2020-12-03 Agenda Review NEW HANOVER COUNTY BOARD OF COMMISSIONERS BOOK 34 AGENDA REVIEW MEETING, DECEMBER 3, 2020 PAGE 725 ASSEMBLY The New Hanover County Board of Commissioners met for Agenda Review on Thursday, December 3, 2020 at 4:03 p.m. via in-person and virtually in the Andre’ Mallette Training Rooms at the New Hanover County Government Center, 230 Government Center Drive, Wilmington, North Carolina. Members present: Chair Julia Olson-Boseman; Commissioner Woody White; and Commissioner Rob Zapple. Commissioner Jonathan Barfield, Jr. participated virtually. Vice-Chair Patricia Kusek was absent. Also present: Commissioner-Elect Deb Hays present in-person; Commissioner-Elect Bill Rivenbark present virtually. Staff present: County Manager Chris Coudriet; County Attorney Wanda Copley; and Clerk to the Board Kymberleigh G. Crowell. Chair Olson-Boseman called the Agenda Review meeting to order and announced that the purpose of the meeting is to review and discuss the agenda items for the December 7, 2020 Regular Meeting with discussions as noted: Consent Agenda Overview. County Manager Coudriet provided a brief overview of the purpose of the consent agenda and the process for placing items on it. With exception of franchise items, some items will be repetitively on the consent agenda. Consent Item 8. Adoption of Budget Amendments. In response to Board questions concerning budget amendment 21-031, Chief Deputy Ken Sarvis stated the $55,031 in fuel line savings is due to fuel costing less this year and can be utilized for the request. As to the purchase of the dedicated boat slip, the Sheriff’s Department currently has to haul a boat to a slip to get it in the water to respond to maritime emergencies. Having a dedicated boat slip would allow for the boat to already be in the water and help reduce the response time for maritime emergencies. The location is due to what is available. Regular Item 9. Consideration of The Healing Place of New Hanover County Project. In response to Board questions, Facilities Project Manager Kevin Caison stated the bid day for the project’s guaranteed maximum price (GMP) was originally supposed to be today. However, the Construction Manager at Risk (CM@R) received many questions that needed to be addressed, so it has been postponed one week. There will then be a rebid the following thth week. The goal is to have all of the numbers on December 17, but staff hopes to have most on December 10. It is strongly felt that the CM@R is accurate, will fall within the budget, and he is confident in the estimated GMP of $22,140,514. There is a backup plan and alternate options if needed in order to stay within the budget. Mr. Caison explained that the GMP and CM@R delivery method is similar to building a custom home where a builder is selected for the project. It gives a county more control and puts more of the risk on the contractor to deliver at a guaranteed price, which helps to cut down on the change orders and increases the quality, especially for public projects. Commissioner Zapple added that it also allows the contractor to be involved during the design phase to help the budget be more efficient and a better quality project. Regular Item 10. Consideration of Resolution Authorizing the Negotiation of an Amendment to an Installment Financing Contract, Directing the Publication of Notice with Respect Thereto and Providing for Certain Other Related Matters Thereto. Chief Financial Officer Lisa Wurtzbacher provided a brief overview of the request noting that this is the first step in the process to issue debt. If approved by the Board, the resolution will allow the County to apply with the Local Government Commission (LGC) to approve the debt. The public hearing will be on thnd January 19, the LGC will then vote on approving the debt on February 2, and the deal will most likely close at the end of February. Ms. Wurtzbacher reviewed the projects included in the resolution. Regarding the government center project and whether there will be a new agreement to review based on the new financing arrangement, Ms. Wurtzbacher stated the debt deal is not new and there were plans to issue the debt for all of the projects. The new th project that was added is the government center, so along with the public hearing about the debt on January 19, there will also be a public hearing on the new development agreement for the government center. As to what will be considered for approval on December 7th, Ms. Wurtzbacher stated the Board will be voting to approve application being made to the LGC, setting a public hearing for the debt issuance for January 19, 2021, and giving staff the authority to work with the bond attorney, underwriters, and financial advisors. Regular 11. Appointment of Voting Delegate to the NCACC 2021 Legislative Goals Conference. In response to Board questions, Clerk to the Board Crowell stated the conference will be held virtually January 14-15, 2021 and more details are forthcoming from NCACC. Commissioner Barfield stated he supported Commissioner Zapple to be the voting delegate. Based on the general consensus of a majority of the Board, Chair Olson-Boseman directed that the item be moved to the consent agenda reflecting Commissioner Zapple as the voting delegate. Regular Item 12. Committee Appointments. Chair Olson-Boseman stated that the New Hanover County Commission for Women is the only appointment that has more applicants than available slots. Based on the general consensus of a majority of the Board, Chair Olson-Boseman directed staff to add to the regular agenda a discussion on the consideration of New Hanover County support for ongoing school operations and reopening for full-time, on-site pre-K through fifth grade learning.
