Meeting Minutes
March 18, 2021
1. Call to order
Chairman William Blair, III called to order the regular meeting of the New Hanover
County Alcoholic Beverage Control Board at 9:00am on March 18, 2021 via
teleconference at the General Office, 6009 Market Street, Wilmington, NC.
II. Chairman confirms quorum
The following Members of the Board were present by roll call:

III. Conflict of Interest Rerninder
Mr. Blair verbally confirmed that the Board members had read the following ethics
reminder:
"In accordance with General Statute I8B-201, it is the duty of every Board member to
avoid both conflicts of interest and appearances of conflicts. Does any member have
any known conflict of interest or appearance of conflict with respect to any matters
coming before the Board today? If so, please identify the conflict or appearance of
conflict and refrainfrom any undue participation in the particular matter involved. "
Let it be recorded that no conflicts were identified by any Board member regarding this
Board meeting.
IV. Consent Agenda Items of Business
Mr. Blair presented the minutes from the Regular Meeting of February 18, 2021. Mr.

Wolfe made the motion to approve the minutes as written. Mr. Dickerson seconded the
motion, all approved.

V. Administrative Reports
ABC Law Enforcement Officers' Unit Monthly (ALE) Report for February was
presented for information purposes. Please see the attached LE Monthly Reporting
Numbers from the North Carolina ABC Commission website (Attachment "A").
Financial Statements — Mr. Casteen presented a copy of the Board Financial
Statements for February, 2021. The Financial Statement showed, the Actual -to -
Actual comparison Gross Sales more than the prior February by $131 lk (3.46%),
Operating Expenses less than prior February by $76k (-15.50%), and Income from
Operations was more than prior February by $51k. Mr. Casteen reported that of the
$5.8 million in the bank that there were unrestricted funds of $4.8 million, working
capital restricted of $1.8 million.
• General Manager Updates:
• Beau Rivage Property --- Mr. Hill advised the Board that the offer to purchase the
property located at 5978 Carolina Beach Road had been terminated. The property
has been put back on the market to sell.
• Personnel Changes — Mr. Hill advised the Board that Allen Hale has been
promoted to Store Manager at Store 4102 (2378 Carolina Beach Road). Jennifer
Sistrunk has been promoted to Assistant Manager at Store 4101 (523 S. 17"'
Street).
• LB&B Warehouse in Raleigh — Mr. Hill advised the Board that the North
Carolina ABC Commission and LB&B will be entering into a ten-year contact for
the warehouse services in Raleigh. With this renewal effective August 1, 2021,
the bailment charge will increase from $1.50 to $2.75 per case.
• Carolina Association of Governmental Purchasing CAGP) Conference —
Ms. King gave the Board a brief update on her week-long CAGP conference
that she attended via Zoom.
• Community Outreach Program — Ms. Clark advised the Board that five
organizations had started working on the grant process. The deadline for the
organizations to complete the application is on March 31, 2021.
Finance Committee — Mr. Hill advised the Board that the Finance
Committee had met on March 16, 2021 with a couple of banks for banking

set -vices. There has been more information requested from the banks and
before a contract is entered into needs to be reviewed. Mr. Wolfe made a
motion for the Finance Committee to make the decision to choose a bank to
enter into a contract once all of the information is provided and analyzed. Mr.
Dickerson seconded the motion, all approved.
Employee Benerits — The Board Members briefly discussed the changes that
were made to the employee benefits. The change in the medical insurance
from Blue Cross Blue Shield to United Healthcare, and the removing of the
Healthcare Reimbursement Agreement (HRA), effective December 1, 2020
was discussed. Other benefits discussed were the removal of the post -
employment benefit for employees hired after January 1, 2021, no employer
401k match for full-time employees, and various other benefits. Mr. Hill will
provide more information to the Board on the changes that were made in the
benefits. The Board agreed to have more discussions on these changes.
VI. AdioUrnment
Mr. Blair advised of the next Board Meeting to be held ori'll-tursday, April 15, 2021 at
9:00arn via teleconference at the General Office, 6009 Market Street, Wilmington,
NC.
Mr. Blair made the motion to adjourn the meeting; Mr. Wolfe seconded the motion, all
approved.
