Approval to Accept a 2021 Large Sediment Sampling Grant
BRIEF SUMMARY:
The North Carolina Division of Coastal Management (NCDCM) has revised the large sediment baseline assessments
for sand recipient beaches. New Hanover County (NHC) will update geotechnical assessments, per Coastal Storm
Damage Reduction Projects at Wrightsville Beach, Carolina Beach and Kure Beach as well as inlet management in
Carolina Beach Inlet and Mason Inlet. NCDCM has offered NHC a $35,000.00 grant for the revised large sediment
analyses. This grant funding estimate involves the sampling of sediments equal to or greater than one inch in diameter,
and shell material equal to or greater than three inches in diameter, through visual observation on the surface, of a
10,000 square foot area centered on each transect, between mean tide level (MTL) and the frontal dune toe.
Transects are to be spaced no further than 5,000 feet apart with a minimum of five evenly spaced transects per project
area.
Staff has followed the New Hanover County grant application procedures and is requesting board approval to accept
the $35,000.00 grant from the NC Division of Coastal Management. The room occupancy tax will cover the
assessment cost with NCDCM reimbursement following the geotechnical efforts and reporting.
RECOMMENDED MOTION AND REQUESTED ACTIONS:
Staff is requesting approval to accept a $35,000.00 grant for recipient beach baseline assessments.

BRIEF SUMMARY:
The Museum collects objects pertaining to the history, science, and cultures of the Lower Cape Fear region. Submitted
for approval are eight donations to be added to the Museum's permanent collection. Donations are carefully
documented. The curator reviews each item's provenance, condition, relevance to the collection, potential for
exhibition, and room required for storage. A report on each object is reviewed carefully by the Director and
Collections Committee. The objects presented have passed this scrutiny and were approved by the Museum Advisory
Board at the meeting on January 20, 2021.

BRIEF SUMMARY:
Parks and Gardens Department wishes to apply for the STBGP -DA fund in the amount of $553,472 for a portion of the
multi-use trail in Ogden, along Middle Sound Loop Road and a portion of Market Street. New Hanover County will
provide the required local cash match of $138,368 for a total project cost of $691,841. The required grant match is
currently budgeted in the Capital Improvement Projects account for FY 21 -22.
RECOMMENDED MOTION AND REQUESTED ACTIONS:
New Hanover County Board of Commissioners hereby authorizes the Parks and Gardens Department to apply for the
STBGP -DA fund in the amount of $553,472. New Hanover County will provide the required local cash match of
$138,368 for a total project cost of $691,841.

RESOLUTION
SURFACE TRANSPORTATION BLOCK GRANT PROGRAM - DIRECT ATTRIBUTABLE
WHEREAS, the Wilmington Urban Metropolitan Planning Organization (WMPO) will be awarding
approximately $2,107,359 in funding through their Surface Transportation Block Grant Program -
Direct Attributable (STBGP -DA) competitive grant process which requires a local cash match of
20 %; and
WHEREAS, the New Hanover County Parks and Gardens Department wishes to apply for funding
through the Federal Surface Transportation Block Grant Program- Direct Attributable (STBGP -DA)
fund for construction of bicycle and pedestrian trails along Middle Sound Loop Road from Red
Cedar Road to Publix, and along Market Street from Mendenhall to Porters Neck Walmart; and
WHEREAS, the trails would provide connection to the existing trail along Middle Sound Loop
Road at Red Cedar Road, as well as the planned bicycle and pedestrian trail along Market Street;
and
WHEREAS, these trails provide much needed recreational and alternative transportation
opportunities for our citizens.
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners
hereby authorizes the Parks and Gardens Department to apply for the STBGP -DA fund in the
amount of $553,472. New Hanover County will provide the required local cash match of $138,368
for a total project cost of $691,841.

Approval of Order for Advertisement of 2020 Unpaid Tax Liens on Real Property
BRIEF SUMMARY.
Per NCGS 105 -369 (a) (b1), in February of each year, the tax collector must report to the governing body the total
amount of unpaid taxes for the current fiscal year that are liens on real property. A county tax collector's report is due
the first Monday in February. The governing body must order the tax collector to advertise the tax liens. The tax
collector must send a notice to the record owner of the affected parcel at the last known address at least 30 days prior
to the date of advertisement. The tax collector must publish each lien at least one time in one or more newspapers
having general circulation in the taxing unit. Advertisements of tax liens shall be made during the period of March 1
through June 30.

