1989-06-05 Water & Sewer I MINUTES OF NEW HANOVER COUNTY WATER AND SEWER DISTRICT ~.:~:=;;;N~ ASSEMBLY The Board of District Commissioners of the New Hano County Water and Sewer District held a Special Meeting June 5, 1989, at 9:30 o'clock P.M. in the General Assem Room of the New Hanover County Courthouse, 24 North Th Street, Wilmington, North Carolina. Members present were: District Commissioners E. Mathews, Jr.; Nolan O'Neal; Fred Retchin; Vice-Chairman, Albert Corbett, Jr.; Chairman Jonathan Barfield, Sr.; Cou Manager, G. Felix Cooper; County Attorney, Robert W. Po and Deputy Clerk to the Board, Joyce B. Bragg. Chairman Barfield called the meeting to order. APPROVAL OF MINUTES FOR MEETING OF MAY 15, 1989 Commissioner Retchin MOVED, SECONDED by Vice Chair an Corbett to approve the minutes of May 15, 1989 meeting as presented. Upon vote the MOTION CARRIED UNANIMOUSLY. I NON-AGENDA ITEMS Chairman Barfield asked if anyone from the public would like to speak on an item not listed Regular Agenda. The following persons commented: gene al on he Mr. William Funderburg, a resident of Castle Hay e, requested information on a Public Hearing to discuss Sep ic Tanks in New Hanover County. Chairman Barfield announced that the Public Hearing is scheduled to be held at the Laney High School Gym at 7:30 PM on June 26, 1989, to hear information and discuss sep ic tank problems in New Hanover County. Mr. Funderburg commented on concerns with sewer serv ce in New Hanover County as they are related to private util ty companies, stating there were approximately 44 discharges in the various waters of the County from private sources. He suggested that the private utilities be required to conn ct to the County's sewer system to provide additional revenu s. Mr. Funderburg advised the Commissioners that Mr. Andy R. Lee, Water Division of Public Utilities Commission in Raleigh has indicated he would attend the Public Hearing on June 26 or another date, to explain how the private util'ty companies function. I Vice Chairman Corbett requested Engineering nd Facilities Director to explain the present requirements or private utility companies to connect to the sewer system. 221 222 Mr. Hilton stated that after a designated date contained in the Ordinance, any sewer system regardless whether it is controlled bv the f'ublic utili tleS commlSSlon or not. lS requlre to connect to t e County Sewer System w en construction is completed in those areas. He cautioned that there may be some systems in such condition that the County would not want to acquire them. ~- c r PUBLIC HEARING ON THE PROPOSED 1989-90 WATER AND DISTRICT BUDGET Chairman Barfield asked if anyone from public would like to comment on the proposed and Sewer District Budget. No one appeared to SEWER the general 1989-90 Water comment. ADOPTION OF 1989-90 BUDGET FOR WATER AND SEWER DISTRICT Commissioner Retchin MOVED, SECONDED by Commissioner O'Neal to adopt the 1989-90 Water and Sewer District Budget. Upon vote the MOTION CARRIED UNANIMOUSLY. The budget ordinance is contained in W&S Exhibit Book 1, page 48. ADJOURNMENT Chairman Barfield MOVED, SECONDED by Commissioner O'Neal to adjourn the meeting. Upon vote, the MOTION CARRIED UNANIMOUSLY. Chairman Barfield adjourned the meeting at 10:05 o'clock P.M.
