A RESOLUTION OF THE
BOARD OF COMMISSIONERS
OF NEW HANOVER COUNTY
The Board of Commissioners of New Hanover County, North
Carolina, does hereby resolve:
WHEREAS, Charles W. Edens purchased what was supposed to be a
certain tax parcel at a foreclosure sale conducted January 19,
1981; and
WHEREAS, said tax parcel did not in fact exist, such that
Charles W. Edens acquired no title; and
WHEREAS, Charles W. Edens has paid County ad valorem tax on
said parcel from 1981 to present; and
WHEREAS, the Board of corrunissioners desires to reimburse'
Charles W. Edens, out of its general fund, the amount paid at the
foreclosure sale and the subsequent taxes, with interest thereon at
four percent (4%) compounded daily, in the total amount of Nine
Hundred Seventeen Dollars and Sixty-Four Cents ($917.64).
THEREFORE, BE IT RESOLVED that New Hanover County pays Charles
W. Edens the sum of Nine Hundred Seventeen Dollars and Sixty-Four
Cents ($917.64) upon his execution of a-release satisfactory to the
County Attorney's Office.

PROCLAMATION
WHEREAS, North Carolina's 100 county governments have in fact
served this state since 1663, working in partnership with the state
to deliver services and provide leadership for our communities; and
WHEREAS, New Hanover County is on the forefront of many issues
critical to both our state and nation, including health care, child
and elder care, environmental protection, social services, public
education, emergency medical services, drug and alcohol abuse
treatment, law enforcement, water and sewer services, and library
services; and
WHEREAS, New Hanover County is a major partner in the public
education system, having provided $20,715,665 in 1993-94 to support
elementary-secondary schools and $1,003,191 to support this
community college system; and
WHEREAS, New Hanover County has initiated coordination of
services with area municipalities, and has employed a strategic
planning process, in its effort to deliver services more
effectively and efficiently; and
WHEREAS, those serving as county officials are dedicated to
providing services to our citizens without undue burden on the
taxpayers; and
NOW, THEREFORE, The New Hanover County Board of Commissioners
does hereby proclaim April 16 through April 23, 1994, as "NATIONAL
COUNTY GOVERNMENT WEEK IN NORTH CAROLINA" and urges all citizens to
be more involved in and aware of issues facing our counties.

WHEREAS, this year marks the eighth anniversary of the New
Hanover County Emergency Medical Services program, and
WHEREAS, this program has produced significant progress to
include a well defined prehospital care system, enhanced Advanced
Life Support care levels, improved training, and a designated
trauma care center, and
WHEREAS, these changes, which have affected all areas of the
county, would not have been possible without a dedicated team
effort by the organizations, agencies, and professionals involved
in emergency medical services, and
WHEREAS, it is in keeping with their dedication that we set
aside a special time to recognize their contributions to the
welfare of the citizens of New Hanover County.
NOW, THEREFORE, the New Hanover County Board of Commissioners
proclaims the week of May 15 through 21, 1994, as
EMERGENCY MEDICAL SERVICES WEEK
in New Hanover County, and dedicates this observance to those
individuals whose tireless and selfless efforts provide critical
life-saving medical care to our citizens.

WHEREAS, after due advertisement, bids were received and publicly opened
by the Finance Department at 11:00 a.m. on the 22nd day of March, 1994, at the
County Administration Building, 320 Chestnut Street, Wilmington, North Carolina,
and the following bids were received for a Microcomputer Contract, Bid # 94-0283:

AND WHEREAS, after review of the bids, staff has determined that the bid
received from CBM Computer Center is non-responsive and the M.I.S. Director, the
Finance Director and the County Manager recommend that CBM Computer Center's bid
be rejected;
AND WHEREAS, the M.I.S. Director, the Finance Director and the County
Manager recommend that the contract be awarded to Compuventures of Pitt County,
Inc. d/b/a MicroAge Computer Center of Wilmington, North Carolina, the only
responsive bidder;
AND WHEREAS, funds have been previously appropriated and are now in or will
be available in subsequent year's budget for various departments to cover this
contract;
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New
Hanover county that the contract for Microcomputer Equipment, Bid # 94-0283 be
awarded to Compuventures of Pitt County, Inc. d/b/a MicroAge computer Center at
the rates listed above; and that the County is hereby authorized and directed to
execute the contract, contract form to be approved by the County Attorney.
BE IT FURTHER RESOLVED that the Purchasing Agent is hereby authorized to
return the bid deposits to the unsuccessful bidders.

