1986-09-22 Water & Sewer 1090 I M.L.NU'l.'.t;~ U~. .N.t;w t1A.NuVER COU~ WATER MEETING, SEPTEMBER 2'2, Tg-a-6 ASSEMBLY A regular meeting of the New Hanover County Water and Sewer District was held on Monday, September 22, 1986, at 11:31 o'clock A.M. in the Assembly Room of the New Hanover County Administration Building, 320 Chestnut Street, Wilmington, North Carolina. AND SEWER DISTRICT District Members present were: Commissioners John Dolan; Nolan 0' Neal; Fred Retchin; Vice-Chairman Jonatha Barfield, Sr.; Chairman Claud O'Shields, Jr.; County Manager G. Felix Cooper; County Attorney, Robert W. Pope; and Cler to the District Commissioners, Lucie F. Harrell. Chairman O'Shields called the meeting to order. APPROVAL OF MINUTES Commissioner Retchin MOVED, Dolan to approve the minutes of August 18, 1986, as presented. CARRIED UNANIMOUSLY. SECONDED by Commissione the Regular Meeting of Upon vote, the MOTIO I NON-AGENDA ITEMS Chairman 0' Shields asked if public wished to speak on an item Agenda of the Water and Sewer person commented: anyone from the genera not listed on the Regula District. The followin Mr. William Funderburg, a resident of Castle Hayne, North Carolina, Route 3, Box 282, expressed concern 0 growth plans and costs of the County-wide Sewer System. H requested an update report from Engineering Director Hilto and County consultants on present costs versus the las preliminary engineering county-wide water and sewer report. He requested hiring of an outside consultant to investigat questionable costs overruns, management policies, and Count codes as they relate the the Water and Sewer System. , Commissioner Dolan asked Mr. Funderburg what specifi details in Mr. von Oesen's report would indicate the hirin of an outside consultant. Mr. Funderburg stated he could not comment on findings due to a conflict of interest and recommended County investigate the issues involved. I Chairman 0' Shields commented on the preliminar engineering reports stating the estimates and bids for th project were high but they were not cost overruns becaus the project had not been let. He requested specific 110 r :Lon another consultant before this request cou d t r APPROVAL OF REDUCED TAP FEE FOR VACANT LOT OWNERS Engineering Director Hilton commented on the reduc d tap fee for vacant lot owners. He requested approval of t e following procedures in clarifying certain limitations: 1. A public notice will be advertised soon after the contract award and interested people will have sixty (60) days to respond and pay the $200 tap rate in the respective areas under contract. 2. Each tract recorded prior to the advertisement da e or lot will be allowed one (1) 4-inch tap at that price. 3. Each tract or lot must be adjacent to or front to a proposed District sewer line. 4. The wastewater treatment plant fee will be paid a a later date. Chairman O'Shields commented on special notification 0 l property owners of the reduced tap fee stating a mechani m should be used to avoid people stating they were nt' J notified of the reduced tap fee. After further discussion, it was the consensus of t e District Board to request the Engineering Department Coun y Attorney to amend the ordinance to say attempts will be ma e to notify the property owners but that failure by the pa t of the district to notify them will not make the Distri t liable for providing a tap fee of $200 six years from no . The amended ordinance is to be presented at the next Wat r and Sewer District meeting on october 20, 1986. APPROVAL OF WATER SERVICE AGREEMENT - CAPE FEAR UTILITIES After discussion, Commissioner Retchin MOVED, SECON by Commissioner Dolan to authorize the Chairman to execut Water Service Agreement between New Hanover County and C Fear Utilities since private wells are too close to a se line and the line cannot be relocated. Upon vote, MOTION CARRIED UNANIMOUSLY. ADJOURNMENT Commissioner Retchin MOVED, SECONDED by Commissio Dolan to adjourn the meeting. Upon vote, the MOTION CARRI I UNANIMOUSLY.
