Hanove Monday, Room 0 Street, Members present were: District Commissioners E. L. Mathews, Nolan O'Neal; Fred Retchin; Vice-Chairman, W. Alber rbett, Jr.; Chairman Jonathan Barfield, Sr.; Acting Count nager, Mary Gornto, County Attorney, Robert W. Pope; and Cler the District, Lucie F. Harrell. Chairman Barfield called the meeting to order. OF MINUTES District Commissioner Retchin MOVED, SECONDED b Commissioner Mathews to approve the minutes of August 7, presented. Upon vote, the MOTION CARRIED UNANIMOUSLY. ON-AGENDA ITEMS Chairman Barfield asked if anyone from the general publi uld like to present an item not listed on the Regular Agenda. one commented. IAL OF SEWER VARIANCE REQUEST BY GREGORY BROWN - BILE HOME PARK. County Engineer, Wyatt Blanchard, presented backgroun formation on the variance stating the mobile home park owner, Gregory Brown, proceeded with construction of the interna wer system in Park Avenue Mobile Home Park due to septic tan oblems being experienced on various lots. He did not instal e lines as specified in the Sewer Ordinance; therefore, th "strict cannot accept ownership or maintenance of the lines. . Upon vote, the MOTION CARRIED UNANIMOUSLY DATE ON CONSTRUCTION OF WATER & SEWER DISTRICT - PHASES I I County Engineer, Wyatt Blanchard, presented an update 0 onstruction of the Sewer System as follows: PHASE I - Areas 1, 2, 3 - Completed and in Service Present number of customers: 2,900 Total number of customers: 3,900 I Area 4 - Sewer System is completed with the exception of two pump stations. Once completed this area will produce an additional 1,000 customers. PHASE II - NOW UNDER CONSTRUCTION a. Interceptors are being constructed. b. Plans have been submitted to the State for the Collections System. Notification has been received from the State that an "environmental inventory must be performed due to the size of the system. Cost for this requirement has not been determined. c. Projected Completion Date: 2 to 2 1/2 years. Discussion was held on the contractor and problems bei xperienced with completion of the pump stations. Coun ngineer Blanchard stated once Area 4 is completed, liquidat amages will be filed against the contractor for delay in t roject which will be presented to the District Board. Coun ttorney Pope stated the contract provides for a $500 per day f for each day's delay. I 2 3 2 REGULAR MEETING, SEPTEMBER 18, 1989 ( CONTINUED) Vice-Chairman Corbett requested an estimated cost for Phases I and II. COlmty EDgi nppr Rl anchard presented the following Phase I (including Areas 1, 2, 3, 4, Annexed Areas A & B, and Souths ide Treatment Plant) Estimated Cost: $34,000,000 Phase II $20,000,000 Discussion was held on the total cost of the sewer system a n estimated $200,000,000. County Engineer Blanchard stated a ewer expansion is carried to the sparsely populated areas of th ounty, the cost will increase. He reminded the Distric ommissioners that the proposed 201 Facilities Plan Updat xpanded the system to include the entire County. Vice-Chairman Corbett commented on funding alternatives a sked when the District Board will address this issue in order xpand the system beyond Phase II. onsensus: It was the consensus of the District Board to dire ounty Engineer Blanchard to present the funding options f xpansion of the Sewer System at the next meeting of the Water ewer District. onsensus: After discussion of the update, it was the consens f the District Board to request the County Engineer to prese uarterly updates on the Sewer System. Chairman Barfield expressed appreciation to County Engine lanchard for an excellent presentation. JOURNMENT District Commissioner Retchin MOVED, SECONDED by Distri ommissioner 'O'Neal to adjourn.
