MINUTES OF NEW HANOVER COUNTY WATER AND SEWER DISTRICT

A SEMBLY
The Board of District Commissioners of the New Hanover
C unty Water and Sewer District met in Special Session on Monday,
A ril 3, 1989, at 9:21 o'clock P.M. in the General Assembly Room
o the New Hanover County Courthouse, 24 North Third Street,
W'lmington, North Carolina.
Members present were: District Commissioners E. L. Mathews,
J ; Nolan O'Neal; Fred Retchin; Vice-Chairman, W. AI~ert Corbett,
J .; Chairman, Jonathan Barfield, Sr.; County Manager, G. Felix
C oper; County Attorney, Robert W. Pope; and Clerk to the
D'strict, Lucie F. Harrell.
Chairman Barfield called the Special Session to order.
JECTION OF CONSTRUCTION BIDS RECEIVED FOR CONTRACTS D AND E,
P SE II, PUMP STATIONS
County Engineer, Wyatt Blanchard, requested rejection of
b'ds received for Contracts D and E of Phase II, Pump Stations,
sating the bids were considerably higher than anticipated. He
sated the plans and specifications will be modified to lower the
c st of the project with readvertisement of the bid package.
District Commissioner Retchin MOVED, SECONDED by
V ce-Chairman Corbett to reject all bids received for Contracts D
a d E as requested by the County Engineer. Upon vote, the MOTION
C RRIED UNANIMOUSLY.
S HEDULING OF PUBLIC HEARINGS FOR DISCUSSION OF FUTURE PLANS AND
ING OF THE NEW HANOVER COUNTY SEWER SYSTEM
After discussion of properly informing the public about
f ture plans and funding for the Sewer System, District
C mmissioner Retchin MOVED, SECONDED by Vice-Chairman Corbett to
s hedule the following Public Hearings. Upon vote, the MOTION
C RRIED UNANIMOUSLY.

Discussion was held on advertising for the Public Hearings.

JOURNMENT
District Commissioner Mathews MOVED, SECONDED by District
C mmissioner O'Neal to adjourn. Upon vote, the MOTION CARRIED
