Section 2: Explanation
BA 21-023 increases the budget for programs and services funded by an Administration on Community Living grant
from the Coronavirus Aide, Relief, and Economic Security (CARES) Act for Older Americans Act (OAA) programs and
services under Title III-B Supportive Services and Title III-C Nutrition. Services under the CARES Act funding must
meet all OAA standards and guidance while adjusting to service delivery during the pandemic. Funding also allows for
innovative programming and service delivery during COVID-19 to increase service capacity and outreach as well as
improve the quality of life for the older adults. The CARES Act grant for services under the OAA is a new grant with an
award of $372,880 and does not require a match. The programs and services receiving the funding are congregate meals
($110,080), home delivered meals ($105,500), transportation ($73,500), nutrition temporary staffing ($41,886), anew
virtual program outreach coordinator position with benefits ($36,800), and SRC outreach and supplies ($5,114). Federal
funds must be used to supplement existing county funds for program activities and may not replace county funds that
have been appropriated for the same purpose. All CARES Act funds must be expended by September 30, 2021. The
virtual program outreach coordinator position is needed beyond the grant term. The Senior Resource Center will be
submitting an enhancement request to support this position in fiscal year 2022 and beyond.
BA 21-035 increases the budget for programs and services funded by an Administration on Community Living grant
from the Coronavirus Aide, Relief, and Economic Security (CARES) Act for Older Americans Act (OAA) programs and
services under Title III-E Caregiver Services. Services under the CARES Act Family Caregiver Support Program
funding must meet all OAA standards and guidance while adjusting to service delivery during the pandemic. Funds are
to be utilized to respond to the COVID-19 emergency by providing family caregiver services related to the response and
are intended to serve caregivers affected by the COVID-19 pandemic. The CARES Act Family Caregiver Support
Program award is a new grant in the amount of $33,285 and does not require a match. The programs and services
receiving the funding are respite ($11,285), supplemental service for transportation/home repairs/safety products
($13,000), and, training and support services ($9,000). Federal funds must not be used to supplement existing county
funds for program activities and may not replace county funds that have been appropriated for the same purpose. All
CARES Act funds must be expended by September 30, 2021.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New Hanover County, North
Carolina, that the Ordinance for Budget Amendment(s) 21-023 & 21-035 amending the annual budget ordinance for the
fiscal year ending June 30, 2021, is adopted.

Section 2: Explanation
BA 21-028 budgets money from the 2021 Governor's Highway Safety Program grant that will continue to be used to
fund the salary and fringe for the Lab Technician position, miscellaneous supplies, equipment and training in the
Forensic Lab Division, for the period of October 1, 2020 to September 30, 2021. This position is included in the FY20-
21 Adopted Budget, therefore no new position is being requested at this time. No county match is required.
BA 21-029 budgets the 2021 Governor's Highway Safety Law Enforcement Liaison grant to purchase four radar units
and training for the "Booze It & Lose It" and "Click It or Ticket" programs. These programs are conducted in efforts to
reduce alcohol -related fatalities, unrestrained fatalities, speed -related fatalities, etc.
BA 21-031 budgets the 2020 Port Security Grant to purchase equipment enhancing both the Marine Unit and
Emergency Response Team readiness and response. Equipment includes night vision, communication systems, dive
suits and marine cameras. Also funded, is the purchase of a 38-foot existing boat slip that is located on the lower
southeast intracoastal waterway. The boat slip will enhance maritime responses to emergencies and tactical operations
on the coast, to include the Port of Wilmington and U. S. Army's Military Ocean Terminal in Sunny Point. The location
of the boat slip can reduce current response times to maritime emergencies by half of the current response times. The
grant match required is $135, 031 and is currently in the Sheriffs Office budget. $80,000 was budgeted for this purpose
and the remaining amount of $55,031 will come from the department's existing budget.
BA 21-034 budgets overtime reimbursement from the FBI and U. S. Marshal's Service from July through September
2020.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New Hanover County, North
Carolina, that the Ordinance for Budget Amendment(s) 21-028, 21-029, 21-031 & 21-034 amending the annual budget
ordinance for the fiscal year ending June 30, 2021, is adopted.

Section 2: Explanation
BA 21-033 increases the Healing Place Capital Project Fund. In February 2018, the Board of Commissioners
adopted a capital project ordinance to begin the design of the Healing Place facility. The design is complete and the
guaranteed maximum price of construction has been established. The total cost of the project, including design,
construction, inspections, permits and FFE (furniture, fixtures and equipment) is $25,229,186. The estimated debt
issuance costs are $247,395. Currently, the capital project budget is $971,850, therefore this budget amendment will
increase the capital project fund by $24,504,731. After adoption of this budget amendment the capital project budget
will be $25,476,581. The funding source for the project is installment loan proceeds.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.

.At its December 7, 2020 meeting, the Board of Corninissioners (the . "Board') of the County of
.New Hanover, North Carolina (�the "County') adopted as resolution which:
1. Authorized the County to proceed to pay the capital costs of ('11) (a) acquisition,
construction, and equipping of as 200-bed long-tenn addiction treatment center to be located in the
County known as the "l-lealing Place," (b) acqi,flsition, canstructioin, and equippirng of as new
government center complex for the County (the "New Government Center"), (c) construction of
storinwater management improvements, and (d) other miscellaneous capital improvements and the
acquisition of certain equipment for both County and school purposes (collectively, the "202.1

will mortgage the New Government Center, along with properties already subject to the lien

Section 2: Explanation
BA 21-026 appropriates fund balance, additional ABC profit distributions and a YMCA contribution reimbursement
received for the 20-21 fiscal year and transfers expenses budgeted in the Cultural & Recreational function to fund a
$750 bonus for New Hanover County School employees. This helps support the effort to open elementary schools in
January. The fund balance policy was exceeded on June 30, 2020 and this appropriation of fund balance will leave
the county in compliance.
