ISCUSSION OF PROPOSAL FOR ENGINEERING SERVICES FOR WATER SYST
TUDY
County Engineer, Wyatt Blanchard, stated at the request of
he District Board, the Consulting Engineer, Espey, Huston f
ssociates, Inc., has prepared a proposal for performance of a
ater System Study. He requested Mr. Roe 0' Donnell to prese]t
he proposal.
Mr. Roe O'Donnell, representing Espey, Huston & Associate
nc., presented and discussed the following phases of t e
roposed water study:
Phase I
Phase II
Phase III
Phase IV
Phase V
Phase VI
Demand Projection & Facility Identification
Water Supply & Treatment
Interconnection of Public & Private Facilities
Distribution System Optimization
Financial Feasibility
Report Preparation
District Commissioner Greer expressed concern for becomi ~

Chairman Barfield recommended pursuing additional funds fo
ompleting the sewer system before becoming involved with ownin

Chairman Retchin stated the study must address the financia

A lengthy discussion was held on studying the quality 0
ater and the condition of private water systems. Distric
ommissioner Mathews commented on the need of a feasibility stud
nd asked if this type of study could be performed in-house
ounty Engineer Blanchard stated due to the time that would b
nvolved with performing a thorough study and the number 0
ersonnel required, an in-house study by the Engineeri
epartment would not be feasible.
After further discussion, Chairman Barfield called for
ote on the MOTION to fund the study as presented. Upon vot

After a lengthy discussion of the need to know t
ondition of existing private water systems, Chairman Barfie
OVED to require the owners of private water systems to share t
ost of appraising their systems when wishing to sell to t
ounty, at which the time the District can determine if a fu
tudy should be performed. The floor was opened for discussion.
Deputy Finance Director, Alan Mozingo, commented on the ne

"nterconnected, and stated if they cannot, the cost of operati
water system would be astronomical.
County Manager O'Neal emphasized the importance
valuating each system under the same parameters in order