Section 2: Explanation
BA 21 -030 As North Carolina continues to address issues related to the COVID-19 public health crisis, the needs of
adults, children, youth, young adults, and families have increased. To help address these needs, the General
Assembly passed Session Law 2020 -4, the 2020 COVID-19 Recovery Act, which appropriates federal CARES Act
funding. New Hanover County has been advanced $335,816.00 to be used for the Low Income Energy Assistance
Program ( LIEAP). No county match is required.
BA 21 -036 increases the budgeted amount for the Low Income Energy Assistance Program ( LIEAP). The amount
budgeted is based on estimates from the state. The allocation for the fiscal year was more than anticipated. This
program assists low income households with the cost of heating expenses. Eligible households receive a one -time
LIEAP heating assistance payment made directly to the household's heating vendor. The target population is persons
age 60 and over or diabled persons receiving a state service through the Divison of Aging and Adult Services.
Household income must be at or below 130% of poverty. County departments of social services take applications
during the specified time period of December 1 through March 31, or until funds are exhausted. The program funds
the LIEAP benefit payment and is intended to cover all administrative costs. There is no county match required for
LIEAP payments.
BA 21 -045 As North Carolina continues to address issues related to the COVID-19 public health crisis, the needs of
adults, children, youth, young adults and families have increased. To help address these needs, the General Assembly
passed Session Law 2020 -4, the 2020 COVID-19 Recovery Act, which appropriates federal CARES Act funding.
New Hanover County was advanced $293,295 for two program areas; adult protective services and child protective
services. After developing a spending plan based on the state criteria for items needed for our agency, a reversion
notice was issued to recoup unspent funding in the amount of $215,106.00. The state had very stringent guidelines
on what these funds could be spent on. Most of the approved things the department had already purchased via
general past budget requests. The department had repeated conversations with the state and explored many avenues
on how to use the funds. There was an expiration date of December 30, 2020, therefore the funds were reverted back
to the state.
BA 21 -046 budgets contributions received from a community partner for the Cape Fear Public Utility Authority
( CFPUA) assistance program which assists citizens with past due accounts to avoid disruption of services. The
program is 100% funded by community partner contributions along with contributions from the city and county. The
maximum benefit per eligible household is $500 per fiscal year. These funds may not be used for deposits.
Eligibility is based on need and funds available. Funds remaining at the end of the fiscal year are carried forward to
the next fiscal year. A contribution of $1,272.79 was received. No county match is required.

Section 2: Explanation
BA 21 -042 allocates grant funding from the NC State Board of Elections. Additional HAVA (Help America Vote
Act) funds have been designated for county boards under Session Law 2020 -17 based on their Department of
Commerce economic tier and number of registered voters to meet the unexpected needs related to the pandemic.
The amount of allocated funding for New Hanover County is $222,510. The General Assembly stipulated that in
reimbursement of these funds, counties must certify that HAVA funds will not be used to supplant county funds. Use
of the funds must adhere to the categories and permissible purposes established by the U.S. Elections Assistance
Commission and the federal standards set by the congressional grant authorization. Under this grant, certain
unanticipated expenditures due to COVID-19 that were accrued by this department would be covered. Expenses such
as those related to the protection of the health and safety of poll workers, staff and voters during the federal elections,
as well as the costs associated with the increased demand for vote by mail, and the additional equipment and
temporary staff needed to perform critical responsibilities would be allowable. No county match is required.

Section 2: Explanation
BA 21 -044 appropriates a grant awarded by the NC Division of Coastal Management ( NCDCM) in the amount of
$35,000. NCDCM has revised the large sediment baseline assessments for sand recipient beaches. New Hanover
County will update geotechnical assessments, per Coastal Storm Damage Reduction Projects at Wrightsville Beach,
Carolina Beach and Kure Beach as well as inlet management in Carolina Beach Inlet and Mason Inlet. NCDCM has
offered the county a $35,000 grant for the revised large sediment analyses. This grant funding estimate involves the
sampling of sediments equal to or greater than one inch in diameter, and shell material equal to or greater than three
inches in diameter, through visual observation on the surface, of a 10,000 square foot area centered on each transect,
between mean tide level (MTL) and the frontal dune toe. Transects are to be spaced no further than 5,000 feet apart
with a minimum of five evenly spaced transects per project area. There is no match requirement for the grant.

Section 2: Explanation
BA 21 -047 will appropriate the fund balance in the Public School Fund and transfer it to the General Fund. This
budget amendment is for accounting purposes only to close the Public School Fund. For approximately 10 years, the
Public School Fund was used to account for all public school sales tax revenues, debt payments and county
contributions. With the creation of the Debt Service Fund in recent years, the Public School Fund is no longer
needed. Adoption of this budget amendment will close the Public School Fund and decrease the General Fund
appropriated fund balance $16,794.

