ASSEMBLY
The New Hanover County Water and Sewer District met i
Regular Session on Monday, March 23, 1987, at 2:01 o'cloc
P.M. in the Assembly Room of the New Hanover Count
Administration Building, 320 Chestnut Street, Wilmington
North Carolina.
District Members present were: Commissioners Joh
Dolan; Nolan O'Neal; Fred Retchin; Vice-Chairman, W. Alber
Corbett, Jr..; Chairman, Jonathan Barfield, Sr.; Count
Manager, G. Felix Cooper; County Attorney, Robert W. Pope
and Clerk to the District, Lucie F. Harrell.
Chairman Barfield called the meeting to order.
APPROVAL OF MINUTES
Commissioner Retchin MOVED, SECONDED by Commission
Dolan to approve the minutes of February 16, 1987,
presented. Upon vote, the MOTION CARRIED UNANIMOUSLY.

APPROVAL OF BUDGET AMENDMENT
Commissioner Retchin MOVED, SECONDED by Commission
Dolan to approve the following Budget Amendment to transf

needed. Upon vote, the MOTION CARRIED UNANIMOUSLY.

APPROVAL OF CHANGE ORDER * 1, T. A. LOVING CONTRACT FOR PHAS

Vice-Chairman Corbett MOVED, SECONDED by Commissione
Dolan to approve Change Order #1 to the T. A. Lovin
Contract which will reduce the contract by $23,517.15 fo
deletion of certain sewer lines. Upon vote, the MOTIO
CARRIED UNANIMOUSLY.
APPROVAL OF CHANGE ORDER * 2, T. A. LOVING CONTRACT, PHASE I
AREAS 2B AND 3
Vice-Chairman Corbett MOVED, SECONDED by Commissione
Retchin to approve Change Order #2 to the T. A. Lovin
Contract which will increase the contract by $44,403.50 fo
increasing size and rerouting sewer lines and street borin
requirements. Upon vote, the MOTION CARRIED UNANIMOUSLY.

O'Neal to approve Change Order #2 increasing the Goodye
Mechanical Contractors Contract for the purpose of bringi
several houses up to minimum standards on plumbing
connect to the sewer lines. Upon vote, the MOTION CARRI
UNANIMOUSLY.

Chairman Barfield commented on improvement of publ'
relations by Goodyear Mechanical. Engineering Director
Facilities, Ed Hilton, stated this issue and oth
complaints had been discussed with Goodyear stating he fe
the problem has been solved.
APPROVAL OF CHANGE IN NON-RESIDENTIAL SEWER RATES
UNIFORMITY
Vice-Chairman Corbett MOVED, SECONDED by Commission
Retchin to approve changing the 5/8" x 3/4" service f r
non-residential fixed fee of $8.00 to reflect the minim
monthly charge of $10.00 for uniformity of sewer rate .
Upon vote, the MOTION CARRIED UNANIMOUSLY.
