2021-06-03 Agenda Review NEW HANOVER COUNTY BOARD OF COMMISSIONERS BOOK 35 AGENDA REVIEW MEETING, JUNE 3, 2021 PAGE 106 ASSEMBLY The New Hanover County Board of Commissioners met for Agenda Review on Thursday, June 3, 2021 at 4:00 p.m. via in-person and remote in the Harrell Conference Room at the New Hanover County Government Center, 230 Government Center Drive, Wilmington, North Carolina. Members present: Chair Julia Olson-Boseman; Vice-Chair Deb Hays; Commissioner Jonathan Barfield, Jr.; Commissioner Bill Rivenbark; and Commissioner Rob Zapple (remote). Staff present: County Manager Chris Coudriet; County Attorney Wanda Copley; and Clerk to the Board Kymberleigh G. Crowell. Chair Olson-Boseman called the Agenda Review meeting to order and announced that the purpose of the meeting is to review and discuss the agenda items for the June 7, 2021 Regular Meeting with discussions as noted: Consent Item 11. Adoption of Budget Amendments. In response to Board questions regarding Budget Amendment 21-075, Chief Financial Officer Lisa Wurtzbacher explained that New Hanover County is required to implement a new accounting standard, GASB 84, related to fiduciary activities prior to June 30, 2021. As part of this implementation, two new special revenue funds have been created, the Special Purpose Fund and the Representative Payee Fund. These funds are for various fiduciary activities including tracking money that ultimately belongs to individuals or others outside of the government as well as some money that has been restricted by third parties. Examples include, but are not limited to, DSS Trust and Support accounts as well as donations for restricted purposes. The $325,000 that has been placed in the account per the budget amendment is the actual amount that is being held for children in foster care. The Department of Social Services will help to administer those expenses if children need clothes or whatever it is that they need from those funds. Regular Item 13. Consideration of Juneteenth Proclamation. In response to Board questions, Chief Diversity and Equity Officer Linda Thompson stated that Bernice Johnson, who serves on the New Hanover County Commission on African American History, Heritage and Culture will read the proclamation at the meeting and update the Board on the committee’s activities. Regular Item 14. Public Hearing on the FY 2021-2022 Recommended Budget. County Manager Coudriet requested that staff be allowed time prior to opening the public hearing to give an update on the additional items that have been added to the budget as understood by staff through consensus of the Board through budget meetings. The total of the added items is $571,000. An outline of these items will be provided to the Board in advance. Regular Item 15. Public Hearing Economic Development and Economic Incentives Appropriations. In response to Board questions, Chief Financial Officer Lisa Wurtzbacher stated that representatives with Wilmington Business Development, Wilmington Downtown Inc., Genesis Block, and the Wilmington Chamber of Commerce will be present to speak to the Board during the hearing. County Manager Coudriet stated that the public hearing is open to all who want to speak on economic development, but that Vice-Chair Hays had asked these agencies to make comments during the public hearing. Regular Item 16. Consideration of Revised Stormwater Ordinance. In response to Board questions, County Engineer Jim Iannucci stated that there are some changes that have come down from the state regarding stormwater permitting that are incorporated into this ordinance as well as the incorporation of a design manual that is going to come before this Board for approval. Mr. Iannucci will go more in depth with the changes at the meeting on Monday so that the public understands the changes that are taking place. Regular Item 18. Appointment of Voting Delegate to the NACo 2021 Annual Conference. Commissioner Zapple nominated Commissioner Barfield to be the voting delegate for the 2021 NACo Annual Conference.