BA 21 -048 appropriates the interest earned on the federal CARES Act funds that were allocated to the county from
the N.C. Local Government Coronavirus Relief Reserve. The county received a total of $8,615,592, in two separate

Diversity & Equity Assessment and Strategic Plan Presentation
BRIEF SUMMARY:
The Office of Diversity and Equity has completed a 120 Day Assessment as well as completed a strategic plan for New
Hanover County. The assessment examined diversity and equity training and educational efforts offered by the county
for both employees and residents, internal operations and their effectiveness when working with marginalized
communities, the organization's distribution of services and the communities impacted by those services as well as
overall community engagement. The strategic plan identified key strategies, timelines and measurements to ensure the
work of diversity, equity and inclusion moves forward throughout New Hanover County.
The county has begun implementation of the plan.

On August 25, 1 assumed the role of Chief Diversity
and Equity Officer and started the enthusiastic work of
assessing our county's current efforts in the area of
diversity, equity and inclusion. This 120 day snapshot
involved interviewing key department managers,
conducting 16 hours of employee diversity dialogues,
meeting with key community leaders and reviewing
policies, protocols, and a plethora of demographic and
program data.
I am grateful for the positive response of our
employees throughout the enterprise and the
interactive feedback from our community partners. We
acknowledge that this work cannot be done alone, it
requires the intentional and inclusive efforts from our
diverse communities.
Throughout the pages of this report you will find a
brief assessment of our county's current diversity and
equity efforts, demographic data along with
recommendations for moving forward. We will use this
information to create a diversity and equity plan for
the upcoming year.

NEW HANOVER COUNTY'S GROWING
POPULATION
New Hanover County is the ninth largest county in North Carolina, with a growth rate of
1.53% in the past year according to projections from the United States Census. The
highlights below show a snapshot of our county's population based on race, ethnicity and
sex. The numbers are also a reflection of how we live as a population and what key areas
impact our quality -of -life (US Census 2018 ACS 5 -Year Survey)
• There are 181,838 adults living in New Hanover County, (37,427 of whom are seniors)
• Sex Ratio: Female 116,957 152.16% - Male 107,274 147.84%
• The county's poverty rate is at 15.3
• 15.13% of males live in poverty 1 19.30% of females Live in poverty
• African Americans/ Blacks are most likely to be in poverty in New Hanover County with
33.26% living in poverty. *
• Hispanics are a close second with 30.22% living in poverty.
• 93.58% of county residents speak only English, while 6.42% speak other languages.
• The non - English language spoken by the largest group is Spanish, which is spoken by
3.87% of the population.

• Unemployment rate 6.2%
• 94.93% of New Hanover County residents were born in the United States, with 50.22%

METHODOLOGY
Our office was established to achieve diversity and equity in three primary focus areas:
training and education, internal operations, and community outreach. We assessed our
effectiveness in those areas to help determine where we need to go. Our staff reviewed
best practices on assessment processes from several recognized sources to begin our work.
We used a blended approach from those resources to define our methodology for this 120
day assessment.

The six programs we examined across the state all operate at varying levels. Here is what they all have
in common. Each program has a small staff responsible for training, policy review, community
engagement and the development and implementation of an equity and diversity plan. The common
mission of each program is to foster a strong culture of inclusion where individuals from all racial and
ethnic identities, ages, nationalities, social and economic status, sexual orientation, religious, political
and ideological perspectives, and physical and mental abilities are able to thrive. Several programs
investigate housing complaints, make referrals for equal employment compliance issues and oversee
the municipality's Minority and Women Owned Business program. Four of the six programs have
completed assessments within the past three years. New Hanover and Gaston county's programs are
the newest offices among the six.

TARGET AREAS
In an effort to provide a clear snapshot of our
organization's DEM efforts we established four
target areas to align with our primary focus for this
assessment: county personnel, internal operations,
service distribution and community engagement.
The review measured the county's diversity among
it's employees, recruiting efforts, DEM training and
equity and inclusion throughout the workplace.
A review of the organization's internal operations
included reviewing key policies, and practices that
help to ensure equitable service delivery.
While New Hanover County is home to more than
230,000 residents more than 49,000 residents
receive critical resources from our Health and
Human Services Agency annually. Our review shows
a three year comparison of critical services offered
to residents by race and gender in New Hanover
County. We will also review utilization of our
Veterans services, jail population and the number of
minority and women owned businesses the county
works with each year.
Lastly, we will examine our relationship with
community partners especially those initiatives
created to work with overlooked communities.

employees. Like most municipalities across the country, New Hanover County strives to

RECRUITING A DIVERSE WORKPLACE
While there is diverse representation throughout the enterprise there are some departments
within our organization with limited diversity. During the assessment we discussed with
department managers the need for working with Human Resources and the office of Diversity
and Equity to develop a diversity recruitment plan for future openings. We also discussed
strategies to ensure that diverse and equitable thinking is employed when making key
decisions.
RECOMMENDATIONS
• Prepare a county -wide diversity recruitment plan
• Include employees in the recruitment process for a more diverse applicant pool
• Write job descriptions to be more inclusive
• Expand job advertisement venues
• Conduct in- person or virtual recruitment events for specialized positions ie. deputies, fire-
fighters, engineers.

