WHEREAS, after due advertisement, bids were received and
publicly opened by the Finance Department at 3:00 p.m. on the
22nd day of February, 1994, at the County Administration Building,
320 Chestnut Street, Wilmington, North Carolina, and the following
bids were received for Two Type I Ambulances for the Emergency
Medical Services Department, Bid # 94-0240:

AND WHEREAS, after review of the bids, staff has determined
that all bids received are non-responsive and the Emergency Medical
Services Director, the Finance Director and the County Manager
recommend that all bids received be rejected;
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of New Hanover County that all bids received for the
contract for Two Type I Ambulances, Bid # 94-0240 be rejected; and
that the County is hereby authorized and directed to execute the
contract, contract form to be approved by the County Attorney.
BE IT FURTHER RESOLVED that the Purchasing Agent is hereby
authorized to return the bid deposits to the unsuccessful bidders.

FOR THE SPECIAL ELECTION
OF THE
COUNTY OF NEW HANOVER
ON THE 8TH DAY OF MARCH. 1994
WE, the undersigned Chairman and Members of the New
Hanover County Board of Elections, DO HEREBY CERTIFY that we met
on March 1], 1994 at the hour of 11.00 o'clock, ~.M., in
the office of the Board of Elections in wilmington, North
Carolina, to canvass the returns of the special election held in
the County of New Hanover on March 8, 1994, and that the result
of such canvass is as follows:
1. The total number of voters who voted "YES" in
answer to the question, "SHALL the order authorizing $13,900,000
of bonds secured by a pledge of the faith and credit of the
County of New Hanover to pay capital costs of providing
improvements to community college facilities, including the
construction of new facilities and expansion of existing
facilities at Cape Fear Community College, and including the
acquisition and installation of necessary furnishings, machinery
and equipment and the acquisition of land or rights-in-land
required therefor, and a tax to be levied for the payment
thereof, be approved?," was 9,085 The total number of
voters who voted "NO" in answer to such question was 4,843
2. The total number of voters who voted "YES" in
answer to the question, "SHALL the order authorizing $39,900,000
of bonds secured by a pledge of the faith and credit of the
County of New Hanover to pay capital costs of providing
improvements to school facilities in the New Hanover County
School Administrative Unit, including the construction of new
schools and the renovation and expansion of existing school
facilities, and including the acquisition and installation of
necessary furnishings, machinery, and equipment and the
acquisition of land or rights-in-land required therefor, and a
tax to be levied for the payment thereof, be approved?," was

to such question was 6,100
3. All persons voting at said election were required
to use ballots or ballot labels setting forth the questions to be
voted upon in the form prescribed by the Board of commissioners
of the County.
4. Only the persons who had been duly registered were
permitted to vote at said election. The total number of voters
who were registered and qualified to vote at said election was
75,454
5. The polls for said election were opened at the
polling places in the County on March 8, 1994, at the hour of

P.M. on that day.

NEW HANOVER COUNTY BOARD OF COMMISSIONERS
RESOLUTION
WHEREAS, New Hanover County has suffered a great loss in the death of
Senator John B. Co ding ton, state senator from New Hanover County, who served his
state and community since he was elected to the state senate in 1992; and
WHEREAS, he was a Veteran of World War II serving in the Combat Engineers
from 1943 to 1946, and in the European Theater; and
WHEREAS, he was a member of the New Hanover County Board of Education
from 1966 to 1978 and served as a Trustee of the University of North Carolina at
Wilmington from 1973 to 1975, and from 1981 to 1989; and
WHEREAS, in addition to his political career, Senator Co ding ton was a
distinguished member of the medical profession where he served humanity as a
surgeon and chief of the medical staff at Cape Fear Memorial Hospital, and was
President of the New Hanover, Brunswick, Pender Medical Society in 1970; and
WHEREAS, Senator Co ding ton 's influence was not restricted to his community
or his state as he had a great concern in global missions and volunteered for more
than 15 years at a hospital in Haiti, where he treated the sick and taught surgical
techniques to local doctors; and
WHEREAS, this loved and loving husband and father was a lifelong member of
First Presbyterian Church in Wilmington, where he served as an Elder;
NOW, THEREFORE, BE IT RESOL VED, by the New Hanover County Board of
Commissioners to recognize the many outstanding contributions made by Senator
John B. Co ding ton who truly exemplified the spirit of our community in his efforts to
help the needy, alleviate distress, and support everything that is fine and noble. The
generous and humble nature of this admirable man will be missed by all.

Hanover County Board of 'Elections certifying to the Board of
commissioners the results of the Special Election held for the
County of New Hanover on March 8, 1994. The Certificate was read
and considered.
Oxmrissioner Barone moved the adoption of the following
resolution:
WHEREAS, the Board of Commissioners has considered the

HELD FOR THE COUNTY OF NEW HANOVER
March 8, 1994
WHEREAS, by direction of the Board of commissioners of
the County of New Hanover, in the State of North Carolina, a
special election was duly called and held for said County on
March 8, 1994 for the purpose of submitting to the qualified
voters of said County the questions hereinafter set forth, and
the said Board of commissioners has received from the New Hanover
County Board of Elections certifications of the results of the
election, and has determined the result of said election to be as
hereinafter stated; NOW, THEREFORE,
The Board of commissioners hereby makes the following
statement of the result of said election pursuant to The Local
Government Bond Act:
(1) The number of voters registered and qualified to
vote at said election was 75,454.
(2) The total number of voters who voted "YES" In

majority of those who voted thereon at said election.
(3) The total number of voters who voted "YES" in
answer to the question, "SHALL the order authorizing $39,900,000
of bonds secured by a pledge of the faith and credit of the
County of New Hanover to pay capital costs of providing
improvements to school facilities in the New Hanover County
School Administrative unit, including the construction of new
schools and the renovation and expansion of existing school
facilities, and including the acquisition and installation of
necessary furnishings, machinery, and equipment and the
acquisition of land or rights-in-land required therefor, and a
tax to be levied for the payment thereof, be approved?," was
7,872. The total number of voters who voted "NO" in answer to
such question was 6,100. The question in the form submitted was
approved by the affirmative vote of a majority of those who voted
thereon at said election.
Any action or proceeding challenging the regularity or
validity of this bond referendum must be begun within 30 days
after March 25, 1994
