Please note: Comments are organized by Reviewer, with McAdams response to each comment in Bold Text following the TRC comment. The following are the response comments for the above mentioned project. Our response comments are in bold. Planning, Ron Meredith 910-798-7441 1. Please update the plan with the following general corrections: a. Sheet C-8.00 and C-8.02 references the City of Wilmington standards. Please update. b. Are any traffic calming devises proposed? If so, please indicate them on the plan and work with the New Hanover County Fire Marshals on the County approved detail. • McAdams Response: No traffic calming devices are proposed. c. Please indicate the location of the dumpsters or other trash holding areas. If dumpsters or other trash holding areas are present, they must be screened from view from the property line of an existing residential use in accordance with Section 5.4.4 of the New Hanover County Unified Development Ordinance (UDO). Please label foundation plantings square footages for all proposed buildings. • McAdams Response: Dumpsters have been added to the site plan (see plan page C2.02), but do not require screening since there is no adjacent residential use. WLM-17000 d. Please identify the brownfield delineation line. • McAdams Response: The limits of the landfill have been added with symbology and labels on multiple plan sheets. a) Please indicate the total square footage of the parking area. The parking lot interior landscaping is 8% of the total area used for parking, loading, driveways, internal drive aisles, and other vehicular use. • McAdams Response: Total Square footage of parking area is included on a table in the Overall Landscape Plan (L1). Per the variance request approved February 23, 2021, double the typical amount of Interior Landscape Island Parking Area will be provided (16% rather than 8%). a. Please label interior parking planting area square footages. o McAdams Response: Internal parking planting area square footages are labeled on Landscape Plan Enlargement Sheets L1.01 through L1.04 b. Please consider placing some additional shrubs where the interior parking trees would have been required if the variance is approved. o McAdams Response: Per the approved variance request, 6 planter boxes with trees will be provided near the restroom facility, as well as double the required amount of Interior Landscape Island Parking Area (16% rather than 8%). 2. A variance will be required from the New Hanover County Zoning Board of Adjustment to provide relief from the landscaping standards specified in Section 5.4.5.C of the UDO. • McAdams Response: A variance request was approved by the New Hanover County BOA on February 23, 2021 as it relates to landscaping standards regulated by Section 5.3.4 (Tree Retention) and Section 5.4.5.C (Landscaping for Parking Lot Interiors). The approved variance permitted a tree retention of a minimum of 150 canopy trees outside the former landfill boundary, as well as an exemption to the typical 1 canopy tree for each 144 SF of interior WLM-17000 landscape island planting (in exchange for double the interior landscape island area [16% rather than 8%] and 6 trees within planters by the restrooms). 3. If applicable, prior to any site work on the site or surrounding property, a tree removal permit must be obtained. All regulated trees must be identified (species and caliper) and any significant trees removed must be mitigated. • McAdams Response: Site investigation revealed that no regulated trees are scheduled to be removed on site. Existing trees are sparse, of very limited DBH, and in poor condition. See demolition plan for notes on tree removal. 4. Please be sure to provide a light plan to illustrate that street lighting, all exterior lighting, and indoor lighting visible from outside shall be designed and located so that the maximum illumination measured in foot candles at ground level at a lot line does not surpass 2.0 foot- candles as specified below. a. McAdams Response: Photometric plans indicating foot candles has been included. 5. General considerations: a. Please consider the placement of ADA approved parking spaces throughout the facility for easier accessibility to all athletic fields. a) McAdams Response: ADA parking has been provided in the areas where existing parking may be renovated. Such parking will be constructed if the parking lots are renovated. b. Please be aware that your drive isle width may be reduced from 24’ to 22’ per Sections 5.1.4.B of the of the UDO. • McAdams Response: Drive aisle width will be maintained at 24’ (but thank you for the note). Fire Services, Raymond Griswold 910-798-7458 1.Fire Lane - no parking signage may be required along the egress road to the park. Also each fire hydrant, shall have NO PARKING signage placed by each fire hydrant. The NO PARKING signage can be painted on the pavement or signage be placed at the above mentioned locations or both. Everything else meets fire services expectations. a. McAdams Response: No parking signage and associated details have been included. WLM-17000 NHC Engineering, Jim Iannucci/ Phil Bevilaqua 910-798-7142 1. Meet all site requirements including brownfield regulations as discussed on Teams. • McAdams Response: Noted. The site plan shall adhere to all brownfield regulations discussed. 