TARGET ONE I PERSONNEL
DIVERSITY & EQUITY TRAINING
New Hanover County's employee training program is both extensive and inclusive of a variety
of unique training opportunities for all employees. For more than 10 years new employees with
the county have received introductory training on diversity and inclusion, followed by various
training options throughout the year. During this fiscal year the County Manager mandated that
all county employees participate in an Implicit Bias Training for Public Service Workers session.
This training is presented by staff from the newly formed Office of Diversity and Equity.
Training staff are also exposed to a number of nationally recognized diversity certification
initiatives such as, Cornell University's Diversity & Inclusion Certificate Program as well as
The Fair & Impartial Policing Initiative.
ENSURING EQUITY AND INCLUSION IN THE
WORKPLACE
WORKFORCE WAGE GAP ANALYSIS
In September of this year our Human Resources staff completed a workforce wage gap
analysis that looked for pay gaps among specific demographics including race, ethnicity and
gender among county employees. The study showed no pay disparities based on race,
ethnicity or gender, however the study highlighted that minorities have higher representation
in job groups such as labor, trade and other specialized positions i.e. administrative support
and detention officers. Hispanics and other race groups have little to no representation
among manager and executive job groups with higher pay grades.

TARGET ONE
EMPLOYEE DIVERSITY DIALOGUE RESULTS
In October our staff measured perceptions of diversity, equity and inclusion in the
workplace through small group dialogue sessions. The circles included 40 employee
volunteers from across the enterprise who shared more than 16 hours of meaningful
dialogue. Employees spoke candidly about themselves and their perception of New
Hanover County as an employer. Participants were asked a series of questions from a self -
assessment on diversity and inclusion.
EMPLOYEE DIVERSITY DIALOGUE RESULTS
• The majority of dialogue participants felt a sense of belonging and inclusion in the
workplace.
• More than half felt there is a sense of fairness in their departments, however they believe
there is room for improvement ie. promotions and hiring diverse applicants.
• When the group discussed the availability of opportunities and resources within their
workplace they discussed their appreciation for training and resources, however they
noted a need for more promotional opportunities.
• The group believed more training was necessary in order to incorporate diverse thinking
across the enterprise.
• Dialogue circle participants also believed they have a voice in their departments, however
they don't often see changes as a result of their input.
• Lastly, employees felt that they were appreciated in the work -place and often received
written documentation to show that appreciation.
RECOMMENDATIONS
• Evaluate the diversity of yearly applicant pool and overall recruitment efforts
• Explore an in -house mentoring program to help develop leaders for future
promotional opportunities
• Create an employee diversity group across the enterprise to identify issues
involving DE &I and task the group with developing strategies to address these
issues.

INTERNAL OPERATIONS
In order for our county government to make the transformation that's necessary to address our
community's growing need for equity, we will need to introduce new behaviors and
organizational practices into everyday operations in service delivery, management, and
community engagement. That can happen when we review the equitability of our policies and
practices.
ENSURING EQUITABLE POLICIES & PRACTICES
New Hanover County has established a comprehensive diversity and equity policy. The policy
outlined the establishment of the county's newly formed Office of Diversity and Equity and
the responsibilities of it's chief executive. It also includes clear definitions for diversity, equity
and inclusion and the county's overall mission. The county's personnel policy gives an even
clearer message on the county's goal of an inclusive workplace. Copies of these policies are
made available on the county's Shorelines site for employees and are reviewed during
orientation for new employees by a staff member from the Office of Diversity and Equity.
Significant strides have been made throughout the county to promote equitable and inclusive
practices which include:

• Foreign Language Incentive pay for employees
• Active recruitment of minority and women owned businesses
• Specialized training for supervisors

