'. ~tbI;j~ tll A RESOLUTION OF THE NEW HANOVER COUNTY BOARD OF COMMISSIONERS OPPOSING SHIPMENT OF SPENT NUCLEAR FUEL THROUGH THE PORT- OF WILMINGTON The United States has proposed the acceptance of foreign research reactor spent nuclear fuel as part of its efforts. to prevent the spread of nuclear weapons to additional cotlnt~ies;. Such spent nuclear fuel would be stored at the Savannah Ri\rer site. The program for the acceptance of such spent nuclear fuel is more particularly described in the predecisional Draft Envirorunental Assessment prepared by the U. S. Department of Energy and dated February, 1994. The Envirorunental Assessment indicates that Wilmington is one of the proposed ports of entry for spent nuclear fuel. The New Hanover County Board of Commissioners is concerned about the selection of the port of Wilmington. This concern is based on the distance from the open ocean to the port, the route through the City from the port to 1-40, uncertainty about the Wilmington Port's experience in handling spent nuclear fuel and other concerns. Based upon the selection criteria developed by the Department of Energy, the port of Wilmington is not appropriate as a port of entry for spent nuclear fuel. NOW, THEREFORE, BE IT RESOLVED BY THE NEW HANOVER COUNTY BOARD OF COMMISSIONERS THAT: The New Hanover County Board of Commissioners hereby express its opposition to the shipment of spent nuclear fuel through the State Port at Wilmington. ~J.J~ Robert G.
