SEMBLY n The District Board of Commissioners of the New Hanove unty Water & Sewer District met in Regular Session on Monday ly 23, 1990, at 10:46 o'clock A.M. in the Assembly Room of th ew Hanover County Courthouse, 24 North Third Street, Wilmington orth Carolina. Members present were: District Commissioner Robert G. Greer District Commissioner Nolan O'Neal District Commissioner Fred Retchin Vice-Chairman E. L. Mathews, Jr. Chairman Jonathan Barfield, Sr. Chairman Barfield called the meeting to order. PROVAL OF MINUTES otion: District Commissioner Retchin MOVED, SECONDED b istrict Commissioner Greer to approve the minutes of th ontinued Meeting of June 28, 1990, and Regular Meeting of Jul 1990, as presented. OSTPONEMENT OF REQUEST BY CAPE FEAR UTILITIES, INC. FOR VARIAN F SEWER REQUIREMENTS County Engineer, Wyatt Blanchard, stated Cape Fear Utiliti s requesting a variance from the technical requirements ection 15-31 of the New Hanover County Water & Sewer Ordinan n order to temporarily place a mobile home on a site locat ear the newly constructed elevated water tank on Rogers Avenu he mobile home is to house a night guard for patrol of the ar nd protection of the tower from vandalism. As required rdinance, new development must connect to the sewer system whe vailable; however, Cape Fear Utilities has requested a varian ince the use will be temporary. Attorney Kenneth A. Upon vote, the MOTION CARRIED UNANIMOUSLY. involved Distric August 6 ~ I SEWE PPROVAL OF REIMBURSEMENTS ON EXTENDING AND OVERSIZING INES FOR THE PHASE I I SEWER SYSTEM County Engineer, Wyatt Blanchard, stated during constructio f the sewer system, the Sewer District negotiated wit evelopers to extend and oversize lines to accommodate th~ istrict's future needs. He requested the fOllOWinl eimbursements: I Berman Properties has constructed a 449 foot section 0 en-inch force main for the District. This section will be art of the force main from the large Whiskey Creek pump statio, o the gravity line flowing to the River Road pump station nea I ernard's Creek. The cost to the District is $3,998 or $8.90 pe oot. l . As a part of the development of Lansdowne extension, Berma, roperties increased 2,033 feet of sewer lines from eight inche~ o ten inches at a cost of $2,033 to allow the district t~ ransport wastewater from a portion of the existing LansdownEb! roject to a pump station constructed by Berman Properties ani erry Turner & Company. In addition, Berman Propertie nstructed an additional 260 feet of ten-inch sewer at a cost of 4,650 to prevent the District from having to dig up and replac~ paved section of street. The total reimbursement requested!! uld be $6,683. II As an extension of the above ten-inch sewer line, TerrJ{i rner & Company increased 813 feet of sewer line to ten inches I requested by the County to serve other County areas. Upon vote, the MOTIO ARRIED UNANIMOUSLY. PROVAL OF AN AGREEMENT WITH THE NORTH CAROLINA NATIONAL GUARD Assistant County Manager, Mary Gornto, stated the Nationa uard has been operating a sewer treatment plant on the east sid f the airport which has serviced the FAA tower and FB peration. Recently, the North Carolina Department 0 nvironmental Management determined that the plant's discharg nto Smith Creek is no longer acceptable and that a new syste ust be under contract by October 31, 1990. The National Guar as requested execution of an agreement that will allow th ounty to act as an agent for the National Guard in the desig nd construction of their portion of the new system on the Guar roperty. In addition, the agreement allows for the Guard t rovide up to $90,000 of funding for their portion of the sewe ystem serving the Guard property. The total cost of the syst s estimated to be $160,000, and FAA has forwarded a lett ndicating they will consider financial participation onstruction costs of the system. After discussion of expanding the system to serve oth acilities, District Commissioner Retchin MOVED, SECONDED ice-Chairman Mathews to approve the agreement as presented a uthorize the Chairman to execute the documents.