NC FAST Programs
Poverty is a global crisis that can be found in every city throughout this country. It's impacts are even
felt here at home. New Hanover County's Health and Human Services offers a number of family
resources for county residents in need. Essential services like food stamps, childcare vouchers and
healthcare are tracked through North Carolina Families Accessing Services through Technology (NC
Fast). New Hanover County participant numbers fluctuated over the past three years. The total number
of participants in 2019 decreased from 2018 by 37 %. We believe the increase in 2018 was due in part
to Hurricane Florence, a category one hurricane that left record river flooding and property damage
throughout New Hanover County and beyond.
Last year nearly 21% of the county's population received food, childcare and Medicaid services in
comparison to 2018 when 33% of county residents received these same services. In many cases one
individual may have received multiple services throughout the year.
When we examined the total number of New Hanover County residents who received these services by
race and ethnicity in 2019 alone we found that more than 55% of the African American/ Black
population in the county received one or more NC FAST benefit(s), 33% of the Hispanic population
received one or more NC FAST benefit(s), while 13% of Whites received one or more of these benefits.
Food and nutrition program yields the highest number of participants of any of these programs.
While New Hanover County's Health and Human Services provides additional family programs
throughout the county these programs have the most noticeable results and give a clear picture of our
community's poverty level especially among people of color.
RECOMMENDATIONS
• Develop a plan of action with community leaders and organizations to address food and nutritional
needs throughout New Hanover County.
• Create a Poverty Reduction Task Force to research and explore causes, impacts and solutions to
Long and short -term poverty among people of color throughout New Hanover County.

TARGET THREEI SERVICE DISTRIBUTION
NEW HANOVER COUNTY JAIL
The New Hanover County Jail is one of the largest county detention facilities in Southeastern
North Carolina and houses in excess of 500 to 510 detainees daily. Inmate population data
continues to decline over the past three years all due in part to an initiative launched by the
Sheriff's Office to reduce jail over - crowding.
In 2017, the Sheriff was tasked with reducing the number of days a non - violent offender
remained behind bars without the financial support to meet their bonds. In November of 2017,
the Sheriff hired a Jail Population Manager who works with the local District Attorney's Office as
well as defense attorneys trying to free defendants from jail who meet the program's criteria.
Since the program's inception detainees' time in jail has been reduced by 33,988 days. That's a
total savings of $3,753,000 for inmate care at the New Hanover County Jail for the past three
years.
NEW HANOVER COUNTY VETERAN SERVICES
New Hanover County Veteran Services (NHCVS) assists veterans and eligible family members
with applying for benefits through the Department of Veterans Affairs and other agencies.
Applicants must be residents of New Hanover County in order to receive assistance through
NHCVS. There are more than 15,000 veterans in New Hanover County. Over the past three years
an average of 2000 veterans and or their dependents utilize services offered through NHCVS.

MINORITY AND WOMEN OWNED BUSINESSES
There are more than 200 minority and women owned businesses in the county's vendor registry.
Earlier this year the county updated it's policy on Minority & Women Business Enterprise
(MWBE) and increased it's spending with those businesses by 146 %, spending more than $15
million dollars. This significant increase came on the heels of a new initiative launched by the
County Manager' Office to increase minority and women owned business registrations through
community outreach. The initiative also reminds county employees to use the registry when
looking to make purchases. The goal is to spend 10% of the county's purchasing dollars with
MWBEs.

TARGET FOURS COMMUNITY ENGAGEMENT
COMMUNITY ENGAGEMENT
In the current climate, equity and inclusion in municipalities is imperative. Unfortunately, systemic
and persistent forms of discrimination have created cities and towns that don't work for everyone.
When not promptly addressed, these issues grow and become more difficult to resolve. New
Hanover County is proud to partner with a number of local organizations and municipalities that
help to make our community a better place for everyone.
During this assessment we were able to meet with more than 20 leaders throughout New Hanover
County and engage them in a discussion about race, diversity and inclusion. Here's a summary of
their thoughts.
DIVERSITY ROUNDTABLE DISCUSSION
• Affordable Housing continues to be a concern throughout the county, especially for those
individuals wanting to break the poverty cycle and become home - owners.
• More housing communities for the disabled
• Increasing the minimum wage to allow self sustainability
• While the job market remains unstable new initiatives to encourage entrepreneurship have
begun in our community, however recruiting individuals from marginalized communities
remains a challenge.
• As we maneuver this pandemic our education system seeks help to make the learning
experience for our children more accessible. Free Wi -Fi in low - income neighborhoods
would provide a more equitable learning experience for our youth.
• Accessible healthcare services (free medical clinics) for the uninsured throughout our
county would enhance the quality -of -life for residents.
• Collaborations to address food deserts throughout the county would improve health and
nutrition among residents living in those areas
• More collaborative efforts to provide vocational training and job placement for individuals
18 to 24 years old
• There is a need to promote prison re -entry efforts county -wide
• We must acknowledge that diversity is more than race. It embraces a variety of differences
within the fabric of our own community.
• More initiatives to promote inclusion for the LG13T0 community
• A unified effort to educate our community on race and social justice
• An action plan to decide how we care for the mentally ill in our county
• More law enforcement community relations partnerships to ensure appropriate training,
hiring and policy development.
Addressing and prioritizing the listed recommendations will help us to meet the following goal:

