The Board of District Commissioners of the New Hanover
unty Water and Sewer District held a Special Meeting on Monday,
gust 1, 1988, at 10:30 o'clock P.M. in the Assembly Room of the
w Hanover County Administration Building, 320 Chestnut Street,
lmington, North Carolina.
Members present were: District Commissioners Nolan O'Neal;
ed Retchin; Vice-Chairman, W. Albert Corbett, Jr.; Chairman,
nathan Barfield, Sr.; County Manager, G. Felix Cooper; County
torney, Robert W. Pope; and Clerk to the District, Lucie F.

Chairman Barfield called the Special Session to order.
PROVAL OF MINUTES
Vice-Chairman Corbett MOVED, SECONDED by District
C mmissioner Retchin to approve the minutes of the Regular
Meting of June 20, 1988, as presented. Upon vote, the MOTION

PTION OF DESIGN CONTRACT WITH TALBERT, COX AND ASSOCIATES FOR
P SE II COLLECTION SYSTEM
County Engineer, Wyatt Blanchard, presented a proposed
d sign contract with Talbert, Cox and Associates stating under
E hibit D, the Basic Services as indicated had been reduced from
$ 57,000 to $552,000 and total Subcontracts from $190,000 to
$ 78,000; therefore, the total contract would be in the amount of
$ 30,000.

SECONDED by District Commissioner O'Neal to adopt the resolution
deslgnating wyatt Blanchard as the Authorized Kepresentative for
