Welcome and Introductions:
Teresa Smith started the meeting at 11:00 A.M. Teresa welcomed the regular attendees as well as a
new attendee, Mr. Jonathan Barfield.
Workshop Announcement:
Steve Pfaff shared information about the NWS Wilmington Winter Weather Webinar. The workshop will
be on Tuesday, December 8 at 11:00 a.m. to 12:00 p.m. Information for the webinar was provided in
Teresa Smith’s email dated 11/18/2020.
Review and Approval of Minutes:
Members were asked to review the last minutes of the meeting held in September 9, 2020. Mark
Venters moved to approve minutes and Frank Myers seconded the motion.
Presentation:
Jon Stephenson with the Wilmington Fire Department gave a Power Point presentation on the North
Carolina Division of Emergency Management and Wilmington Fire Department Hazardous Materials
Regional Response Team (RRT-2). Mr. Stephenson introduced himself, his responsibilities and
background in Hazmat. The Power Point presentation included topics such as:
*History of the Hazardous Materials Regional Response Team program
*Mission Statement
*Location of the Regional Response Team
*How the Team is activated
*Levels of response when activated
*Local responder’s responsibilities
*Examples of supplies/equipment provided and not provided by the Regional Response Team
*How expenses are recovered
*Who provides clean up
*Training and exercises with partners and outreach efforts
Teresa indicated she would send a copy of Mr. Stephenson’s Power Point to those in attendance (see
Teresa’s email dated 11/18/2020 for the Power Point presentation).
Grant Information:
Commodity Flow Study bids are being reviewed and Teresa expects a decision will be made November
18, 2020. The goal is to complete the study by February of next year.
LEPC received an additional $10,000.00 grant to conduct a complex tabletop exercise.
Teresa indicated she will be sending out information and begin recruiting so that we can hit the ground
running in 2021.
Business:
Filling the subcommittees has been slow due to Covid 19 but we need to get those committees staffed
by 2021. Teresa asked that members volunteer to help fill those committees. Everyone in LEPC have
skills they can share to help fill those subcommittees.
Open Forum:
Elizabeth LeDow introduced herself. She is with Brunswick County and has experience in hazardous
material transportation and 49 CFR Hazmat. She offered her expertise to help with basic training, etc.
Mark Venters announced GE had their annual off site training last week.
Paul with New Hanover Regional Medical Center indicated they had a successful vaccine event with the
help of the Public Health Department.
Eric Griffin indicated Covid testing was being conducted at UNCW.
Mike Thompson announced the exercise at ILM and indicated there was a lot of agency participation.
He thanked everyone who participated.
Natosha Vincent indicated she would share her contact information and offered to share her Hazmat
knowledge and skills with the efforts of the NHC LEPC.
Teresa Smith thanked everyone who participated in the LEPC election process.
Allen Hancock indicated they have no new DOT projects to announce. They are working on completing
the existing projects. Projects that had not started will be on hold.
Teresa Smith provided election results for the Chairman, Vice-Chairman and Secretary. Linda Willis
announced the 2021 LEPC election results as follows:

Frank Myer motioned to adjourn and Tommy Batson seconded the motion. Meeting adjourned at 12:00
p.m.
