RESOLUTION
OF THE
WATER AND SEWER DISTRICT
BOARD OF COMMISSIONERS
OF
NEW HANOVER COUNTY
WHEREAS, after due advertisement, proposals were received by the Finance Department at 3 :00 p.m.
on the 14th day ofJuly 2005, at the County Administration Building, 320 Chestnut Street, Wilmington, North
Carolma, and the following proposals were received for an upgrade to the existing MOSCAD SCADA
Telementry System for the District, Bid # 05-0233:
Lord and Company, Inc.
Coastal Electronics, Inc
$216,273.00
$277,558.00
AND WHEREAS, a significant part ofthe project was to provide adequate software and equipment
to split the existing MOSCAD SCADA network into three separate frequencies;
AND WHEREAS, the proposal received from Lord and Company, Inc. did not provide adequate
equipment and labor to split the existing MOSCAD SCADA network into three separate frequencies as
required and did not provide adequate software and software licenses to address the operational requirements
as specified;
AND WHEREAS, as a result of the evaluation, the Engineering Department has determined that the
proposal received from Lord and Company, Inc. is nonresponsive and that Coastal Electronics, Inc. was the
only responsive proposal received;
AND WHEREAS, the County Engineer, the Finance Director and the County Manager recommend
thatthe contract be awarded to Coastal Electronics, Inc. of Wilmington, North Carolina, the only responsible
bidder, in the amount of two hundred seventy-seven thousand five hundred fifty-eight ($277,558.00)
dollars;
AND WHEREAS, funds were approved in the current adopted budget and the additional necessary
funds will be provided in account # 80085100-800200 upon the approval of budget amendment # 2006-07,
submitted as part of this agenda package;
NOW, THEREFORE, BE IT RESOLVED by the District Board of County Commissioners of New
Hanover County that the contract for an upgrade to the existing MOSCAD SCADA Telementry System for
the Water and Sewer District, Bid # 05-0233 be awarded to Coastal Electronics, Inc. in the amount of two
hundred seventy-seven thousand five hundred fifty-eight ($277,558.00) dollars; budget
amendment # 2006-07 is approved, and that the County Manager is hereby authorized and directed to execute
contract # 05-0233, contract form to be approved by the County Attorney.
