REQUEST FOR ADDITION TO STATE MAINTAINED SECONDARY ROAD SYSTEM

Road(s) Description:
PROSPECT A VENUE
WHEREAS, the attached petition has been filed with the Board of county
Commissioners of the county of New Hanover requesting that the above described
road(s), the location of which has been indicated in red on the attached map, be
added to the Secondary Road System; and
WHEREAS, the Board of County Commissioners is of the opinion that the above
described road(s) should be added to the Secondary Road System, if the road(s)
meets minimum standards and criteria established by the Division of Highways of
the Department of Transportation for the addition of roads to the System.
NOW, THEREFORE, be it resolved by the Board of Commissioners of the County
of New Hanover that the Division of Highways is hereby requested to review the
above described road(s), and to take over the road(s) for maintenance if they
meet established standards and criteria.
CERTIFICATE
The foregoing resol ution was duly adopted by the Board of
Commissioners of the County of New Hanover at a meeting on the
17th day of May, 1993.

WHEREAS, GI nurses and associates are committed to provide optimal
health care to the patient with gastrointestinal diseases undergoing diagnostic and
therapeutic procedures; and
WHEREAS, GI nurses and associates are endeavoring to make the public
aware of GI health and health care systems and participation in GI wellness; and
WHEREAS, nurses and associates have demonstrated their professionalism
and compassion for their patients and continually strive to upgrade standards of
practice and improve services; and
I WHEREAS, nurses and associates in our community are committed to
:1 providing quality health care to all of our citizens in a variety of settings from the
hospital to home;
NOlt\!, THEREFORE, BE IT RESOLVED, that the New Hanover County
Board of Commissioners hereby proclaims May 26, 1993 as "GI Nursing
DA Y" in New Hanover County.
FURTI-lERMORE, the Board encourages our citizens to join in the
observance of this day and participate in a demonstration and recognition of the
special care GI nurses and associates provide to their patients.

Hanover County Emergency Medical Services program, and

WHEREAS, this program has produced significant progress to
include a well defined prehospital care system, enhanced Advanced
Life Support care levels, improved training, and a designated
trauma care center, and
WHEREAS, these changes, which have affected all areas of the
county, would not have been possible without a dedicated team
effort by the organizations, agencies, and professionals involved
in emergency medical services, and
WHEREAS, it is in keeping with their dedication that we set
aside a special time to recognize their contributions to the
welfare of the citizens of New Hanover County.
NOW, THEREFORE, the New Hanover County Board of
Commissioners proclaims the week of May 23 through 29, 1993, as

WHEREAS, the New Hanover County Cooperative Extension Office
has a Panasonic Copier, model # FP3007, serial number
GHC22312126, which is six years old and frequently inoperative,
which they would like to declare as surplus;
AND WHEREAS, the New Hanover County Cooperative Extension
Office is purchasing a new copier and would like to dispose of
the Panasonic Copier as a trade-in (private sale) on the purchase
of the new copier pursuant to G.S. 160A-267;
NOW, THEREFORE, BE IT RESOLVED by the New Hanover County
Board of Commissioners that the panasonic Copier, model # FP3007,
serial number GHC22312126 will be sold by the Finance Office as a
trade-in (private sale) on the purchase of a new copier pursuant
to G.S. 160A-267.

COUNTY OF NEW HANOVER
In the Matter of Closing A Portion of
OLD AVENUE in Hermitage Estates (Castle Hayne)
ORDER
It appearing to the Board of County Commissioners of New
Hanover County that a Resolution of Intent to close a portion of
OLD AVENUE was adopted by the County Commissioners on the 5th day
of April, 1993, and it further appearing that said resolution
called for a hearing to be held on the 3rd day of May, 1993, at
which time the County Commissioners would hear complaints and
comments of interested persons, and it further appearing that
notice of said hearing was published in the Wilmington Star News
Newspaper in accordance with the Road Closing Ordinance of New
Hanover County, and after conducting such hearing the County
Commissioners are of the opinion that a portion of OLD AVENUE in
the County of New Hanover should be closed and are satisfied that
the closing of same is not contrary to the public interest, and
that no individual owning property in the vicinity of the roads
will be deprived of reasonable means of ingress and egress to his
property by such closing, the legal description of said road
being as follows:
Beginning at a point in the northwestern right-of-way line
of OLD AVENUE (40 foot right-of-way) said point being
approximately 1,300 feet south of the Parmele Road (SR 1335)
- Old Avenue intersection; commencing from the northwestern
right-of-way of Old Avenue 1,450 feet south along the
western right-of-way of Old Avenue; thence 40 feet east of
the southern terminus of Old Avenue; thence 1,450 feet north
along the eastern right-of-way of Old Avenue; thence 40 feet
west to the point of beginning as shown on the plat of
Hermitage Estates for H. Bluethenthal (Redivision), recorded
in Map Book 4, Page 22 of the New Hanover County Registry.
EXCEPTING and RESERV!NG to the owner of Lot 19, Hermitage
Estates, as the same is shown on the map recorded in Map
Book 4, Page 22 of the New Hanover County Registry, a forty
(40) foot wide private access easement on, over, and across
the land located within the bounds of Old Avenue, as that
road is depicted upon the above referenced map. Said
easement shall be, and is, appurtenant to and runs with the
said Lot 19, Hermitage Estates, and shall continue until
such time as New Hanover County and the owners of Lot 19
agree upon an alternate access route and record a valid Deed
of Easement executed by New Hanover County and by the owners
of said Lot 19, Hermitage Estates adequately describing such
alternate access route.

NOW THEREFORE, IT IS ORDERED AND DECREED that' the above
described road be and the same is hereby closed. It is further
ORDERED that a copy of this order be filed in the Office of the
Register of Deeds of New Hanover County, North Carolina.

WHEREAS, the New Hanover County Board of Commissioners is
commi tted to promoting viable communi ties "by providing decent
housing and a suitable living environment and expanding economic
opportunities, principally for persons of low and moderate income"
and;
WHEREAS, approximately ten (10) percent of the County's
existing housing stock is substandard and;
WHEREAS, approximately twenty-five (25) households have been
identified in the Kirkland Community which are in need of housing
rehabilitation assistance and sewer improvements and;
WHEREAS, the County is committed to provide local funds when
necessary and will continue to apply for Community Development
Block Grant funds to help meet the needs of low and moderate income
persons;
NOW THEREFORE BE IT RESOLVED, that the New Hanover County
Board of Commissioners hereby authorizes the submission to the
North Carolina Department of Commerce, Division of Community
Assistance, a Community Revitalization Grant for the purpose of
housing rehabilitation in an amount not to exceed $600,000.
