commissioners met in Regular Session on Monday, April 18
1988, at 10:38 o'clock A.M. in the Assembly Room of the Ne
Hanover County Administration Building, 320 Chestnut street
Wilmington, North Carolina.
District commissioner Fred Retchin, County Manager,
Felix Cooper; and County Attorney, Robert W. pope, we
excused due to pending litigation involving New Hanov r
County and Jetstream.
Members present were: District commissioners John
Dolan; Nolan O'Neal; Vice-Chairman, W. Albert Corbett, Jr.
Chairman, Jonathan Barfield, Sr.; Assistant County Manage
Mary Gornto.
Chairman Barfield called the meeting to order.

APPROVAL OF MINUTES

commissioner Dolan to approve the minutes of the Regu r
Meeting of March 21, 1988, as presented. Upon vote, e

APPROVAL FOR NORTH CAROLINA DEPARTMENT OF TRANSPORTA: ON
FACILITIES LOCATED ON DIVISION DRIVE TO TIE INTO THE CI OF
WILMINGTON IS NORTHSIDE TREATMENT PLANT SEWER SYSTEM
Mr. Jim Cook, Division Engineer of the N. C. Depart nt
of Transportation, gave background information on he
request to pump wastewater from the Department of
Transportation offices on Division Drive to the city of
Wilmington's Northside Treatment Plant. He stated DOT
offices are presently contracting with a waste treat ent
plant for the Wilmington corporation with no assurance his
plant will continue to operate. He respectfully reque ted
approval to tie into the city'S Northside Treatment Plan.

County Engineer, Wyatt Blanchard, stated the Sewer
Di.s_t.r_i.ct's c_ux'xent :golicy: reguires anyone making a reguest
to connect to the sewer system olltside of the Cllrrent pll.:l!=:p!=:
must construct sewer lines up to the point of connection in
accordance with the Sewer District Plan. He stated DOT is
requesting an exemption to this requirement due to costs
involved.

After discussion, Vice-Chairman Corbett MOVED, SECONDED
by District Commissioner Dolan to authorize DOT offices on
Division Drive to tie into the City's Northside Treatment
Plant with issuance of the exemption as requested. Upon
vote, the MOTION CARRIED AS FOLLOWS:

APPROVAL OF GRADING CONTRACT WITH QUALITY GRADING COMPANY
Discussion was held on problems being experienced with
streets after placement of sewer lines. District
Commissioner Dolan expressed concern for the County having
to go back and repair streets asking why the original
contractor is not responsible.
County Engineer, Wyatt Blanchard, stated the original
contractor left dirt streets in good condition; however, due
to settling after a period of time, additional work is
needed. Discussion was held on requiring performance bonds
and tightening specifications in contracts which will
require contractors to be responsible for damages incurred.
Further discussion was held on the County earmarking funds
for repair of dirt streets after a 6-12 months period of
time.

After further discussion, District Commissioner O'Neal
MOVED, SECONDED by District Commissioner Dolan to approve
the grading contract to the low bidder, Quality Grading
Company, not to exceed $15,000 authorizing the Chairman to
execute the document. The Engineering Staff was requested
to tighten specifications in future contracts. Upon vote,
the MOTION CARRIED AS FOLLOWS:

APPROVAL OF CONTRACT WITH KELLY PLUMBING FOR INSTALLATION OF
WATER METERS

a contract with Kelly Plumbing for installation of wate
meters to homes that did not respond to the original reques
for installation of meters to adjoining property.
After discussion of informal bids and response fro
four vendors, District Commissioner O'Neal MOVED, SECONDE
by Vice-Chairman Corbett to award the low bid to Kell
Plumbing, Inc. in the amount of $10,000 for installation 0
meters authorizing the Chairman to execute the contract.
Upon vote, the MOTION CARRIED AS FOLLOWS:

ADJOURNMENT
District Commissioner Dolan MOVED, SECONDED by Distric
Commissioner O'Neal to adjourn. Upon vote, the MOTIO
CARRIED AS FOLLOWS:
