1989-07-10 Water & Sewer 226 MINUTES OF NEW HANOVER COUNTY WATER AND SEWER DISTRICT SPECIAL MEETING ~ c r SEMBLY The Board of District Commissioners of the New Hanove ounty Water and Sewer District held a Special Meeting on Monday uly 10, 1989, at 11:00 P.M. in the General Assembly Room of th ew Hanover Courthouse, 24 North Third Street, wilmington, Nort arolina. Members present were: District Commissioners E. L. Mathews r.; Nolan O'Neal; Fred Retchin; Vice-Chairman, W. Alber orbett, Jr.; Chairman, Jonathan Barfield, Sr.; County Manager . Felix Cooper; County Attorney, Robert W. Pope; and Clerk t he District, Lucie F. Harrell. Chairman Barfield called the Special Session to order. ON-AGENDA ITEMS Chairman Barfield asked if anyone from the general publi ould like to speak on a item not listed on the agenda. No on ommented. PROVAL OF SEWAGE VARIANCE FOR CLARENCE ALFORD Mr. Clarence Alford stated in 1986 he purchased a piece 0 l and from Ms. Eleanor Ferrell with the intent of placing a septi ank on lots when developed. During this period of tim ifficulty has been experienced in obtaining a deed for th roperty and the property is now in Phase I of the Sewer System e stated after discussion with the Engineering Department, th ollowing alternatives were recommended: (1) construct a sewe ine across an adjacent parcel of land to a pump station in th oodward Subdivision at an estimated cost of $17,000 to $18,000 his alternative cannot be considered because the adjacen roperty owner will not allow the County to install a sewer lin cross her property; or (2) construct a sewer line to th reenville Loop Road at a cost of $25,000 to $26,000. H ommented on the cost involved and requested a sewage variance. Chairman Barfield commented on the financial burden place n the property owner and recommended a sewage variance in a cas f this type. County Engineer, Wyatt Blanchard commented on setting recedent stating if the variance is granted, he would recommen he deed contain a clause requiring the property owner to connec o the sewer line when it becomes available. otion: After further discussion, Chairman Barfield MOVED ECONDED by Vice-Chairman Corbett to grant a variance a equested by Mr. Alford with a clause written in the deed tha l j I ) the property owner will be required to connect to the sewer line once it becomes available.
