Engineering Director Facilities, Ed Hilton, stated this issue and oth complaints had been discussed with Goodyear stating he fe the problem has been solved. APPROVAL OF CHANGE IN NON-RESIDENTIAL SEWER RATES UNIFORMITY Vice-Chairman Corbett MOVED, SECONDED by Commission Retchin to approve changing the 5/8" x 3/4" service f r non-residential fixed fee of $8.00 to reflect the minim monthly charge of $10.00 for uniformity of sewer rate . Chairman Barfield called the meeting to order. APPROVAL TO OFFER DIRECT SERVICE TO EXISTING SEWER LINES SEAGATE AREA Vice-Chairman Corbett MOVED, SECONDED by Commission Retchin to offer direct service to existing sewer lines . the Seagate area to qualified units as of April 1, 198 Upon vote, the MOTION CARRIED UNANIMOUSLY. After discussion, Commissioner Retchin MOVED, SECOND j by commissioner Dolan to approve extension of the contra t wi th Goodyear Mechanical with retainage being paid up n completion of all clean up. EXTENSION OF GOODYEAR MECHANICAL - HOUSE SERVICE CONTRACT SEAGATE Director of Engineering and Facilities, Ed Hilto , stated Goodyear has completed all work in the Seagate ar except for the last section of the sewer system. He stat incompletion of this section prevents completion of hou services and has caused the contract period to expir . Director Hilton recommended extension of the house servi contract with paYment of retainage upon completion of a clean up. 'I, WATER METERS FOR HOMES ON COMMUNITY WATER SYSTEMS Director of Engineering and Facilities, Ed Hilto , commented on the current policy to use existing water mete s now provided by community water systems for sewer billin , and the current regulation disallowing installation of a second meter. He requested the District Commissioners 0 reaffirm this policy. A lengthy discussion installing another meter was held on property owne s for non-domestic service. Mr. Roger Wolfe, developer of Greenville Village Mobi Home Park, expressed concern for water being metered whi does not go through the system when cleaning water lin He requested the District Commissioners to provide s e provision for metering actual water running through e Sewer System. ~ ~ I : I I 133 MINUTES OF REGULAR MEETING, APRIL 21, 1987 (CONTINUED) I I DISCUSSION OF SEWER SERVICE POLICY FOR MOBILE HOMES PARKS Engineering Director of Facilities, Ed Hilton, gav background information on the sewer policy for mobile hom parks. He stated under the current policy, ~obile hom parks (rental) are treated the same as multi-family sine the property is under one ownership. Mobile hom subdivisions where the unit sits on a lot that is owned fe simple are treated like single family subdivisions. Unde these definitions, the County will provide sewer service t the property line for the mobile home (rental) park, not t individual units. It is the responsibility of the par owner to deliver the waste to this point. Mobile hom subdivisions will be provided service at each lot line. I will be the responsibility of the lot owners to connect hi unit to the sewer tap. ~ After discussion of allowing more than one meter an addressing issues of this type, Commissioner Retchin MOVED, SECONDED by Commissioner O'Neal to reaffirm the curren policy which is: (1) in areas where community water system provide water meters, the existing meters will be used fo purposes of determining sewer billing; and (2) a secon meter is not allowed. Upon vote, the MOTION CARRIE UNANIMOUSLY. Mr. W. B. Towles, representing mobile home park owners requested the District Commissioners to offer the sa services as offered to other homeowners. Mr. Towle commented on mobile homes being charged the same fee pe gallon as individual homes stating the return to the Coun per square foot will be much greater in mobile home par than in subdivisions. He requested the County to run sew mains within the mobile home parks as done for residents private roads stating mobile homes are more like sing family homes than apartment complexes. A lengthy discussion was held on billing of mobile ho residents. Mr. Towles also commented on rental units stating mo of these individuals are in the lower income bracket. requested the possibility of alternate financing to furni affordable sewer services to these individuals.