AN ORDINANCE OF THE COUNTY OF
NEW HANOVER, NORTH CAROLINA,
AMENDING THE ZONING ORDINANCE OF
NEW HANOVER COUNTY ADOPTED
OCTOBER 6, 1969
THE BOARD OF COMMISSIONERS OF NEW HANOVER COUNTY DOTH ORDAIN:
Section 1. That the Zoning Ordinance of the County of New Hanover
adopted October 6, 1969, as amended be and the same is hereby
further amended as follows:
Reword Section 81-1 Banks and Financial Institutions
One (1) space for each one hundred fifty (150) square feet of
gross floor area (up to two stacking spaces per drive-through
teller window may be credited to the minimum).
Section 2. Any ordinance or part of any ordinance in conflict with
this ordinance, to the extent of such conflict is hereby
repealed.
Section 3. This ordinance is adopted in the interest of public
health, safety, morals, and general welfare of the inhabitants
of the County of New Hanover, North Carolina, and shall be in
full force and effect from and after its adoption.

WHEREAS Public Law 103-60 designates April 9, 1994 as National
Former Prisoner of War Recognition Day; and
WHEREAS over one hundred forty two thousand American
serviceman, including a score or more from the local area, were
held captive by our enemies for periods of time ranging up to many
years; and
WHEREAS many of those held as prisoners suffered indignities
to their persons and their minds during periods of captivity;
WHEREAS the families of these prisoners of war suffered much
anguish and many pains of separation during the absence of their
loved ones;
NOW, THEREFORE, the New Hanover County Board of Commissioners,
designates April 9, 1994, as Former Prisoner of War Recognition Day
in New Hanover County and call upon our citizens, our institutions,
and our news media to appropriately recognize and honor our gallant
comrades who were held prisoners during America's conflicts.
Adopted this 5th day of April, 1994.

WHEREAS, one of the most important concerns of New Hanover
County's citizens is the availability of decent housing for all
individuals and families; and
WHEREAS, the New Hanover Human Relations Commission, the
united states Department of Housing and Urban Development, local
government, concerned citizens, and the housing industry are
working to realize the dream of fair housing opportunities; and
WHEREAS, through their efforts, they encourage others to abide
by the letter and the spirit of the New Hanover County Fair Housing
Ordinance and the federal Fair Housing Act; and

WHEREAS, it is illegal to discriminate in housing because of
race, color,. religion, sex, national origin, familial status or
disability; and

WHEREAS, April 1994 marks the 26th anniversary of the Federal
Fair Housing Act of 1968;
NCM, THEREFORE, BE IT RESOLVED by the New Hanover County Board
of Commissioners to proclaim the month of April, 1994 as
FAIR HOUSING MONTH
in New Hanover County, North Carolina and call upon all citizens to
rededicate themselves to ensuring that fair housing laws are always
upheld and that all citizens are protected against discrimination.

A RESOLUTION OF THE
NEW HANOVER COUNTY BOARD OF COMMISSIONERS
OPPOSING SHIPMENT OF SPENT NUCLEAR
FUEL THROUGH THE PORT- OF WILMINGTON
The United States has proposed the acceptance of foreign
research reactor spent nuclear fuel as part of its efforts. to
prevent the spread of nuclear weapons to additional cotlnt~ies;.
Such spent nuclear fuel would be stored at the Savannah Ri\rer site.
The program for the acceptance of such spent nuclear fuel is more
particularly described in the predecisional Draft Envirorunental
Assessment prepared by the U. S. Department of Energy and dated
February, 1994. The Envirorunental Assessment indicates that
Wilmington is one of the proposed ports of entry for spent nuclear
fuel.
The New Hanover County Board of Commissioners is concerned
about the selection of the port of Wilmington. This concern is
based on the distance from the open ocean to the port, the route
through the City from the port to 1-40, uncertainty about the
Wilmington Port's experience in handling spent nuclear fuel and
other concerns.
Based upon the selection criteria developed by the Department
of Energy, the port of Wilmington is not appropriate as a port of
entry for spent nuclear fuel.
NOW, THEREFORE, BE IT RESOLVED BY THE NEW HANOVER COUNTY BOARD
OF COMMISSIONERS THAT:
The New Hanover County Board of Commissioners hereby express
its opposition to the shipment of spent nuclear fuel through the
State Port at Wilmington.
