RESOLUTION
NEW HANOVER COUNTY BOARD OF COMMISSIONERS
WHEREAS, New Hanover County has suffered a great loss in the
death of George Ross, the founder of Plantation Gardens; and
WHEREAS, this beautiful scenic garden began in 1954 with the
planting of 50 rose bushes and 50 camellias by Mr. Ross and wife,
Eva, in the backyard of their residence located at 2318 Metts
Avenue; and
WHEREAS, six families connected their backyards to the Rosses'
to create a scenic winding path that runs more than 200 yards down
to the banks of Burnt Mill Creek; and
WHEREAS, many local citizens and visitors have enjoyed the
annual show of Plantation Gardens and were encouraged to become
interested in growing plants; and
WHEREAS, Mr. Ross was a pioneer in the development of plant
propagation and was the first person to introduce hanging baskets
in the camellia shows in Wilmington;
THEREFORE BE IT RESOLVED, by the New Hanover County Board of
Commissioners to recognize the many outstanding contributions made
by Mr. George Ross to our community through his volunteer efforts
to assist citizens, plant lovers, and gardeners to appreciate the
beauty of all plant species. His friendly gentle manner will be
sorely missed.

RESOLUTION
OF THE
BOARD OF COMMISSIONERS
OF
NEW HANOVER COUNTY
WHEREAS, after due advertisement, bids were received and
publicly opened by the Finance Department at 11: 00 a .m. on the
24th day of February, 1994, at the County Administration Building,
320 Chestnut Street, Wilmington, North Carolina, and the following
bids were received for a Microcomputer Contract, Bid # 94-0243:
CBM Computer Center
MicroAge Computer Center
18%-13% off Mfg. List
2% off NEP
AND WHEREAS, after review of the bids, staff has determined
that both bids received are non-responsive and the M.I.S. Director,
the Finance Director and the County Manager recommend that all bids
received be rejected;
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of New Hanover County that all bids received for the
contract for Microcomputers, Bid # 94-0243 be rejected; and that
the County is hereby authorized and directed to execute the
contract, contract form to be approved by the County Attorney.
BE IT FURTHER RESOLVED that the Purchasing Agent is hereby
authorized to return the bid deposits to the unsuccessful bidders.

FOX RUN SUBDIVISION - SECTION 3
WHEREAS, the attached petition has been filed with the Board of County
commissioners of the County of New Hanover requesting that the above described
road(s), the location of which has been indicated in red on the attached map, be
added to the Secondary Road System; and
WHEREAS, the Board of County commissioners is of the opinion that the above
described road(s) should be added to the Secondary Road System, if the road(s)
meets minimum standards and criteria established by the Division of Highways of
the Department of Transportation for the addition of roads to the System.
NOW, THEREFORE, be it resolved by the Board of commissioners of the County
of New Hanover that the Division of Highways is hereby requested to review the
above described road(s), and to take over the road(s) for maintenance if th~y
meet established standards and criteria.
CERTIFICATE
The foregoing resolution was duly adopted by the Board of
Commissioners of the County of New Hanover at a meeting on the

WHEREAS, fifty years ago, World War II involved thousands of
"Home Front" patriotic Americans, including the dedicated citizens who
served the Draft Boards by processing 10 million men into the military,
thereby assuring the nation's success in this conflict; and

WHEREAS, the Selective Service System joins our grateful nation
in remembering the many civilians who served as citizen volunteers of the
local draft boards or were officially connected with the Selective Service
System;

NOW, THEREFORE, BE IT RESOLVED that the New Hanover
County Board of Commissioners does hereby join the national
commemoration of World War II and does hereby proclaim the 50th
anniversary of World War II in New Hanover County and salutes those
who served as citizen volunteers of the Local Draft Boards or were
officially connected with the Selective Service System. All people are
urged to express their gratitude for the public service of these unsung
patriots.

