The New Hanover County Water and Sewer Distric
Commissioners met in Regular Session on Monday, March 21
1988, at 11:20 o'clock A.M. in the Assembly Room of the Ne
Hanover County Administration Building, 320 Chestnut Stree
Wilmington, North Carolina.
Members present were: District Commissioners John
Dolan; Nolan O'Neal; Fred Retchin; Vice-Chairman, W. Alber
Corbett, Jr.; Chairman, Jonathan Barfield, Sr.; Coun
Manager, G. Felix Cooper; County Attorney, Robert W. Pope
and Clerk to the Board, Lucie F. Harrell.
Chairman Barfield called the meeting to order.
APPROVAL OF MINUTES

APPROVAL OF AN AMENDMENT TO WATER TAP CONTRACT WITH C
FEAR UTILITIES
County Engineer, Wyatt Blanchard, commented
instances where installation of a sewer line is too close
a water well to comply with State regulations. He stat
when this situation occurs, the County's policy is
connect to a public water system if available and agre
upon by the owner instead of drilling a new well. Under
existing water tap contract with Cape ,Fear Utilities, thi
problem has arisen and the price for tapping into the li
was $700 per 3/4 inch connection until a recent. change
tax laws which requires public utilities to claim tap fe
as income. The N. C. Public Utilities Commission h
allowed Cape Fear Utili ties to increase the tap fee fr
$700 to $1,175; therefore they have requested an amendme
to the original short term contract, which expires shortl
to cover the $475 tap fee increase for this case only.

After discussion, District Commissioner Retchin MOVE
SECONDED by District Commissioner O'Neal to amend t
payment to Cape Fear Utilities for a one time increase .
