Board of Commissioners
Resolution
Authorizing Raymond L. Church, Jr., Director of
Environmental Management, to be the Representative
of the New Hanover County Board of Commissioners
for the Purpose of Applying for and Executing a
US Forest Service Grant to Construct and Distri-
bute Composting Bins Constructed from Waste
Pallets
WHEREAS, solid waste disposal is a major health and
environmental concern for New Hanover County; and
WHEREAS, the disposal of yard waste and other organic
veg~tative wastes are an important component of that concern; and
WHEREAS, the most environmentally sound way to address
residentially generated yard waste and vegetative organic wastes
is through backyard composting; and
WHEREAS, the County has established an effective program for
the distribution of composting bins constructed from waste
pallets; and
WHEREAS, the US Forest Service has afforded the County an
opportunity to apply for a $5000 grant to continue its composting
bin distribution program.
NOW, THEREFORE, BE IT RESOLVED that the New Hanover County
Board of Commissioners, in an effort to encourage backyard
composting, endorses this grant application.
AND, FURTHER, BE IT RESOLVED that the New Hanover County
Board of Commissioners, in order to facilitate application for
this grant, authorizes Raymond L. Church, Jr., Director of the
Department of Environmental Management, New Hanover County, to be
its agent and representative for the purpose of executing
applications, contracts and administering funds under such grant
program.

WHEREAS, after due advertisement, bids were received and
publicly opened by the Finance Department at 11: 00 a .m. on the
7th day of June, 1994, at the County Administration Building, 320
Chestnut Street, Wilmington, North Carolina, and the following bids
were received for Sulfuric Acid for the WASTEC Facility of the
Environmental Management Department, Bid # 94-0379:

AND WHEREAS, the Environmental Management Director, the
Finance Director and the County Manager recommend that the contract
be awarded to Koch Sulfur Products Company of Wichita, Kansas, the
lowest responsible bidder, at the unit price of $.568 per gallon,
estimate of two year usage in the amount of Thirteen Thousand Six
Hundred Thirty-two Dollars ($13,632.00); ,
AND WHEREAS, funds have been previously appropriated and are
now in Account No. 700-485-4194-4230-23 to cover this contract;
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of New Hanover County that the contract for sulfuric
acid for the WASTEC Facility of the Environmental Management
Department, Bid # 94-0379 be awarded to Koch Sulfur Products
Company at the unit price of $.568 per gallon; estimate of two year
usage in the amount of Thirteen Thousand Six Hundred Thirty-two
Dollars ($13,632.00); and that the County is hereby authorized and
directed to execute the contract, contract form to be approved by
the County Attorney.

AND WHEREAS, funds have been previously appropriated and are
now in Account No. 110-431-4316-1000-6400, and
110-431-4316-1000-4210 to cover this contract;
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of New Hanover County that the contract for Kitchen
Equipment for the Jail, Bid # 94-0377 be awarded to Thompson and
Little Company in the amount of Thirty-nine Thousand Seven Hundred
Six Dollars ($39,706.00); and that the County is hereby authorized

NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of New Hanover County that the contract for IBM
Terminals for the Social Services Department, Bid # 94-0374 be
awarded to Atlantic Computer Corporation in the amount of Thirty
Thousand Three Hundred Dollars ($30,300.00); and that the County is
hereby authorized and directed to execute the contract, contract

WILTON COURT
WHEREAS, the attached petition has been filed with the Board of County
Commissioners of the County of New Hanover requesting that the above described
road(s), the location of which has been indicated in red on the attached map, be
added to the Secondary Road System; and
WHEREAS, the Board of County Commissioners is of the opinion tha t the above
described road(s) should be added to the Secondary Road System, if the road(s)
meets minimum standards and criteria established by the Division of Highways of
the Department of Transportation for the addition of roads to the System.
NOW, THEREFORE, be it resolved by the Board of Commissioners of the County
of New Hanover that the Division of Highways is hereby requested to review the
above described road(s), and to take over the road(s) for maintenance if they
meet established standards and criteria.

WHEREAS, New Hanover County recognizes the importance of providing
safe access to the County's public waterways for the recreation and enjoyment of all
County residents and visitors; and,
WHEREAS, the New Hanover County Board of Commissioners recognizes
, the need to make all County facilities accessible to Physically and Mentally challenged
individuals; and,
I' :WHEREAS, continued improvement to the County's parks will enhance the
quality of life which will boost the County's tourism economy and economic
development effort;
NOW, THEREFORE, BE IT RESOLVED by the New Hanover County
Board of Commissioners that the grant application from the County to the N.C.
Division of Coastal Management seeking $26,600 in funds for the development of the
proposed improvements at the County's Riverside Park property be approved, and
that the County will contribute $8,400 in cash and $1,500 in-kind services as allocated
in the County Park Department's FY 1994-95 budget, if the application is approved
by the State.
