New Hanover Soil and Water Conservation District Board Meeting held in Wilmington, NC.

Chairman Hart called this special meeting to order at 8:35 a.m. The meeting was held virtually on Zoom.
RESCHEDULE BOARD TRAINING
A. Board training, originally scheduled for today, has been cancelled.
1. Bryan Evans, NCASWCD, is working with Harrison to reschedule the training.
2. Harrison will send a card to Bo Dean, NHC Human Resources, to wish him well. Dean was
originally scheduled to lead the training, but has fallen ill.
PLANNING FOR STATEMENT TO THE NHC BOARD OF COMMISSIONERS
A. Updates on NHC Government Center Redevelopment Project were provided by Harrison.
1. The Design Team has remained in place, even though the financing of the project has changed.
2. The Design Team leaders, including Mike Brown from Cape Fear FD Stonewater, LLC, will be in
attendance at the January 20, 2021 regular meeting of the NHSWCD board.
B. Discussion on the January 19, 2021 presentation to the NHC Board of Commissioners.
1. The decision was made to present a statement to the Board of Commissioners.
Motion: Motion to present a statement, as written by Matt Collogan and shared by Bill Hart, to
the New Hanover County Board of Commissioners at their January 19, 2021 meeting.
Motion: Collogan
Second: Hayes
Vote: Passed unanimously. Motion approved.
The next regular board meeting is set for January 20 at 8 a.m. on Zoom.

ADDENDUM
STATEMENT TO THE NHC BOARD OF COMMISSIONERS FROM NHSWCD, CHAIR BILL HART
JANUARY 19, 2021
Madam Chairwoman, members of the Board of New Hanover County Commissioners. The Board of
Supervisors of the Soil and Water Conservation District appreciates the opportunity to offer comments on the
proposed change in financing and ownership of a new County Government Center. In a formal action, the
Board of Supervisors supports your action to take on the financing and ownership of the proposed construction
of the new Government Center instead of leasing the property for 20 years. The District believes this is a vital
investment into our community that shows long-term commitment for civic infrastructure that better serves its
residents, and we applaud that effort. As the Soil and Water Conservation District we offer our techn ical
expertise and resources to help the County continue demonstrating to the public its commitment to good
governance through the implementation of stormwater best management practices and Low Impact
Development systems. By designing and constructing the exterior of the new County Government Center and
attendant parking facility in a way that teaches and mimics natural processes in order to capture and treat on-

site stormwater runoff, the government complex protects water quality, provides wildlife habitat , and creates a
development that serves as a model for future public and private developments to emulate. At District urging,
the New Hanover County School Board adopted a Low Impact Development policy to compliment the LEED
policy for new construction. The District Board is impressed by the favorable response of the Chief of Facilities
Management to our offer to mobilize expert support. A meeting with the Design Team to begin the
conversation has been scheduled. Thank you for this opportunity.
