The New Hanover County Water and Sewer District met n Regular Session on Monday, July 20, 1987, at 11:35 o'clo k A.M. in the Assembly Room of the New Hanover Coun y Administration Building, 320 Chestnut Street, Wilmingto , North Carolina. District Members present were: Commissioners Jo n Dolan; Nolan O'Neal; Fred Retchin; Vice-Chairman, W. Albe t Corbett, Jr.; Chairman, Jonathan Barfield, Sr.; Coun y Manager, G. Felix Cooper; County Attorney, Robert W. Pop and Clerk to the Board, Lucie F. Harrell. Chairman Barfield called the meeting to order. APPROVAL OF MINUTES Vice-Chairman Corbett MOVED, SECONDED by Commission r Retchin to approve the minutes of the Regular Meeting f June 15, 1987, as presented. Upon vote, the MOTION CARRI D UNANIMOUSLY. NON-AGENDA ITEMS Chairman Barfield asked if anyone from the gener 1 public would like to speak on an item not listed on t e \ Regular Agenda. No one commented. I DISCUSSION OF AN UPDATED STUDY AND DESIGN OF INTERCEP R SYSTEM Director of Engineering and Facilities, Ed Hilto , stated New Hanover County is first on the EPA funding li t for Fiscal Year 1989 which will provide federal grant fun s for construction of the interceptor system. He stat d building the entire system would create availability f federal funds and provide a base system to developers w may assist in building of the collection system in order connect their projects. However, the disadvantages performing this work would require changing the curre phasing plan of the sewer system and local funds would n generate the local share needed since customers do n attach to interceptors. j Director Hilton recommended an updated study of t e system to include the impact of the interceptor, project treatment plant expansions, and the feasibility of providi service to those areas not originally in the five-pha plan. I After further discussion, it was the consensus of the District Board to authorize the County Manager to prepare specifications and advertise for consultant services with proposals received being presented to the District Commissioners for final selection of a consultant. APPROVAL OF SEWER ALLOTMENT TRANSFER FROM EASTWOOD TO MAC CUMBER TERRACE Commissioner Retchin MOVED, SECONDED by Commissioner Dolan to approve the sewer allotment transfer as requeste from Eastwood Village to MacCumber Terrace. Upon vote, th MOTION CARRIED UNANIMOUSLY. I APPROVAL OF LAND ACQUISITION - PHASE 1, AREA IV, STATION NO. 54 Commissioner Dolan MOVED, SECONDED by Commissione Retchin to approve the Buy and Sell Agreement between th New Hanover County Water and Sewer District and Mr. Paul E. Gregory and wife, Martha H. Gregory; A. Ray Richardson an wife, Betty J. Richardson; and Randolph Ladd Coble, Sr. fo purchase of land in the amount of $12,500 subject to fina review by the County Attorney as to legal requirements bein met. Upon vote, the MOTION CARRIED UNANIMOUSLY. APPROVAL OF LAND AND EASEMENT ACQUISITIONS - PHASE I, IV Commissioner Dolan MOVED, SECONDED by Commissione Retchin to approve two Buy and Sell Agreements for a easement in the amount of $5,000 and a lift station site i the amount of $17,000 off of Eastwood Road subject to fina review by the County Attorney as to legal requirements bein met. Upon vote, the MOTION CARRIED UNANIMOUSLY. ITEM NO. 9 WITHDRAWN FROM THE WATER AND SEWER DISTRICl AGENDA Director of Engineering and Facilities, Ed Hilton requested withdrawal of Item No.9, conveyance of sewe lines and easements for Woodberry Forest and Stratford Plac due to amendments to the Sewer Ordinance. Commissioner Retchin MOVED, SECONDED Dolan to withdraw Item No. 9 as requested. MOTION CARRIED UNANIMOUSLY. by Commissione Upon vote, th I APPROVAL OF CONNECTIONS TO SEWER SYSTEM BY REQUESTING CONNECTION DUE TO SEPTIC TANK PROBLEMS APPROVAL TO NEW HOME BUILDERS WHERE CAPACITY IS AVAILABLE Director of Engineering and Facilities, Ed Hilton requested authority to allow homeowners experiencin problems with septic tanks to connect to the sewer syste 142 MINUTES OF REGULAR MEETING, JULY 20, 1987 (CONTINUED) now where cap~city is available and to allow persons building homes to connect to the sewer system-wbeL~capacity After discussion, Commissioner Dolan MOVED, SECONDED Commissioner O'Neal to authorize the Director of Engineeri g and Facilities to allow connections as requested. Up n vote, the MOTION CARRIED UNANIMOUSLY. ADJOURNMENT Commissioner Retchin MOVED, SECONDED by Vice-Chairm n Corbett to adjourn. Upon vote, the MOTION CARRI UNANIMOUSLY. Harrell Clerk MINUTES OF REGULAR MEETING OF NEW HANOVER COUNTY WATER SEWER DISTRICT, AUGUST 17, 1987 ASSEMBLY The New Hanover County Water and Sewer District met Regular Session on Monday, August 17, 1987, at 11:45 o'clo A.M. in the Assembly Room of the New Hanover Coun Administration Building, 320 Chestnut Street, Wilmingto , North Carolina. District Members present were: Commissioners Jo Dolan; Nolan O'Neal; Fred Retchin; Vice-Chairman W. Albe Corbett, Jr.; County Manager, G. Felix Cooper; Coun Attorney, Robert Pope; and Clerk to the Board, Lucie Harrell. Chairman Jonathan Barfield, Sr. was absent due to fire in his home. Vice-Chairman Corbett called the meeting to order. APPROVAL OF MINUTES Commissioner Retchin MOVED, SECONDED by Commission Dolan to approve the minutes of the Regular Meeting of Ju 20, 1987, as presented.
