WHEREAS, the attached petition has been filed with the Board of county
Commissioners of the County of New Hanover requesting that the above described
road(s), the location of which has been indicated in red on the attached map, be
added to the Secondary Road System; and
WHEREAS, the Board of County commissioners is of the opinion that the above
described road(s) should be added to the Secondary Road System, if the road(s)
meets minimum standards and criteria established by the Division of Highways of
the Department of Transportation for the addition of roads to the System.
NOW, THEREFORE, be it resolved by the Board of commissioners of the County
of New Hanover that the Division of Highways is hereby requested to review the
above described road(s), and to take over the road(s) for maintenance if they
meet established standards and criteria.

WHEREAS, the Albert Schweitzer International Prizes are presented in Wilmington,
North Carolina to honor the memory and keep alive the teaching of this great humanitarian by
recognizing men and women worldwide who exemplify Dr. Schweitzer's "reverence for life" in
his three areas of expertise ... medicine, music and the humanities; and
WHEREAS, the Albert Schweitzer International Prices are the only international prizes
of their kind in the world and the first international prizes given in North Carolina, thereby
focusing global attention on North Carolina, New Hanover County, the City of Wilmington, and
the University of North Carolina at Wilmington;
NOW, THEREFORE BE IT RESOLVED, that the New Hanover County Board of
Commissioners hereby proclaims the week of March 14-21, 1993, as "Albert Schweitzer
Week" in New Hanover County and urges all residents to join in honoring this exemplary
friend of mankind and the exceptional individuals being honored in his name.

WHEREAS, after due advertisement, bids were received and
publicly opened by the Finance Department at 2:30 p,m, on the
23rd day of February, 1993, at the County Administration
Building, 320 Chestnut Street, Wilmington, North Carolina, and
the following bids were received for activated carbon and anion
exchange resin for the Environmental Management Department,

WHEREAS, the bid received from Klenzoid Equipment
was nonresponsive by not completing the bid form as
and by not accepting the delivery terms as specified in

this purchase and the request for delivery time was part of the
bid form;
AND WHEREAS, the bid price for the activated carbon from
Wilmington Service Corp, d/b/a Culligan Water Conditioning was
One Hundred Sixty-four Dollars ($164.00) more than the lowest bid
received from Coastal Water system, Inc" but the stated delivery
time from Coastal was 30 to 60 days whereas the stated delivery
time from wilmington Service Corp, d/b/a Culligan Water
Conditioning was 14 days;
AND WHEREAS, the Environmental Management Department, the
Finance Director and the county Manager recommend that the
contract for be awarded to Wilmington Service Corporation d/b/a
culligan Water Conditioning of Wilmington, North Carolina, Inc.
of wilmington, North Carolina, in the amount of Eighteen Thousand
Seven Hundred Seventy-eight Dollars and Fifty-five Cents
($18,778,55);
AND WHEREAS, funds have been previously appropriated and are
now in Account No, 700-480-4192-4230 to cover this contract;

NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of New Hanover County that the contract for
activated carbon and anion exchange resin for the Environmental
Management Department, Bid # 93-0256 be awarded to Wilmington
Service Corporation d/b/a Culligan Water Conditioning of
Wilmington, North Carolina, the lowest responsible bidder, in the
amount of Eighteen Thousand Seven Hundred Seventy-eight Dollars
and Fifty-five Cents ($18,778.55); that the County is hereby
authorized and directed to execute the contracts, contract form
to be approved by the County Attorney.

AN ORDINANCE
OF THE
NEW HANOVER COUNTY
BOARD OF COMMISSIONERS
The Board of Commissioners of New Hanover County, North
Carolina does hereby ordain that Chapter 12, Article VII, Parking,
New Hanover County Code, is hereby amended as follows:
Amend Section 12-64 Areas of Application by adding the
following to said subsection:
(1) The parking area located adjacent to the Department
of Aging, bounded on the east by South college Road, on the south
by Shipyard Boulevard, and on the west by Hoggard High School.
(m) The parking areas located adjacent to the Cape Fear
Museum, bounded on the north by Market Street, on the west by 8th
Street, on the south by Dock street and on both sides of the 0
Block of South 9th Street.
(n) The parking area located on the south side of the
Myrtle Grove Branch Library, bounded on the west by South College
Road.
(0) The parking lot located to the west of the
cooperative Extension Service and bounded on the west by Oleander
Drive.

AMENDING THE ZONING ORDINANCE OF
NEW HANOVER COUNTY ADOPTED
OCTOBER 6, 1969
THE BOARD OF COMMISSIONERS OF NEW HANOVER COUNTY DOTH ORDAIN:
Section 1. That the Zoning Ordinance of the County of New Hanover
adopted October 6, 1969, as amended be and the same is hereby
further amended as follows:
Amend 23-42 Yard by adding the following:
"Private driveways or easements serving three or fewer
lots pursuant to Section 65 may also be permitted in any
yard."
Section 2. Any ordinance or part of any ordinance in conflict with
this ordinance, to the extent of such conflict is hereby
repealed.
Section 3. This ordinance is adopted in the interest of public
health, safety, morals, and general welfare of the inhabitants
of the County of New Hanover, North Carolina, and shall be in
full force and effect from and after its adoption.

Add 23-100 Pier-Head Line definition to read:
Pier-Head Line - A line established to limit the extension of
piers into public waters in order to preserve the citizens'
use of those waters for commercial and recreational purposes.
Piers may not be constructed that extend into the channel
portion of the water body and shall not extend more than one-
third the width of a natural water body or man-made canal or
basin. However, piers constructed along the Atlantic Intra-
coastal Waterway (AIWW) that are intended for public use or
for research or scientific studies affiliated with public or
private universities and colleges may extend to the minus 4.0
foot mean low water depth (-4.0' mlw) provided such extension
is no closer than 85 feet from and parallel to the edge
closest to the pier of the official navigation channel of said
waterway as established by the United States Corps of
Engineers. It shall be the responsibility of the owner/
petitioner to locate the setback line based upon accurate
channel surveys maintained by the Corps. Such piers shall
conform with all other criteria established by the N. C.
Coastal Resources Commission.
Section 2. Any ordinance or part of any ordinance in conflict with
this ordinance, to the extent of such conflict is hereby
repealed.
Section 3. This ordinance is adopted in the interest of public
health, safety, morals, and general welfare of the inhabitants
of the County of New Hanover, North Carolina, and shall be in
full force and effect from and after its adoption.

WHEREAS, New Hanover County has received a grant from the
North Carolina Department of Environment, Health and Natural
Resources to provide coastal estuarine water public access and
improvements to Summer Rest Trail; and
WHEREAS, the contract for said grant between New Hanover
County and the North Carolina Department of Environment, Health
and Natural Resources was presented at a public hearing held on
March 8, 1993 and approved unanimously by the County
Commissioners;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF NEW HANOVER COUNTY that the County Manager and
the Clerk be and they are hereby authorized to sign and execute
said contract for and on behalf of New Hanover County and
forward the same to the North Carolina Department of
Environment, Health and Natural Resources; and that upon final
execution, a copy of said contract be filed with the minutes.
