Road(s) Description:
HARLEY ROAD
WHEREAS, the attached petition has been filed with the Board of County
Commissioners of the county of New Hanover requesting that the above described
road(s), the location of which has been indicated in red on the attached map, be
added to the Secondary Road System; and
WHEREAS, the Board of county commissioners is of the opinion that the above
described road(s) should be added to the Secondary Road System, if the road(s)
meets minimum standards and criteria established by the Division of Highways of
the Department of Transportation for the addition of roads to the System.
NOW, THEREFORE, be it resolved by the Board of Commissioners of the County
of New Hanover that the Division of Highways is hereby requested to review the
above described road(s), and to take over the road(s) for maintenance if they
meet established standards and criteria.
CERTIFICATE
The foregoing resolution was duly adopted by the Board of
Commissioners of the County of New Hanover at a meeting on the
7th day of February , 1994.

A RESOLUTION OF THE
NEW H1\NOVER COUNTY BOARD OF COMMISSIONERS
APPROVING THE POLICY FOR THE
DISPOSAL OF REAL PROPERTY
LEGISLATIVE INTENT/PURPOSE:
It is the policy of New Hanover County to encourage th.~
development of owner occupied single family dwellings within the
County.
This policy encourages development by non-profit groups whose
primary purpose is to construct or renovate single family housing
for low to moderate income families. In addition, the policy also
enhances the development of vacant land for this purpose and
increases tax revenues for the City of Wilmington and New Hanover
County.
RESOLVED:
That the Board of County Commissioners approves the following
policy for the disposal of real property jointly owned by the City
of Wilmington and New Hanover County.
Statement of Policy
It is the policy of the City of Wilmington and New Hanover
County to encourage the development of owner occupied single family
dwellings within the Wilmington corporate limits. With regards to
jointly owned City/County property, the County shall encourage this
development as follows:
1. New Hanover County authorizes and designates the
Purchasing Agent of the City of Wilmington to inventory and list
those appropriate surplus properties jointly owned by the City of
Wilmington and New Hanover County with a tax or appraised value of
$10,~00 or less, and coordinate transfer of said properties to the
Wilmington Housing Finance and Development, Inc. and/or the Cape
Fear Habitat for Humanity pursuant to the Resolution adopted
December 14, 1993 by the City of Wilmington.
2. New Hanover County authorizes and designates the City of
Wilmington Attorney to prepare conveyances and conduct closings on
those authorized surplus properties jointly owned by the City of
Wilmington and New Hanover County with a tax or appraisal value of
$10,000 or less, pursuant to Resolution adopted December 14, 1993
by the City of Wilmington.
3. Prior to any transfer, the City of Wilmington purchasing
agent shall notify the County Manager or his designee, in writing,
of the Wilmington Housing Finance and Development, Inc. interest in

having the property transferred, and secure approval to convey
through Resolution of the Board of County Commissioners.
4. Pursuant to the Resolution of the City of Wilmington
adopted December 14, 1993, the City of Wilmington shall bear all
transactional and closing costs.
5. The real property conveyed hereunder shall be subjeet to
all those use conditions, restrictions, and reversion provisions.- a~
set forth in the Resolution of the City of Wilmington adopted
December 14, 1993.

Greater Chamber of Commerce, and the Friends of Human Relations are
sponsoring Human Relations Month, and

WHEREAS, the theme for Human Relations Month is, "putting the
World Together, Peace By Peace," and
WHEREAS, we encourage all citizens to respect and work to
establish equal rights for all persons regardless of race, color,
sex, religion, age, disability, or familial status; and

WHEREAS, through practicing the principles of Human Relations
Month on an every day basis, we help to preserve, protect, and
perpetuate the rights of each person to freedom, liberty, and
justice.
NOW, THEREFORE, the New Hanover County Board of Commissioners
hereby proclaims the month of February, 1994 as
HUMAN RELATIONS MONTH
in New Hanover County, North Carolina. I call upon all citizens of
the New Hanover County area to sincerely join forces in creating
and practicing a mutual bond of fellowship with all citizens and
resolve to accept a personal challenge to improve the status of all
people through assurance of the basic human rights of justice,
freedom, and dignity.

RESOLUTION
OF THE
BOARD OF COMMISSIONERS
OF
NEW HANOVER COUNTY
WHEREAS, WASTEC is in the beginning stages of a month long
shut down for equipment upgrade and major plant maintenance;
AND WHEREAS, while inspecting one of the older boilers it was
discovered that the complete burn-out grate system was in danger of
sagging into the undercarriage of the boiler;
AND WHEREAS, to correct ,this situation would require the
purchase of 144 grates in the amount ,of $20, BBO exceeding the
dollar amount which would require formal bid procedures;
AND WHEREAS, the boiler in its present condition cannot be
relit due to the chance of doing costly or irreparable damage to
the grate system;
AND WHEREAS, the length of time required to complete the
formal bid process would require the boiler to be shut down for an
extended period of time, losing badly needed revenue;
AND WHEREAS, G. S. 143-129 provides for contracting
the required procedures " in cases of special
