1993-04-05 RM Exhibits ,;}5fl 9\&w :J{anover County tBoard of Commissioners 2\.f-so{ution RESOLUTION REQUESTING FUNDING FOR THE INDEPENDENCE BOULEVARD EXTENSION PROJECT IN THE FY 1994-2000 STATE TRANSPORTATION IMPROVEMENT PROGRAM WHEREAS, on December 15, 1992 the Wilmington City Council adopted a Resolution urging the North Carolina Department of Transportation to program the Environmental Assessment, Design and Construction of Independence Boulevard Extension at the earliest date possible; and WHEREAS, the Wiimington Urban Area Transportation Advisory Committee has placed Independence Boulevard Extension as its highest priority candidate for funding in the Local Transportation Improvement Program; and WHEREAS, the Transportation AdvisonJ Committee considers the Independence Boulevard Extension project a vital link of the Wilmington Urban Area Transportation Plan; NOliv,. THEREFORE, BE IT RESOLVED that the New Hanover County Board 0 Commissioners supports the Transportation Advisory Committee's request to the North Carolina Board of Transportati011 to give maximum consideration to funding the Independence Boulevard Extension project in the FY 1994-2000 State Transportation Improvement Plan. WHEREAS, New Hanover County is a major partner in the public education system, financially supporting elementary-secondary schools and the community college system to help fund improved and new school facilities and support current operations; and WHEREAS, New Hanover County is involved in many innovative programs to help deliver services more effectively and efficiently; and WHEREAS, those serving as county official are dedicated to providing services to our citizens without undue burden on the taxpayers. Greer, Chairman 'TO _ _., ...:.._ BOUl\ ~ 1 653 STATE OF NORTH CAROLINA COUNTY OF NEW HANOVER :.YoU PAGE 050 2 BEFORE THE BOARD OF COUNTY COMMISSIONERS IN THE MATTER OF NAMING AN PRIVATE ROAD TO COON HUNTERS TRAIL ORDINANCE It appearing to the Board of County Commissioners of New Hanover County that consideration has been given to the naming of COON HUNTERS TRAIL located in the Cape Fear Township commencing 1500 feet east of the Blue Clay Road/Holly Shelter Road inter- section, extending north approximately 3,000 feet to its termination and recorded as part of Map Book 24, Page 3 of the New Hanover County Registry; and it further appearing that a public hearing was held on Monday, April 5, 1993, at which time all persons were heard on the question of whether or not the naming would be in the public interest; and it further appearing that notice of said hearing was transmitted to all resident owners and prominently posted in at least two (2) locations along said road, and published in the Star News local newspaper, and the Board of County Commissioners is of the opinion that said road in New Hanover County should be named and the naming of same is in the public interest, the description of which is delineated on the attached exhibit. NOW, THEREFORE, IT IS ORDAINED AND DECREED that the above described road is hereby named COON HUNTERS TRAIL. IT IS FURTHER ORDERED that a copy of this ordinance be recorded in the office of the Register of Deeds of New Hanover County, North Carolina, and that notice of the action taken by the Board of County Commissioners be transmitted to the postmaster having jurisdiction over the road, the North Carolina Board of Transportation and to any city within five (5) miles of said road in accordance with N.C. WHEREAS, ready and accurate identification of developed property is important for the delivery of general County services, for the operation of commercial enterprises, for the response of emergency and public safety vehicles, and for the convenience of the general public; and WHEREAS, a comprehensive and systematic property numbering system is an efficient means of identifying property within the County; and WHEREAS, such a system will promote the health, safety, and welfare of the citizens of New Hanover County. THEREFORE, it further appearing that a public hearing was held on the 5th day of April, 1993, at which time all persons were heard on the question of whether or not assigning house numbers would be in the public interest, and it further appearing that notice of said hearing was prominently posted in at least two (2) locations along said street, that notice of the time, place and subject matter of the hearing was prominently posted at the County Courthouse and published in a newspaper of general circulation in the County. NOW, THEREFORE, it is ordained and decreed that the above house number assignments be made. It is further ordered that a copy of this ordinance be transmitted to the Post~aster having jurisdiction over the road, to the Board of Transportation, Sheriff's 911 Dispatcher and to any city within five miles of said road in accordance with N.C. (Portion Old Avenue) WHEREAS, a petition has been filed pursuant to N.C.G.S. 153A-241, requesting the Board of Commissioners of New Hanover County to close the following described portion of a public road; Beginning at a point in the northwestern right-of-way of Old Avenue (40 foot right-of-way) said point being approximately 1,300 feet south of the Parmele Road (SR 1335) - Old Avenue intersection, commencing from the northwestern right-of-way of Old Avenue 1,450 feet south along the western right-of-way of Old Avenue; thence, 40 feet east of the southern terminus of Old Avenue; thence 1,450 feet north along the eastern right-of-way of Old Avenue; thence 40 feet west to the point of beginning as shown on the plat of Hermitage Estates for H. Bluethenthal (Redivision), recorded in Plat Book 4, Page 22 of the New Hanover County Registry. NOW, THEREFORE, BE IT RESOLVED, that this Board is considering closing said road to public use, and that a public hearing on this question 'will be held on the 3rd day of May, 1993, at 7:30 p.m. in the Assembly Room of the Old County Courthouse, 24 North Third Street, Wilmington, N.C. at which time the Board will hear all interested citizens and make a final determination as to whether the unopened road shall be closed.
