mitigation will be required. i. Please provide the species of all 18”+ pine trees and adjust the required mitigation calculations if necessary. b. Please provide a list of all retained trees being used to meet the total mitigation requirement, including each respective DBH/caliper in order to verify the tree retention/mitigation calculations. i. Please confirm that all trees without “Xs” on Sheets L0.2-L0.4 are the trees to be retained and to be used to count towards the total mitigation requirement, or if The Davis Community Phase 2 – Preliminary/Site Plan – TRC Review Page | 3 only the trees with tree protection surrounding them will be used to count towards mitigation. ii. Please confirm that the existing trees symbolized on Sheets L3.1-L3.8 are the trees intended to be used for the total mitigation requirement. iii. Please symbolize the 12 additional trees to be planted as mitigation differently. iv. Please note that in the event that any retained trees credited as mitigation trees are proposed to be removed as part of any further development of the site, mitigation for those trees will be required in accordance with Section 5.3.7 of the UDO. c. Please label the area of each landscape island within the parking lot areas. d. Please label the area of each foundation planting bed surrounding the Independent Living Facility and Wellness Building. 11. A Tree Removal Permit (TR-20-000032) was issued for the area with the centralized service building and the first two duplexes, as well as the area for the proposed stormwater facility. In addition, a Tree Mitigation Plan and Landscape Plan were also approved for these areas. a. Please refer to the conditions listed on that permit. 12. A separate Tree Removal Permit will be issued for Phase 2 of the development. Fire Services, David Stone 910-798-7458 1. All new structures must comply with Section 510 of the NC Fire code. Emergency Responder Radio Coverage survey must be conducted and results given the Building Safety Fire Plan Reviewer. (It is highly recommended that a pre-construction survey be conducted however a pre-construction survey is not required). 2. All new structures must comply with Appendix J of the NC Fire Code, Building Information Signs. 3. Fire apparatus access roads cannot exceed a 10 percent grade with the approval of the Fire Chief. 4. If building is to be sprinklered, proposed FDC location will need to be on site plan submitted for TRC review and approved by the Fire Marshal’s Office. 5. No gates or traffic calming devices without TRC approval. 6. Appendix D Section D103.1 access roads with a fire hydrant shall have a minimum road width of 26’ exclusive of shoulders. 7. Appendix D Section D103.2 Grade - Fire apparatus access road shall not exceed 10% Grade 8. All Fire Hydrants installed are to be equipped with a 5in. These are preliminary comments and are based on the plans as submitted for the proposed site and are subject to further review upon receipt of any additional information. Subsequently, additional comments and/or requirements may be necessary for this site. a. An encroachment agreement needs to be submitted and approved for the storm water pond pipe prior to digging the pond. b. Driveways with gates should provide a turnaround for nonresidents. c. A NCDOT Driveway Permit is required. Submit a plan in accordance with pages 14 and 15 of the Policy on Street and Driveway Access to North Carolina Highways to include access locations within 500’ of the proposed access on both sides of the State road. Submit to the local NCDOT District Engineer’s Office. d. A NCDOT Encroachment Agreement is required for any utility connections or installation within NCDOT right-of-way. e. Please update the plan with the following general corrections: a. Sheet C-8.00 and C-8.02 references the City of Wilmington standards. Please update. b. Are any traffic calming devises proposed? If so, please indicate them on the plan and work with the New Hanover County Fire Marshals on the County approved detail. c. Please indicate the location of the dumpsters or other trash holding areas. If dumpsters or other trash holding areas are present, they must be screened from view from the property line of an existing residential use in accordance with Section 5.4.4 of the New Hanover County Unified Development Ordinance (UDO). Please label foundation plantings square footages for all proposed buildings. d. Please identify the brownfield delineation line. a) Please indicate the total square footage of the parking area. The parking lot interior landscaping is 8% of the total area used for parking, loading, driveways, internal drive aisles, and other vehicular use. a. Please label interior parking planting area square footages. b. Please consider placing some additional shrubs where the interior parking trees would have been required if the variance is approved. 2. A variance will be required from the New Hanover County Zoning Board of Adjustment to provide relief from the landscaping standards specified in Section 5.4.5.C of the UDO. 3. If applicable, prior to any site work on the site or surrounding property, a tree removal permit must be obtained. All regulated trees must be identified (species and caliper) and any significant trees removed must be mitigated. Please be sure to provide a light plan to illustrate that street lighting, all exterior lighting, and indoor lighting visible from outside shall be designed and located so that the maximum illumination measured in foot candles at ground level at a lot line does not surpass 2.0 foot- candles as specified below. 5. General considerations: a. Please consider the placement of ADA approved parking spaces throughout the facility for easier accessibility to all athletic fields. b. Please be aware that your drive isle width may be reduced from 24’ to 22’ per Sections 5.1.4.B of the of the UDO. Fire Services, Raymond Griswold 910-798-7458 1. Fire Lane - no parking signage may be required along the egress road to the park. Also each fire hydrant, shall have NO PARKING signage placed by each fire hydrant. CFPUA water and sewer available via mainline extension. 3. Plans for mainline extension(s) will need to reviewed via CFPUA plan review process. 4. CFPUA details on the NHC TRC plan need to be updated to 2020 details. NHC Environmental Health, Marie Hemmen 910-798-6664 1. This property should be served by CFPUA. Please verify. All irrigation wells/water lines must meet setbacks to proposed and existing septic system and components. 2. OSWP Comments: It appears that the soccer field proposal will be bringing in food trucks. This will change the whole sewage flow calculations entirely. The current septic system (Flow Equalization System with Low Pressure Pipe Distribution) is sized for 350 occupants per day (1750 gpd) without food service. This septic system will need to be designed by a wastewater Engineer and an Improvement Permit will need to be applied for to expand the current septic system through COAST under Environmental Health. New total daily sewage flow will need to be calculated based on the daily use/occupancy level for the entire soccer complex. Also, please see attached, our State Engineer’s previous notes about the complex from 2004. A state review of the proposed Engineer’s design will be required. Please note, that monthly water use records Wilmington Athletic Complex– 205 Sutton Steam Plant Road – Commercial Site Plan - TRC Review Page | 3 shall be provided along with Engineer’s System Design to assist in determining the maximum sewage flow. The restrooms should be on a separate meter (apart from irrigation) to be able to determine monthly water use. 3. Construction may not begin until the owners or his/her representatives obtain an improvement (septic) permit AND authorization to construct for on-site wastewater systems from the New Hanover County Public Health Department. A site/soil evaluation must be conducted to determine if an improvement permit can be issued for this tract of land. Sewage flow will be calculated based on SECTION .1900 - SEWAGE TREATMENT AND DISPOSAL SYSTEMS for the establishment proposed. The area for the proposed septic system location shall not be disturbed. 4. The existing “as built” septic system and all components (all tanks, supply line and drain field) will need to be shown on a site plan, so we know what space we will have left to work with. Per the North Carolina Fire Protection Code, Section 316.6. I will be looking at all adjacent storage facilities on Metro Circle, to verify their compliance as well. 4. I will need a layout of what Lancaster plans to use in the "Right of Way" submitted to our office. 5.
