1990-06-18 Water & Sewer I I I MINUTES OF THE NEW HANOVER COUNTY WATER & SEWER DISTRICT Jt1N~:t990 SSEMBLY The District Board of Commissioners of the New Hanov ounty Water & Sewer District met in Regular Session on Monda une 18, 1990, at 10:47 o'clock A.M. in the Assembly Room of t ew Hanover County Courthouse, 24 North Third Street, Wilmingto orth Carolina. Members present were: District Commissioner Robert G. Greer District Commissioner Nolan O'Neal District Commissioner Fred Retchin Vice-Chairman E. L. Mathews, Jr. Chairman Jonathan Barfield, Sr. Chairman Barfield called the meeting to order. PROVAL OF MINUTES otion: District Commissioner Retchin istrict Commissioner Greer to approve the eeting of May 29, 1990, as presented. ARRIED UNANIMOUSLY. MOVED, SECONDED minutes of the Regul Upon vote, the MOTI ON-AGENDA ITEMS Chairman Retchin asked if anyone from the general publ' ould like to comment on an item not listed on the Regul genda. No one commented. UBLIC HEARING TO RECEIVE PUBLIC COMMENTS CONCERNING THE PROPOS 990-91 WATER & SEWER BUDGET County Manager O'Neal recommended holding the Public Heari o receive public comments and postponing action on the 1990- udget until June 28, 1990, in order to allow the Gener ssembly to decide on various funding actions which could impa n county revenues. Chairman Barfield opened the Public Hearing and asked f nyone present would like to comment. No one commented. Chairman Barfield closed the Public Hearing. Consensus: It was the consensus of the Board to defer action n adopting the proposed Budget Ordinance until June 28, 1990. ENIAL OF REQUEST FOR EXEMPTION FROM WASTEWATER TREATMENT P IMPACT FEE AS SUBMITTED BY RALPH BORDEAUX Mr. Ralph Bordeaux requested exemption from the wastewat r treatment impact fee for construction of a new house south f Chair Road and presented the following reasons for the request: 267 2 6 8 MINUTES OF REGULAR MEETING, JUNE 18, 1990 (CONTINUED) 1. The parcel in question is located on a privately ~~;ntained road which is 3,128 from a state Road. 2. Rights-of-way would have to be obtalned from aL property owners whose land would be crossed by the sewer line. i"""\- I- ~ i J 3. The estimated cost for construction of this line is $20,000 which is quite expensive for a retired person living on a fixed income. 4. The anticipated date for construction of the sewer system in the Castle Hayne area is not scheduled until the year 2016 or later. Mr. Bordeaux expressed concern for paying a fee for servic e may never receive, and respectfully requested the Distric oard to grant the exemption from the wastewater treatment plan mpact fee. County Engineer, Wyatt Blanchard, stated no sewer impact fe xemptions have been granted in the past, nor are there aJ rovisions in the ordinance to permit granting exemptions. I Mr. Jim Bordeaux, the son of Mr. Ralph Bordeaux, stated wh~~ aying impact fees to the City of Wilmington, you receive water nd sewer; however, the Sewer District is uncertain as to Wh~lh ewer will be available in this area of the county, and t ~ roperty owner is required to pay an impact fee plus the cost f f nstallation of a septic tank system when building a n ~ tructure. He strongly objected to the sewer impact fd equirement for new construction and requested the Distri ommissioners to rethink this policy. r---l, J Discussion was held on the importance of the impact fees f, uture growth of the sewer system. Commissioner Retchin stat any citizens pay for services they do not receive or use, su s retired persons paying for the educational system. l After discussion, District Commissioner Retchin MOVE , ECONDED by Vice-Chairman Mathews to deny granting an exempti<p1 rom the wastewater treatment plant impact fee as requested J r. Bordeaux. Upon vote, the MOTION CARRIED UNANIMOUSLY. I WARD OF LOW BID TO MOTOROLA COMMUNICATIONS FOR TELEME ' ONITORING SYSTEM FOR THE NEW HANOVER COUNTY WATER & SE R I STRI CT II County Engineer, Wyatt Blanchard, stated the following bi~s ere received for a telemetry monitoring system for the Sew'r District: Hogue Electric Co., Inc. No Bid No Rid $356,074 U6.5-r-6.6.8 County Engineer Blanchard stated after reviewing the bid eceived, Staff would recommend award of the bid to Motorola i he amount of $225,750. Mr. Hubert C. Hogue, a partner of Hogue Electric Company nc., expressed concern for Motorola not bidding the entir ystem as specified in the bid, and the fact that Motorola di ot have a state license on the date of the bid opening. County Attorney Pope stated the only license required is fo lectrical service. Mr. Hogue inquired as to the name of the licensed electrica ontractor? Mr. Dale Baker, an Account Executive of Motorola, stated al ork will be performed in compliance to all applicable federal tate, and local licensing laws. The electrical contractor wil e supplied and contracted by the Motorola Service Department. Chairman Barfield requested the County Attorney to clarif uture bid documents so persons submitting proposals will kno xactly how to bid. I otion: After further discussion, District Commissioner Retchi OVED, SECONDED by Vice-Chairman Mathews to award the lowes esponsible bid to Motorola Communications & Electronics in th mount of $225,750. The Chairman was authorized to execute th ontract documents. Upon vote, the MOTION CARRIED UNANIMOUSLY. A copy of the resolution is hereby incorporated as a part 0 he minutes and is contained in Exhibit Book I, Page 50. JOURNMENT District Commissioner Retchin MOVED, SECONDED by Distric ommissioner O'Neal to adjourn the meeting until Monday, June 28 990, at 9:00 A.M. Upon vote, the MOTION CARRIED UNANIMOUSLY.
