AdoP7ed at ~~=~~aJ.. \ meet~ng on ~ ~ ' 19~ New Hanover county Board of Commissioners ATTEST' . ~ ~~I Clerk to the Board /!?~ Chairman 9\kw :Hanover County 'Board of Conunissioners Pro c[amation Hunting and Fishing Day WHEREAS, conserving our state's natural and wildlife resources is one of the most important responsibilities we have to this and future generations of North Carolinians; and WHEREAS, hunters and anglers were among the first to realize this responsibility almost 100 years ago when they saw how expanding civilization and unregulated exploitation had caused disastrous declines in fish and wildlife populations throughout North Carolina; and WHEREAS, North Carolina hunters and anglers took steps to reverse this trend, by helping organize the conservation movement, supporting laws to stop uncontrolled exploitation of wildlife , aiding in establishing game and fish laws and enforcement and management practices; and WHEREAS, they also suggested and supported laws to establish hunting andfishing licensefees and special taxes on hunting and fishing equipment to pay for conservation pro grams; and WHEREAS, in 1993, North Carolina hunters and anglers contributed almost $25 million to the North Carolina Wildlife Resources Commission for fish and wildlife management programs; and WHEREAS, the conservation programs supported and financed by North Carolina sportsmen have benefitted hundreds of wildlife and fish species from quail, rabbits, deer, wood ducks, geese, wild turkeys. largemouth bass, striped bass and brook trout to otters, alligators, American bald eagles, peregrine falcons, brown pelicans and songbirds -- fish and wildlife that all can enjoy. " l8-F City Council City of Wilmington North Carolina INTRODUCED BY: DATE: ALLEN O'NEAL, COUNTY MANAGER SEPTEMBER 6, 1994 RESOLUTION RESCINDING PRIOR ACCEPTANCE OF OFFER TO PURCHASE PROPERTY AT 817 WALNUT STREET Legislative Intent/Purpose: The County Commission adopted a resolution on September 7, 1993 accepting an offer of $5,300 from Christine Beck to purchase property at 817 Walnut Street which it owns jointly with the City of Wilmington. The City Council of the City of Wilmington rejected this offer on September 21, 1993 and adopted a substitute resolution authorizing conveyance of the property at cost to Wilmington Housing Finance and Development, Inc. at cost for use in its housing opportunities program. The City wishes to resolve this conflict and complete this transaction as soon as possible and to that end seeks the County Commission's rescission of its prior acceptance of the offer of $5,300 from Christine Beck and its authorization of conveyance of its interest in and to this property to the City of Wilmington. NOW THEREFORE BE IT RESOLVED THAT 1) The County Commission hereby rescinds its prior acceptance of an offer of $5,300 from Christine Beck to purchase property at 817 Walnut Street. 2) The County Commission authorizes the Chairman of the New Hanover County Board of Commissioners to execute a quit claim deed conveying its interest in and to a tract of land at 817 Walnut Street unto the City of Wilmington. ATTEST: ~\~~ Count Clerk - I ~}-t AN ORDINANCE OF THE COUNTY OF NEW HANOVER, NORTH CAROLINA AMENDING THE ZONING ORDINANCE OF NEW HANOVER COUNTY ADOPTED OCTOBER 6, 1969 THE BOARD OF COMMISSIONERS OF NEW HANOVER COUNTY DOTH ORDAIN: Section 1. That the Zoning Ordinance of the County of New Hanover adopted October 6, 1969, as amended be and the same is hereby amended as follows: Amend Section 51.5-2, 11. 11. In calculating the density for a proposed development, the following areas shall first be subtracted from the gross area of land to be commi tted to development. In lieu of substracting Dorovan, Johnston, and Pamlico soils, the developer may choose to preserve 100% of such areas as conservation space. Such designation shall follow the requirements of Section 59.4-4 (4) Methods of Conservation Space Preservation with all improvements limited to Section 59.4-4(3) Improvements. a. All natural lakes, ponds, rivers, or marshes; and b. All areas of Class IV Soils as defined ~n B Classification of Soils in New Hanover County for Septic Tank Suitability. (1/4/84) All calculations shall be rounded to the nearest whole uni t. (1/4/84) Section 2. Any ordinance or part of any ordinance in conflict with this ordinance, to the extent of such conflict is hereby repealed. Section 3. This ordinance is adopted ln the interest of public health, safety, morals, and general welfare of the inhabi tants of the County of New Hanover, North Carolina, and shall be in full force and effect from and after its adoption. Greer, Chairman I ~ --L NEW HANOVER COUNTY BOARD OF COMMISSIONERS RESOLUTION FIREWORKS AND PUBLIC HEALTH WHEREAS, fIreworks related injuries cause over 12,000 emergency room visits each year; and WHEREAS, fIreworks cause in excess of 1,600 eye injuries per year; and WHEREAS" over 80 percent of these injuries ae in youngsters under the age of 18; and WHEREAS, 60 percent of these injuries involve Class C fIreworks; and WHEREAS, fIreworks have been determined to be hazardous to Public Health; THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners condemns the sale of Class C fIreworks in North Carolina; BE IT FURTHER RESOLVED, that the New Hanover County Board of Commissioners requests that the North Carolina General Assembly repeal any and all laws permitting the sale of fIreworks.
