RESOLUTION RECOGNIZING JAMES R. FLECHTNER,
FORMER CAPE FEAR PUBLIC UTILITY AUTHORITY EXECUTIVE DIRECTOR
WHEREAS,James R. Flechtner has devoted 27 years in public service to the residents of New Hanover County
(County)and the City of Wilmington (City);and
WHEREAS, Mr. Flechtner's service to the community began in 1994 as an engineer for the City of Wilmington
where he spent 14 years, primarily in the division of Traffic Engineering, designing solutions that eased
congestion and improved traffic flow in residential neighborhoods; and
WHEREAS, in 2008, Mr. Flechtner became one of the original employees of Cape Fear Public Utility Authority
(CFPUA),a body politic organized by the County and City to own and operate the water and sewer utilities;and
WHEREAS, Mr. Flechtner served as the CFPUA Executive Director from January 2014 through June 2021; and
WHEREAS,during his tenure as Executive Director, Mr. Flechtner has overseen and supported planned growth
in CFPUA's infrastructure by working collaboratively with local governments to meet the needs of an expanding
customer base and commercial activities in support of economic development; and
WHEREAS, Mr. Flechtner has demonstrated his steadfast support for the public health and safety of the
residents of the County; and
WHEREAS, Mr. Flechtner has guided CFPUA's response to emerging, unregulated contaminants such as PFAS,
including the installation of additional filters at Sweeney Water Treatment Plant to provide the community
with the cleanest water possible; and
WHEREAS, during Mr. Flechtner's service as Executive Director, CFPUA has greatly reduced the number and
volume of sanitary sewer overflows; and
WHEREAS, throughout his service, Mr. Flechtner has demonstrated his commitment to CFPUA'S founding

principle of providing the highest quality of water and sewer services at a fair cost and its guiding principles of
stewardship, sustainability, and service; and
WHEREAS, it is the County's intent to recognize Mr. Flechtner for his dedicated service to the community and
his high standards of professional ethics and personal integrity.
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners does hereby
formally recognize and thank Mr.James R. Flechtner for his outstanding public service.
