Albe t Corbett, Jr., Chairman, Jonathan Barfield, Sr.; Coun y Manager, G. Felix Cooper; County Attorney, Robert W. Pop and Clerk to the Board, Lucie F. Harrell. Chairman Barfield called the meeting to order. APPROVAL OF MINUTES Chairman Barfield asked to be excused from voting n the minutes of August 17, 1987, due to not being presen . It was the consensus of the District Board to excu e Chairman Barfield from voting. Commissioner Retchin MOVED, SECONDED by Commission r Dolan to approve the minutes of August 17, 1987, s presented. J Excused: Chairman Barfield NON-AGENDA ITEMS Chairman Barfield asked if anyone present would like 0 speak on an item not listed on the Regular Agenda. T e following person commented: Request for Public Hearing - Ness Creek Discharge Permit - N. C. Division of Environmental Management Mr. William Funderburg, representing the citizens f Castle Hayne, commented on N. C. Division of Environment 1 Management Permit #0070629 for proposed discharge into Ne s Creek for the North Square Shopping Mall. He stated t e deadline for requesting a Public Hearing in the Wilmingt n area was October 1, 1987. Mr. Funderburg respectful y requested the Commissioners to write Mr. Paul Wilms aski g him to schedule a Public Hearing in order to give t e citizens of the County an opportunity to comment on t s issue. County Attorney Pope, after discussion with Mr Funderburg, recommended an Executive Session for the purpos of discussing legal matters. Vice-Chairman Corbett MOVED, SECONDED by Commissione Retchin to convene from Regular Session to Executiv Session. Upon vote, the MOTION CARRIED UNANIMOUSLY. Chairman Barfield convened to Executive Session at 3:3 o'clock P.M. Vice-Chairman Corbett MOVED, SECONDED by Commissione Retchin to reconvene to Regular Session. Upon vote, th MOTION CARRIED UNANIMOUSLY. Chairman Barfield convened to Regular Session at 4:0 o'clock P.M. I Discussion of Follow-Up Inspections on Contractors' Work 0 Installation of Sewer Mains Chairman Barfield asked who was responsible fo checking on contractors to be sure they have fulfilled thei responsibilities in performance of their work. Director of Engineering and Facilities, Ed Hilton stated under the consultant agreement with Henry von Oesen Associates, four field inspectors are provided to perfor this service. However, due to the volume of work and numbe of crews to inspect, the County has provided thre additional field inspectors. Director Hilton stated wit seven inspectors to oversee 14 work crews, it was difficul to stay on a timely schedule; however, the Engineerin Department has set up a reporting system to respond t complaints as quickly and courteously as possible. Chairman Barfield commented on complaints received fro ci tizens stating when inspecting one site, the manner i which the property had been left was a complete injustice t that citizen and the surrounding property owners. H stressed the importance of properly informing the public an handling complaints in a fair and equitable manner. Chairman Barfield expressed concern for citizens have taken the initiative to plant grass and shrubs on th property, whether a private or DOT easement, with guarantee of an acceptable restoration after placement the sewer lines. APPROVAL OF CONTRACT FOR WASTEWATER COLLECTION SYSTEM PHASE I, AREA 4 Commissioner Retchin MOVED, SECONDED by Vice-Chair an Corbett to award the following contracts and approve e following Budget Amendments for pipework and lift statio s. Upon vote, the MOTION CARRIED UNANIMOUSLY. Award of Contracts: Contract I - Pipework W. E. Commissioner Dolan asked Mr. William Funderburg if he had any problem with the contracts presented. r. Commissioner Dolan MOVED, SECONDED by Commission Retchin to approve acceptance of the following private constructed sewer systems upon completion as recommended: Baywoods; Airlie West; Woodberry Forest; Kingsland Wood Stratford Place; Cavalier Woods; Whisper Creek; 0 Ridge; Villas at Landfall; prestwick; Eastwood Roa Long Leaf Acres; Tanbridge; Turtle Hall; Benson-Spru Raintree; Cedar Landing; Lake Side Villas; Bradley Pine Wrightsville Green; Marsh Landing; Windward; 3 J's. I AUTHORIZATION TO CONNECT HOMES IN THE SEAGATE AREA THAT ME T PLUMBING CODE Commissioner Retchin MOVED, SECONDED by Vice-Chairm n Corbett to authorize connection of homes to the sewer li e in the Seagate area meeting minimum plumbing code standar s before completion of the contract at a cost $150 each. Up n vote, the MOTION CARRIED UNANIMOUSLY. DISCUSSION WATER AND SEWER UPDATE Mr. William Funderburg asked when an update would e performed on the County's Sewer System. Director of Engineering and Facilities, Ed Hilto , stated a summary could be presented up to this point . f desired.
