Dear Wayne:
As you are aware, Coastal Carolina Utilities has a non-discharge
permit ( ~ 16441 ) near the intersection of Gordon and Harris Roads.
It is our intention to construct a treatment plant to serve a portion
of the 1600 acre Coastal Carolina Country Club tract and the 395 unit
Southern Pines Village mobile home park.
Based on our conversations it is our understanding that the County
would like to provide the sewage treatment for these sites in lieu of
our constructing this treatment plant and that the County wants u~ to
pump this sewage 1~0 the Thompson Restaurant si te at Gordon Road and
Market Street.
If Coastal Carolina Utilities is allowed to pump sewage into the
County system and we do not have to construct this treatment plant, we
propose the following:
1. Coastal Caro11n8 Utili"t~es will contribute to the County an
amount equal to the cost ot constr~cting this treatment plant
less the expenses incurred installing the force main and
pump ( :3 ) .
2. This contribution wj.ll be either cash or by the construction
of a portion of the 30" outfall line along Gum Branch having
an equivalant,value.
3. Payments will be made to the County as the costs would have
been incurred by Coastal Carolina Utilities installing the
sewage treatment plant.
FOR EXAMPLE: If the initial cost of the first phase of the sewage
treatment plant was $100,000, Coastal Carolina Utilities would
contribute to the County $100,000 less the cost of the force
main and pump(s). This would be in cash or an equivalant value of
construction on the outfall line. This would be contributed when
we activate the system. Coastal Carolina Utilities will make
additj.oDal contributions as the useage inceases to have required
a plant expan.:d on. These cont;r:i.butions would equal t.he cost of the
expansjoY1s.

4. Billing by the County for treatment would be on a bulk r9te to
Coastal Carolina Utilities. Coastal Carolina Utilities ~ould
then bill their individual users who would remain custom~rs
of Coastal Carolina Utilities.
5. These contributions made by Coastal Carolina Utiliti~s will
qualify for repayment under the existing provisions of the
ordinance.
I believe this proposal covers the essence of our previous
conversations. Please contact me as soon as possible so that we might
move forward.