2. All stormwater controls discussed during previous Teams meeting shall be incorporated into the design. • McAdams Response: Discussed stormwater controls have been incorporated into resubmittal. 3. Stormwater permit for all new impervious. • McAdams Response: Stormwater permit is underway. 4. Place all drainage conveyances that carry off-site runoff into properly sized easements that can be taken over for maintenance by the Stormwater Services division beginning in July 2021. • McAdams Response: Noted. Drainage conveyances shall adhere to this standard. 5. Sediment and Erosion Control plan for all land disturbing activities. • McAdams Response: Erosion Control permit/plan is underway for imminent submittal. NHC Engineering, Beth Wetherill 910-798-7432 1.Project is owned by the City of Wilmington. The land disturbing permit should be submitted and approved by the State. • McAdams Response: Noted. Land Disturbance permit submittal is imminent. Cape Fear Public Utility Authority, Bernice Johnson 910-332-6620 1. Utility Plan Review required by CFPUA. • McAdams Response: CFPUA permit electronically submitted 4/23/21. 2. CFPUA water and sewer available via mainline extension. • McAdams Response: CFPUA permit electronically submitted 4/23/21. 3. Plans for mainline extension(s) will need to reviewed via CFPUA plan review process. • McAdams Response: CFPUA permit electronically submitted 4/23/21. 4. CFPUA details on the NHC TRC plan need to be updated to 2020 details. • McAdams Response: Updated details have been included. WLM-17000 NHC Environmental Health, Marie Hemmen 910-798-6664 1. This property should be served by CFPUA. Please verify. All irrigation wells/water lines must meet setbacks to proposed and existing septic system and components. • McAdams Response: Yes, the property will be served by CFPUA and a CFPUA permit application and plans have been submitted 4/23/21 to CFPUA. 2. OSWP Comments: It appears that the soccer field proposal will be bringing in food trucks. This will change the whole sewage flow calculations entirely. The current septic system (Flow Equalization System with Low Pressure Pipe Distribution) is sized for 350 occupants per day (1750 gpd) without food service. This septic system will need to be designed by a wastewater Engineer and an Improvement Permit will need to be applied for to expand the current septic system through COAST under Environmental Health. New total daily sewage flow will need to be calculated based on the daily use/occupancy level for the entire soccer complex. Also, please see attached, our State Engineer’s previous notes about the complex from 2004. A state review of the proposed Engineer’s design will be required. Please note, that monthly water use records shall be provided along with Engineer’s System Design to assist in determining the maximum sewage flow. The restrooms should be on a separate meter (apart from irrigation) to be able to determine monthly water use. • McAdams Response: This will be going through a Section 114 permit. A copy of the NHC septic improvement permit (and construction authorization) has been submitted through the COAST permit portal. 3. Construction may not begin until the owners or his/her representatives obtain an improvement (septic) permit AND authorization to construct for on-site wastewater systems from the New Hanover County Public Health Department. A site/soil evaluation must be conducted to determine if an improvement permit can be issued for this tract of land. Sewage flow will be calculated based on SECTION .1900 - SEWAGE TREATMENT AND DISPOSAL SYSTEMS for the establishment proposed. The area for the proposed septic system location shall not be disturbed. • McAdams Response: A copy of the NHC septic improvement permit (and construction authorization) has been submitted through the COAST permit portal. A Section 114 permit report has also been attached. 4. The existing “as built” septic system and all components (all tanks, supply line and drain field) will need to be shown on a site plan, so we know what space we will have left to work with. WLM-17000 • McAdams Response: Septic Pump, vaults, boundary, etc. have been identified on the existing conditions plan. Additional septic details provided in the Section 114 Report accompanying the Septic Improvement permit. NCDOT, Patrick Wurzel 910-398-9100 1. No comments received at this time.
