RESOLUTION
OF THE
WATER AND SEWER DISTRICT
BOARD OF COMMISSIONERS
OF
NEW HANOVER COUNTY
WHEREAS, after due advertisement, proposals were received by the Finance Department
at 3 :00 p.m. on the 19th day of February 2004, at the County Administration Building, 320 Chestnut
Street, Wilmington, North Carolina, and the following proposals were received for a full
maintenance program for elevated water tanks for the District, RFP # 04-0176:
Southern Corrosion, Inc.
Utility Service Co., Inc.
$ 747,195.00
$1,027,018.00
AND WHEREAS, both bidders were requested to submit pricing for maintenance and
inspection services for the addition of Porters Neck tank anticipated to be on line in 2006 and the
following pricing was received:
Southern Corrosion, Inc.
Utility Service Co., Inc.
$ 87,021.00
$130,486.00
(maintenance and inspection service)
(maintenance only; declined to provide
inspection services)
AND WHEREAS, final pricing received for the work under the contract is:
Southern Corrosion, Inc.
Utility Service Co., Inc.
$ 834,216.00
$1,157,504.00
AND WHEREAS, Southern Corrosion, Inc. is the lowest, responsible bidder for the
proposed maintenance program for all six existing elevated water tanks and for the anticipated
Porters Neck tank in a total contract amount of eight hundred thirty-four thousand two hundred
sixteen ($834,216.00) dollars;
AND WHEREAS, the County Engineer, the Finance Director and the County Manager
recommend that the contract be awarded to Southern Corrosion, Inc. of Roanoke Rapids, North
Carolina, the lowest responsible bidder, in the amount of eight hundred thirty-four thousand two
hundred sixteen ($834,216.00) dollars;
AND WHEREAS, funds are currently appropriated for this year's work in account No.
800-470-4197-3910 and will be appropriated in future budgets for future contract work;
NOW, THEREFORE, BE IT RESOLVED by the District Board of County Commissioners
of New Hanover County that the contract for a full maintenance program for elevated water tanks
for the Water and Sewer District, RFP # 04-0176 be awarded to Southern Corrosion, Inc. in the
amount of eight hundred thirty-four thousand two hundred sixteen ($834,216.00) dollars; and
that the County Manager is hereby authorized and directed to execute contract # 04-0176, contract
form to be approved by the County Attorney.

A RESOLUTION
OF THE
NEW HANOVER COUNTY WATER AND SEWER DISTRICT
BOARD OF COMMISSIONERS
WHEREAS, G.S. Chapter 153 A, Article 15 authorizes counties to establish water and sewer
systems, and G S Chapter 162A, Article 6 authorizes counties to establish a water and sewer
district; and
WHEREAS, New Hanover County has established the New Hanover County Water and
Sewer District, which District has arranged for construction of a sewer system in the unincorporated
County; and
WHEREAS, portions of the sewer system have been located within dedicated subdivision
easements, street easements and common areas in New Hanover County; and
WHEREAS, various easements and personal situated therein in New Hanover County have
been dedicated to the public use by the recordation of a subdivision plat or other map, and
WHEREAS, G.S. 153A-158 authorizes acquisition of a fee or lesser interest in real and
personal property by gift, grant or other lawful method, and
WH EREAS, the New Hanover County Water and Sewer District desires to accept the offer of
dedication of certain sewer easements, street easements and common areas, and the personal
property situated therein constituting a component of the public sewer and/or water system, for the
purpose of providing sewer and/or water services to County residents by and through the New
Hanover County Water and Sewer District;
NOW, THEREFORE, BE IT RESOLVED as follows:
That New Hanover County Water and Sewer District hereby accepts for sewer and/or water
utility purposes the offer of dedication of those subdivision street easements, common areas and
easements, together with all associated personal property situated therein constituting a component
of the public sewer and/or water system, as more fully set forth in Exhibit "A," attached hereto and
incorporated herein
Then New Hanover County Water and Sewer District does not accept said easements,
common areas and subdivision street easements, and personal property therein constituting a
component of the public sewer and/or water systems, for purposes of providing any drainage
services or road maintenance whatsoever.
