WHEREAS, the attached petition has been filed with the Board of County
Commissioners of the County of New Hanover requesting that the above described
road(s), the location of which has been indicated in red on the attached map, be
added to the Secondary Road System; and
WHEREAS, the Board of County Commissioners is of the opinion that the above
described road(s) should be added to the Secondary Road System, if the road(s)
meets minimum standards and criteria established by the Division of Highways of
the Department of Transportation for the addition of roads to the System.
NOW, THEREFORE, be it resolved by the Board of Commissioners of the County
of New Hanover that the Division of Highways is hereby requested to review the
above described road(s), and to take over the road(s) for maintenance if they
meet established standards and criteria.
CERTIFICATE

WHEREAS, New Hanover County desires to encourage business opportunities at
appropriate locations throughout the County; and
WHEREAS, Vision Software proposes to expand and relocate their business to the 1-40
Business Park in the unincorporated County; and
WHEREAS, New Hanover County is eligible to apply for Small Cities Community
Development Block Grant Economic Development funds to assist in the financing for this project
which will involve a low interest loan to the business and a grant to the County for Sewer
Construction; and
WHEREAS, the County is committed to constructing a county-wide sewer system when
funds are available, and
. . WHEREAS, fifty (50) new jobs will be created as a result of this expansion, and of these
" ,r new jobs, 60 percent will benefit low and moderate income persons. . ,-

_ NOW, THEREFORE BE IT RESOLVED 'that the New Hanover County Board of
Commissioners hereby authorizes the submission of an Economic Development application to
the North Carolina Department of Commerce for the purpose of expansion and relocation of
Vision Software and the provision of sewer service in an amount not to exceed $750,000.

WHEREAS, the Shrine organization was founded in New York City in 1872 and is an
internatIOnal fratermty of approximately 720,000 members who belong to Shrine Temples throughout
the United States, Canada and Mexico; and
WHEREAS, the Shrine is best-known for its colorful parades, its distinctive red fez and its
official philanthropy, Shriners Hospitals for Crippled Children, which is often called "the heart and soul
of the Shrine"; and
WHEREAS, the first Shnners Hospital opened in 1872 in Shreveport, Louisiana and operates
Burns Institutes in Galveston, Texas, Cincinnati, Ohio, and Boston, Massachusetts; and
WHEREAS, there is a three-fold purpose for the Shriners Hospitals for Crippled Children: 1)
TREATMENT: To save children's lives and restore their bodies to the highest level of usefulness; 2)
RESEARCH: To conduct research into orthopedic and burn care; and 3) EDUCATION: To train
physicians and other medical professionals in the treatment of orthopedic disabilities and burn injuries;
and
WHEREAS, gifts, bequests, income from the endo\Ymcnt fund, hospital fund-raising events
and annual assessment paid by every Shriner becume part of the endowment fund, with income from
. the fund used to operate Shriners Hospitals where patients are charged no fees for m(;;dical treatment.

WHEREAS, the Arab Shrine Club of Wilmington, NOlih Carolina will hold the Twenty-
Eighth Annual Shriner's Fish Fry, Wednesday, October 4th, 1995, to support the Burned and
Crippled Children's Hospitals.
NOW, THEREFORE, BE IT RESOLVED that I, Robert G. Greer, Chairman of the New
Hanover County Board of Commissioners recognize this fund raising event and encourage citizen
participation to benefit burned and crippled children seekmg treatment at the Shriner's Hospitals.

1-40 Business Park Sewer Improvements Project
Economic Development Grant
Proposed Assessment Policy
New Hanover County as part of its Community Development Block Grant application for
Economic Development is planning to construct a 40,000 gallon waste water treatment plant
along with sewer lines and pump stations to provide sewer service to Vision Software The
following assessment policy is being adopted in order to equitably provide sewer service to future
users in the area that will be able to obtain service as a result of the Community Development
Block Grant Economic Development funding.
1) Future users connecting to the wastewater treatment plant shall be required to pay to the
County of New Hanover an assessment fee ofapprox. $12.50 per gallon based upon the
final cost of construction and the user's share of the sewer treatment capacity. This fee is
in addition to the County's normal fees and charges and shall be paid in full prior to
connecting to the system.
2) The assessment fee required above shall not be imposed on any business that is owned by
low and moderate income individuals or any residence that is owned or occupied by low
and moderate income families.
3) New Hanover County reserves the right to reduce the assessment fee charged to any
future users based upon the economic impact on the County's overall economy.
4) All revenue generated by this assessment policy prior to completion of the project shall be
used to reduce the amount of the CDBG-ED Grant. Fifty percent (50% ) of all revenue
generated by the assessment policy thereafter shall, for the balance of a five year period,
be returned to the Community Development Block Grant Program at the Commerce
Finance Center for the funding of future Economic Development projects. The fifty
percent (50%) retained by the County shall be used to finance future capital improvements
to the County's sewer system with priority placed upon improvements to benefit persons
of low and moderate income.
