The Board of District Commissioners of the New Hanove
unty Water and Sewer District held a Special Meeting on Monday,
ptember 6, 1988, at 9:16 o'clock P.M. in the General Assembl

County Engineer, Wyatt Blanchard, stated the developer 0

B anchard, for the manner in which he handled the recent problem
