described road(s) should be added to the Secondary Road System, if the road(s)
meets minimum standards and criteria established by the Division of Highways of

AND WHEREAS, the proposal received from Southchem, Inc. was
nonresponsive in that the required specifications on the product
and the material data safety sheet were not submitted with the
proposal as required;
AND WHEREAS, the bid received from Prillaman Chemical
Corporation could not be accepted or considered because their bid
bond was insufficient;
AND WHEREAS, the Environmental Management Director, the
Finance Director and the County Manager recommend that the
proposal received from Southchem, Inc. be rejected;
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of New Hanover County that the bid received from

The New Hanover County Board of Commissioners met in Regular
Session on Monday, June 7, 1993, at 6:30 P.M. in the Assembly Room
of the New Hanover County Courthouse, 24 North Third Street,
Wilmington, North Carolina.

Chairman Greer called the meeting to order.
PUBLIC HEARING TO CONSIDER THE PROPOSED NORTH CAROLINA DEPARTMENT
OF TRANSPORTATION'S SECONDARY ROAD CONSTRUCTION PROGRAM IN NEW
HANOVER COUNTY FOR FY 1993-94
Chairman Greer welcomed Mr. Odell Williamson, a member of the
N. C. Board of Transportation.
Mr. Odell Williamson expressed appreciation for an opportunity
to appear before the New Hanover County Board of Commissioners with
the FY 1993-94 Secondary Road Construction Program. Since New
Hanover County has only 11 miles of unpaved roads, the Legislature
has appropriated only $89,000; however, it appears New Hanover
County ranks high on the priority list of the Transportation
Improvement Program and should receive funding from the Highway
Trust Fund.
Mr. Jim Cook, District Engineer of the N. C. Department of
Transportation, Division 3, District 3, reported by General Statute
136-44.5 the N. C. Department of Transportation is required before
July 1 of each calendar year to perform a study of all state
maintained unpaved roads in order to determine the unpaved mileage
in each county and the total in the state. These mileages are
required to determine the secondary construction allocations to
each of the counties. The allocations for each county are
determined by dividing the total number of miles in the state times
the statewide allocation as approved by the N. C. Legislature.
Secondary road construction allocations are based upon the
amount of revenue generated by the gasoline tax and the final total
will not be known until June 30, 1993. Should there be a
significant change in the allocation for New Hanover County, the
County will be informed of any adjustments in the Secondary Road
Construction Program for 1993-94.

Based upon an unpaved mileage of approximately 11 miles in new
Hanover County, compared to unpaved miles statewide, the secondary
allocation is est.imated to be $89,648, which is expected to be
approved at the July Board Meeting of the N. C. Department of
Transportation.
The N. C. Board of Transportation has approved a paving
priority rating system having two paving priorities in each county,
one for rural roads and one for residential/subdivision roads.

representatives of the N. C. Department of Transportation for their
work and effort given to the Secondary Road Program.
Motion: Commissioner Sisson MOVED, SECONDED by Vice-Chairman
Mathews to approve the proposed Secondary Road Construction Program
as submitted and presented by the N. C. Department of
Transportation. Upon vote, the MOTION CARRIED UNANIMOUSLY.
A copy of the proposal is hereby incorporated as a part of the
minutes and is contained in Exhibit Book XXI, Page 7.

AN ORDINANCE OF THE COUNTY OF
NEW HANOVER, NORTH CAROLINA,
AMENDING THE ZONING ORDINANCE OF
NEW HANOVER COUNTY ADOPTED
OCTOBER 6, 1969
THE BOARD OF COMMISSIONERS OF NEW HANOVER COUNTY DOTH ORDAIN:
Section 1. That the Zoning Ordinance of the County of New Hanover
adopted October 6, 1969, as amended be and the same is hereby
further amended as follows:
Change under Section 61-4 the duration of pumpkin sales lots
to "45" days from "30" days.
Section 2. Any ordinance or part of any ordinance in conflict with
this ordinance, to the extent of such conflict is hereby
repealed.
Section 3. This ordinance is adopted in the interest of public
health, safety, morals, and general welfare of the inhabitants
of the County of New Hanover, North Carolina, and shall be in
full force and effect from and after its adoption.
Adopted this 7th day of June, 1993.

IN THE MATTER OF RENAMING
NORWOOD DRIVE TO BELLWOOD AVENUE
ORDINANCE
It appearing to the Board of County Commissioners of New
Hanover County that consideration has been given to the renaming of
Norwood Drive located in Cape Fear Township commencing
approximately 1,320 feet north of the Chair Road/Castle Hayne Road
intersection extending east approximately 3,290 feet to its
termination and recorded as part of Map Book 4, Page 40 of the New
Hanover County Registry; and it further appearing that a public
hearing was held on Monday, June 7, 1993, at which time all persons
were heard on the question of whether or not the renaming would be
in the public interest; and it further appearing that notice of
said hearing was transmitted to all resident owners and prominently
posted in at least two (2) locations along said road, and published
in the Star News local newspaper, and the Board of County
Commissioners is of the opinion that said road in New Hanover
County should be renamed and the renaming of same is in the public
interest, the description of which is delineated on the attached
exhibit.
NOW, THEREFORE, IT IS ORDAINED AND DECREED that the above
described road is hereby renamed BELLWOOD AVENUE.
IT IS FURTHER ORDERED that a copy of this ordinance be
recorded in the office of the Register of Deeds of New Hanover
County, North Carolina, and that notice of the action taken by the
Board of County Commissioners be transmitted to the postmaster
having jurisdiction over the road, the North Carolina Board of
Transportation and to any city within five (5) miles of said road
in accordance with N.C. General Statutes 153A-240.

ORDER
It appearing to the Board of County Commissioners of New
Hanover County that consideration has been given to the assignment
of house numbers on BELLWOOD AVENUE located in the Cape Fear
Township, numerical range 2700-2999.
WHEREAS, ready and accurate identification of developed
property is important for the delivery of general County services,
for the operation of commercial enterprises, for the response of
emergency and public safety vehicles, and for the convenience of
the general publici and
WHEREAS, a comprehensive and systematic property numbering
system is an efficient means of identifying property within the
CountYi and
WHEREAS, such a system will promote the health, safety, and
welfare of the citizens of New Hanover County.
THEREFORE, it further appearing that a public hearing was held
on the 7th day of June, 1993, at which time all persons were heard
on the question of whether or not assigning house numbers would be
in the public interest, and it further appearing that notice of
said hearing was prominently posted in at least two (2) locations
along said street, that notice of the time, place and subject
matter of the hearing was prominently posted at the County
Courthouse and published in a newspaper of general circulation in
the County.
NOW, THEREFORE, it is ordained and decreed that the above
house number assignments be made.
It is further ordered that a copy of this ordinance be
transmitted to the Postmaster having jurisdiction over the road, to
the Board of Transportation, Sheriff's 911 Dispatcher and to any
city within five miles of said road in accordance with N.C. General
Statute 153A-240.
