1994-03-14 RM Exhibits Y4 RESOLUTION NEW HANOVER COUNTY BOARD OF COMMISSIONERS WHEREAS, New Hanover County has suffered a great loss in the death of George Ross, the founder of Plantation Gardens; and WHEREAS, this beautiful scenic garden began in 1954 with the planting of 50 rose bushes and 50 camellias by Mr. Ross and wife, Eva, in the backyard of their residence located at 2318 Metts Avenue; and WHEREAS, six families connected their backyards to the Rosses' to create a scenic winding path that runs more than 200 yards down to the banks of Burnt Mill Creek; and WHEREAS, many local citizens and visitors have enjoyed the annual show of Plantation Gardens and were encouraged to become interested in growing plants; and WHEREAS, Mr. Ross was a pioneer in the development of plant propagation and was the first person to introduce hanging baskets in the camellia shows in Wilmington; THEREFORE BE IT RESOLVED, by the New Hanover County Board of Commissioners to recognize the many outstanding contributions made by Mr. George Ross to our community through his volunteer efforts to assist citizens, plant lovers, and gardeners to appreciate the beauty of all plant species. List 2% off NEP AND WHEREAS, after review of the bids, staff has determined that both bids received are non-responsive and the M.I.S. Director, the Finance Director and the County Manager recommend that all bids received be rejected; NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New Hanover County that all bids received for the contract for Microcomputers, Bid # 94-0243 be rejected; and that the County is hereby authorized and directed to execute the contract, contract form to be approved by the County Attorney. Greer, Chairman RESOLUTION PASSED BY THE BOARD OF COMMISSIONERS OF THE COUNTY OF NEW HANOVER, NORTH CAROLINA ~& The following resolution was offered by Commissioner Vililliam E. sisson, , seconded by Commissioner Sandra Barone upon being put to a vote, was carried four to one on the l4t.h of M:irch 1994 Jr. and, day WHEREAS, the City of Wilmington, Town of Wrightsville Beach, Town of Leland, Town of Navassa, Town of Belville, County of New Hanover, County of Brunswick, and the Statewide Planning Branch, North Carolina Department of Transportation are actively involved in transportation planning for the Greater wilmington Urban Area; and WHEREAS, the development of said plan is In accordance with North Carolina General Statutes 136-66.2; and WHEREAS, the Wilmington urban area has an existing thoroughfare plan dated September 29, 1985 and North Carolina General Statutes 136-66.2(d) provide for the revision of this plan; and WHEREAS, the Technical Coordinating Committee and the Transportation Advisory Committee for the urban area have prepared a revised long-range transportation plan for the urban area; and WHEREAS, it is recognized that the proper movement of traffic within and through the Greater wilmington Urban Area is a highly desirable element of the comprehensive plan for the orderly growth and development of the urban area; and WHEREAS, after full study of the revised Plan, the Board of Commissioners of the County of New Hanover feels it to be in the best interests of the County to adopt said plan and recommend its adoption to the North Carolina Department of Transportation; NOW THEREFORE, BE IT RESOLVED: That the Greater Wilmington Urban Area Transportation plan as shown on a map dated October 25, 1993 and prepared by the Technical Coordinating Committee, the Transportation Advisory Committee, and the Statewide Planning Branch, North Carolina Department of Transportation, be approved and adopted as a guide in the development of the street and highway system in the Greater Wilmington Urban Area and the same is hereby recommended to the North Carolina Department of Transportation for its subsequent adoption: I, 'I'eresa P. That the Zoning Ordinance of the County of New Hanover adopted October 6, 1969, as amended be and the same is hereby further amended as follows: Revise Section 59.6-3(6) Siqns to read: (6) Signs - Signs shall be in accordance with Article IX except that only one free standing ground sign not to exceed six (6) feet in height and a maximum surface area of 150 square feet may be permitted within the 100 foot setback. No outdoor advertising signs shall be permitted. Section 2. Any ordinance or part of any ordinance in conflict with this ordinance, to the extent of such conflict is hereby repealed. Section 3. This ordinance is adopted in the interest of public health, safety, morals, and general welfare of the inhabitants of the County of New Hanover, North Carolina, and shall be in full force and effect from and after its adoption.