CONCLUSION
Racism has long be apart of our nation's divide and
while communities across this country including
ours are working to address issues of racism and
other discriminatory practices. The stains of those
age -old practices remain. Stains that are clearly
present and evident in many of our marginalized
communities.
Throughout New Hanover County there are
communities draped in poverty and the residents
who live in these areas are experiencing inequities
in food accessibility, employment, healthcare and
affordable housing. Four important areas that
impact the quality -of -life for every individual.
Examining the causes and effects of localized
poverty are a part of the work of diversity, equity
and inclusion as well as finding viable solutions.
New Hanover County is responsible for addressing
quality -of -life issues for our residents. Addressing
these social inequities ensures the inclusion of all
residents. Equity and inclusion create more liveable
communities where people from all walks of life
have the right to, and can participate fully in, social,
economic, political, and cultural life.

The New Hanover County Health and Human Services building was dedicated on October 17, 2019. It was at the time
of this dedication that the Office of Strategy and Health and Human Services formed a partnership committed to
integrating our existing business processes with our shared values of professionalism, integrity, innovation,
stewardship, and accountability to serve as a Model of Good Governance.
Over the last fifteen (15) months we have reimagined how we do business, with the sole focus of the customer being at
the center of everything we do. Today's update will highlight some of the improvements we've enacted to delight our
customers and showcase our commitment to being easy to do business with.
Through these efforts our focus has remained to provide better, faster, leaner customer - driven practices; align services
and programs with strategic priorities; communicate what the county does and why; and develop and nurture
partnerships to deliver strategic objectives.

BRIEF SUMMARY:
On a quarterly basis, county staff updates the Board of County Commissioners on the financial status of the county.
The second quarter of fiscal year 2021 will be presented which includes financial activity through December 31, 2020.
As an overview, the county's general fund has received $182.7 million, or 56.1 %, of our budgeted revenues and has
expended $143.7 million, or 46.6 %, of budgeted expenditures. The debt service fund has received $25.7 million, or
56.1 %, of budgeted revenues and has expended $40.3 million of budgeted expenditures. The Fire Services and
Environmental Management funds have received $9.7 million (57.4 %) and $7.9 million (27.0 %) of budgeted revenues
and have spent $8.3 million (49.5 %) and $7.7 million (26.5%), respectively. Further highlights can be found in the
attached executive summary.

Consideration of Non - County Agency Funding Policy Revisions
BRIEF SUMMARY:
Consider revising the Non - County Agency Funding Policy to include vendor status language (specifically policy items
3.9 and 3.10).
The original (Outside Agency Funding) policy was adopted September 5, 2017. The meeting minutes outlined that a
specific program could receive funding for a maximum of three years. During that time frame, the option to be placed
in vendor status would be determined by staff. If staff determined that vendor status would not be considered, the
agency would be required to wait three years before they could apply for funding again for that specific program. If
staff determined that vendor status would be considered, the program would receive level funding for the next budget
cycle and the department could negotiate future funding levels. This discussion was not outlined in the adopted policy.
The policy changes address the three -year funding term limit and waiting period, in addition to providing authority for
departments to negotiate the funding level after the first year a program has been in vendor status with the county.

NON - COUNTY AGENCY FUNDING POLICY
1.0 Purpose
To set parameters and establish guidelines for the funding of non - county agencies by the
County and to ensure transparency, accountability, consistency, and adherence to best
practices. This policy also establishes eligibility criteria for non - county agencies and the
required public process for consideration and allocation of funding bythe Board of County
Commissioners.
2.0 Policy
2.1 New Hanover County recognizes that nonprofit organizations serve an important
role in improving the quality of life for our community by delivering services to our
citizens in a cost effective manner through the use of partnerships.
2.2 New Hanover County is committed to providing financial assistance to those
nonprofit agencies which assist New Hanover County Government in carrying out
its mission, and:
2.2.1 Demonstrably contribute to meeting the County's strategic objectives and
are consistent with key priorities; and
2.2.2 Support the delivery of needed services that the County does not provide
or that can more effectively or efficiently deliver those services; or
2.2.3 Provide programs or services that enhance a County function or service; or
2.2.4 Address a documented need for the non - county agency's program or
3.0 Non - County Agency Eligibility Criteria
It shall be the policy of New Hanover County to consider providing assistance to non-
county agencies meeting the criteria below.
3.1 Non - County agencies and their respective program(s) must be nonprofit or a
governmental entity. All nonprofits shall verify their nonprofit status by
submitting an IRS tax exempt letter confirming 501 (c)(3) or 501 (c)(6) status, an
IRS 990 or 990 EZ form, and a current solicitation license from the North Carolina
Secretary of State (or if exempt, the exemption letter).
3.2 Non - County agencies must be incorporated and must not have had their revenue
suspended by the North Carolina Secretary of State or have overdue federal, state
or local taxes.