The following resolution was offered by Commissioner Vililliam E. sisson,
, seconded by Commissioner Sandra Barone
upon being put to a vote, was carried four to one on the l4t.h

WHEREAS, the City of Wilmington, Town of Wrightsville Beach, Town of
Leland, Town of Navassa, Town of Belville, County of New Hanover,
County of Brunswick, and the Statewide Planning Branch, North
Carolina Department of Transportation are actively involved in
transportation planning for the Greater wilmington Urban Area;
and
WHEREAS, the development of said plan is In accordance with North Carolina
General Statutes 136-66.2; and
WHEREAS, the Wilmington urban area has an existing thoroughfare plan dated
September 29, 1985 and North Carolina General Statutes
136-66.2(d) provide for the revision of this plan; and
WHEREAS, the Technical Coordinating Committee and the Transportation
Advisory Committee for the urban area have prepared a revised
long-range transportation plan for the urban area; and
WHEREAS, it is recognized that the proper movement of traffic within and
through the Greater wilmington Urban Area is a highly desirable
element of the comprehensive plan for the orderly growth and
development of the urban area; and
WHEREAS,
after full study of the revised Plan, the Board of Commissioners
of the County of New Hanover feels it to be in the best interests
of the County to adopt said plan and recommend its adoption to
the North Carolina Department of Transportation;
NOW THEREFORE, BE IT RESOLVED: That the Greater Wilmington Urban Area
Transportation plan as shown on a map dated October 25, 1993 and
prepared by the Technical Coordinating Committee, the
Transportation Advisory Committee, and the Statewide Planning
Branch, North Carolina Department of Transportation, be approved
and adopted as a guide in the development of the street and
highway system in the Greater Wilmington Urban Area and the same
is hereby recommended to the North Carolina Department of
Transportation for its subsequent adoption:

Fifty-four Dollars ($461,954.00);
AND WHEREAS, the initial purchase will amount to Three Hundred
Two Thousand Four Hundred Thirty-five Dollars ($302,435.00), the
Maintenance and Repair Expenses will be paid as incurred up to
maximum guaranteed amount of Two Hundred Twenty-six Thousand Three
Hundred Seventy-seven Dollars ($226,377.00), and the County will
determine at the end of the five year period whether or not to
exercise the buy back option in the amount of Sixty-six Thousand
Eight Hundred Fifty-eight Dollars ($66,858.00);
AND WHEREAS, funds have been previously appropriated and are
now in or will be available in subsequent year's Account No.

Commissioners of New Hanover County that the contract for Three (3)
Integrated Tool Carriers for the New Hanover County Landfill,

Equipment Company in the amount of Five Hundred Twenty-eight

On March 16, 1994 the County Attorney received a report
which indicated that Vision Cable Communication was in compliance
with the FCC's benchmark rate schedules.
IT IS, THEREFORE, ORDERED:

Falcon Cable Media of New Hanover County filed its form FCC-393,
request for cable rate approval.
On February 28, 1994 the County Attorney received a
report which indicated that Falcon Cable Media's service,
equipment and installation charges are in compliance with the FCC
benchmark rates.
IT IS, THEREFORE, ORDERED:
That Falcon Cable Media's basic service, equipment and
installation rates be approved.

AN ORDINANCE OF THE COUNTY OF
NEW HANOVER, NORTH CAROLINA,
AMENDING THE ZONING ORDINANCE OF
NEW HANOVER COUNTY ADOPTED
OCTOBER 6, 1969
THE BOARD OF COMMISSIONERS OF NEW HANOVER COUNTY DOTH ORDAIN:
Section 1. That the Zoning Ordinance of the County of New Hanover
adopted October 6, 1969, as amended be and the same is hereby
further amended as follows:
Revise Section 59.6-3(6) Siqns to read:
(6) Signs - Signs shall be in accordance with Article IX
except that only one free standing ground sign not to exceed
six (6) feet in height and a maximum surface area of 150
square feet may be permitted within the 100 foot setback. No
outdoor advertising signs shall be permitted.
Section 2. Any ordinance or part of any ordinance in conflict with
this ordinance, to the extent of such conflict is hereby
repealed.
Section 3. This ordinance is adopted in the interest of public
health, safety, morals, and general welfare of the inhabitants
of the County of New Hanover, North Carolina, and shall be in
full force and effect from and after its adoption.