NON - COUNTY AGENCY FUNDING POLICY
3.3 All agencies that apply for funding must have been in operation for at least two
years by December 31St of the year preceding the application deadline. The
County does not fund start -up agencies.
3.4 Eligible non - county agencies must have a governing board and submit a current
board roster.
3.5 Agency program(s) /services(s) must be available to all New Hanover County
residents who meet the eligibility requirements of the agency /program.
Program(s) / services(s) offered by the agency must comply with all state and
federal statutes related to protection from discriminatory actions.
3.6 Non - County agencies must provide a disclosure of any potential conflicts of
interest.
3.7 Non - County agencies shall adhere to accountability standards set by the Board of
County Commissioners and as required by law, including complying with all
financial and performance measurement requirements and reporting, and terms
of contracts and /or memorandum of understanding, including meeting all
deadlines. Compliance with the standards is a criterion for funding. Funds will
not be released until, and unless, all financial, performance, contract or
memorandum terms, and deadlines are met. All deadlines for reporting and for
delivery of any follow -up information will be clearly stated in writing and included
in the County contract.
3.8 A nonprofit agency must meet all eligibility requirements on its own, and may not
use a funding agent or other third party arrangement to meet eligibility
requirements.
3.9 Upon receiving funding for at least three (3) consecutive years, a program may
be considered for vendor status through an evaluation process by staff. If it is
determined that the program will not be recommended for vendor status, the
program remains eligible to apply for funding through the non - county agency
process.
3.10 The first year of funding after a program is in vendor status will be recommended
at the level of funding equivalent to the last year of non - county agency funding
and subject to approval by the Board of County Commissioners. The partnering
department will negotiate funding levels as part of the budget cycle in

4.0 Funding Application Procedure
4.1 All non - county agency funding requests must be evaluated, discussed, and
funding awarded and /or appropriated by the Board of Commissioners in a public
meeting, either as part of the annual budget deliberation and adoption process,
or as an agenda item at a regular or special board meeting.
4.2 Funding requests must be made in writing. Non - County agencies must complete
a non - county agency funding application, and provide all required documentation
by the advertised deadline (for annual budget consideration) or Board of County
Commissioner agenda deadline (for mid -year requests brought forward by the

agenda item at a public meeting of the Board). Mid -year requests should be an
exception, not the rule.
4.2.1 Non - County agency funding applications are available on the New Hanover
County website. Completed applications should be submitted to the
Finance Department.
4.2.2 Incomplete applications will not be considered for funding.
4.3 The County Manager will make non - county agency funding recommendations
annually in the Recommended Budget to the Board of County Commissioners.
4.4 The Board of County Commissioners will approve final funding for all non - county
agencies.
4.4.1 Applicants will be notified within one (1) week of budget adoption or mid-
year funding approval.
4.4.2 A revised scope of work and budget reflecting the final award amount will
be required of non - county agencies that receive an amount that differs
from the original funding request prior to contract execution.
4.5 An agency awarded funds must accept the funds by the completion of a contract
agreement which must be signed by the agency director and County Manager (or
designee). The contractual agreement and other contract requirements must be
signed by the agency and received by the Finance Department no later than 30
days after the date the contract is received by the agency. Failure to comply with
this date will result in funding awards being withdrawn.

4.5.1 No major changes can occur after contract signing, either in activities,
financing or use of funds, without requesting and receiving approval in
writing from New Hanover County.
5.0 Reporting and Monitoring
5.1 Relating to the agency's scope of services, all agencies approved for funding will
be required to submit a financial and programmatic mid -year report by January
15 and a year -end report by July 15.
5.1.1 The report must indicate the extent to which County funds have been
spent and goals and objectives are being achieved and /or have been
achieved.
5.1.2 If performance is not at the expected level, the agency must submit an
explanation for the deviation and describe actions it will take to remedy
the situation.
5.2 Annual Agency Financial Reporting
5.2.1 Any non - county agency that receives $25,000 or more of funding must
submit a financial audit at its own expense. The audit must be conducted
by a certified public accountant; financials must be two -year comparative.
Additional information may be requested if required to understand the
financial statements of the agency.
5.2.2 A non - county agency receiving less than $25,000 must submit compiled
financial statements that have been prepared by an accounting
professional and approved by the agency's governing board. Financials
must be two -year comparative. Additional information may be requested

5.2.3 Any related -party transactions must be identified, and a detailed
explanation provided, if not identified in the audited financial statements.
A related -party transaction is a business deal or arrangement between two
parties who have a relationship prior to the deal. This could include, but is
not limited to, an arrangement between a key member of management, a
close family member of key management staff, a parent or subsidiary
company, or a member of the managing board. Typical arrangements
could include, but is not limited to, purchases, loans or receivables.
5.3 Non - County agencies requesting funding may be subject to a program evaluation.
Program evaluations can include:
5.3.1 Reviewing current financial relationship with New Hanover County;
5.3.2 Agency background and partnership history (if applicable);

I am seeking an opportunity to give back to our community, and I'm hoping that my experience with finance and capital markets
will be valuable to this committee. I would like to be part of the sound financial decisions that promote employment and prevent
pollution so that our county will remain beautiful for our sons and daughters.
What areas of concern would you like to see addressed by this committee?
If given the opportunity to serve on this committee, I hope to support our community with the wisest financial decisions possible
that will contribute to the success of industry in our region.
Qualifications for serving:
Before graduate school., I was employed by CoreStates Bank, a predecessor bank to Wells Fargo in Pennsylvania and later in
South Florida. Our capital markets division was responsible for underwriting municipal bonds, and I participated in several
underwritings as the trading desk liaison. I went on to become a mortgage- backed securities trader and Vice President before I
left to pursue academia. I remain connected with the investment community as a professor, associate dean, and as the Director
of the Online MBA program at UNCW. I further maintain my ties to the financial community by volunteering and supporting CFA
Institute and the NC CFA Society.

of design /permitting, construction management, commissioning, and ultimately support the operation of my projects. More
specific to this board, I often make decisions and incorporate pollution prevention methods within my projects based on
effectiveness to address environmental effect, financial cost, and ability to sustain the pollution control device or system.

I currently sit on the Board of Directors for New Horizons Elementary School.
Why do you wish to serve on this board or committee?
Although I have been a resident living in New Hanover County (NHC) for 17- years, I have worked outside of NHC for 15 of
those years. Now working out of a Wilmington - Smithfield Foods office I have more time to contribute and become involved in
my community. My specific interest in supporting the Industrial Facilities and Pollution Control Financing Board is because it is a
good fit for my interests and knowledge base.
What areas of concern would you like to see addressed by this committee?
Through this Board I would like to support sustainable pollution prevention solutions to maintain the current industry base as
well as support technical employment opportunities for all socioeconomic groups in an effort to promote gainful employment and
the development of a more financially diverse and resilient New Hanover County.

Statute or cause creating Commission: County Commissioners endorsed the formation of
this Commission on 12/16/1974. (Minute Book 16, page 67) The County Commissioners
assigned the Commission the responsibility of studying and preparing recommendations for the
best use of the Room Occupancy Tax Funds to be presented to them for approval. The
Commissioners expanded the membership by adding a Kure Beach representative on 4/16/1984
(Minute Book 19). Furthermore, the Commissioners added a member of the NC Shore & Beach
Preservation on 5/16/2005, County Finance Director as special appointee on 2/16/2004, and the
Figure 8 Homeowners Association president or designee as an ex- officio member on 7/1/2013.
Purpose of Commission: To investigate, initiate, and support general water resource
development projects to include but not limited to:
1. Port, waterway and river improvements supporting the shipping industry;
2. Beach nourishment and conservation in conjunction with inlet management; and
3. Water resource development projects that will serve industry; encourage tourism;
commercial /charter fishing; recreational boating and mitigate the threats of storms and
flooding
Brief on Functions: The Commission will cooperate closely with the U.S. Corps of Engineers,
the N.C. Division of Water Resources and other federal and state agencies in the pursuit of
projects that may benefit our community. The Commission will also work with elected officials
including federal and state officials and such groups as the NC Water Resources Congress and
NCBIWA in order to obtain support, approval, and funding as appropriate. The Commission will
pursue these projects with full consideration of potential environmental effects. Finally, the
Commission will make every effort to fully inform and provide recommendations to the County
Commissioners, Wilmington City Council, and Beach Town Councils.
