Smith, Clerk MINUTES OF SPECIAL MEETING, SEPTEMBER 26, 1983 ASSEMBLY The New Hanover County Board of Commissioners met in Special Session on Monday, September 26, 1983, at 9:00 o'clock A.M. in the Assembly Room, New Hanover County Administration Building, Wilmington, North Carolina. Members present were Commissioners: Jonathan Barfield, Sr.; Donald P. Blake; Claud O'Shields, Jr.; Chairman Karen E. Gottovi; County Manager G. Felix Cooper; County Attorney Robert Pope; and Clerk to the Board Lucie F. Smith. Members absent were: Commissioner Nolan O'Neal Chairman Gottovi called the meeting to order stating the purpose for which the Special Meeting had been called. ACCEPTANCE OF FEDERAL AVIATION ADMINISTRATION GRANT - AIRPORT IMPROVEMENTS PROGRAM - DRAINAGE PROJECT - AIRPORT Commissioner Barfield MOVED, SECONDED by Commissioner Blake to accept the grant offer in the amount of $285,501 for a Drainage Study and contractual work for drainage at the New Hanover County Airport authorizing the Chairman to execute the agreement. Upon vote, the MOTION CARRIED AS FOLLOWS: Voting Aye: Commissioner Barfield Commissioner Blake Commissioner O'Shields Chairman Gottovi Absent: Commissioner O'Neal A copy of the Resolution is contained in Exhibit Book X, Page 46. ACCEPTANCE OF EDA GRANT - INDUSTRIAL AIRPARK - WATER & SEWER - AIRPORT Commissioner O'Shields MOVED, SECONDED by Commissioner Barfield to accept a grant in the amount of $494,888 from the Economic Development Administration for construction of water and sewer lines in the Industrial Airpark authorizing the Chairman to execute the agreement and approving a Budget Amendment to set up the Industrial Airpark Ordinance as follows: Debit - #62 3455 262, Federal Grant - EDA $494,888 #62 3987 920, Transfer from Retirement 329,924. Credit - #62 4550 325, Admin. Expense $ 8,000 #62 4550 323, Arch.Eng./ Basic Fees 65,000 #62 4550 324, Other Arch./Eng. Airpark $329,924 Upon vote, the MOTION CARRIED AS FOLLOWS: " 407 MINUTES OF SPECIAL MEETING, SEPTEMBER 26, 1983 ACCEPTANCE OF EDA GRANT AIRPORT (CONTINUED) INDUSTRIAL AIRPARK - WATER & SEWER - I Voting Aye: Commissioner Barfield Commissioner Blake Commissioner O'Shields Chairman Gottovi Absent: Commissioner O'Neal Airport Manager Shackelford stressed the importance of receiving this funding to the future development of the New Hanover County Airport. DISCUSSION OF OFF-SHORE OIL & GAS REVENUE SHARING BILL - HOUSE BILL NO. 5 ---- Chairman Gottovi stated House Bill No. 5 had passed the House with a wide margin explaining that the Bill will provide additional revenues to North Carolina with provisions for direct aid to coastal communities for any infrastructure improvement needs. She stated the bill is now deadlocked in the Senate by Senator Jesse Helms due the attachment of an anti-abortion amendment which could threaten passage of the bill. Chairman Gottovi requested permission of the Board to resurrect a resolution passed by the Board in March, 1982, for Outer Continential Shelf Revenue Sharing and write a letter, on behalf of the Commissioners, reminding Senator Helms of the many needs of North Carolina coastal communities. I After discussion, it was the consensus of the Board to resurrect the resolution and authorize the Chairman to write to Senator Helms. COMMENT ON NEWSPAPER ARTICLE -RNEW HANOVER COUNTY TAX EXPERIENCER Chairman Gottovi complimented the Star-News~wspaper for the article written describing the New Hanover County tax experience stating this was an example of the new federalism that has been implemented by President Reagan. DISCUSSION OF SCHOOL PLAN County Manager Cooper stated he had completed a proposed school plan and asked the Commissioners if they desired to present this plan to the Board of Education at the regularly scheduled meeting of October 3, 1983. After discussion, it was the consensus of the Board to place this item on the October 3, 1983, Agenda as Item #1. WORK SESSION SCHEDULED WITH THE STORM WATER MANAGEMENT COMMITTEE County Manager Co~r stated the Storm Water Management Committee had requested scheduling a Work Session with the Commissioners to discuss a proposal for storm water management. I After discussion, it was the consensus of the Board to schedule a Work Session with the Storm Water Management Committee on Monday, October 3, 1983, at 6:00 o'clock P.M. ADJOURNMENT Commissioner Barfield MOVED, SECONDED by Commissioner Blake to adjourn the meeting. Smith, Clerk MINUTES OF SPECIAL MEETING, OCTOBER 3, 1983 ASSEMBLY The New Hanover County Board of Commissioners met in Special Session with the New Hanover County Storm Water Management Program Committee to discuss a proposed Storm Water Management Program for the County on Monday, October 3, 1983, at 6:00 o'clock P.M. in the Assembly Room, New Hanover County Administration Building, Wilmington, North Carolina. Members present were: Commissioners Jonathan Barfield, Sr.; Donald P. Blake; Nolan O'Neal; Claud O'Shields, Jr.;' Chairman Karen E. Gottovi; County Manager G. Felix Cooper; County Attorney Robert Pope; and Clerk to the Board Lucie F. Smith. Chairman Gottovi called the meeting to order welcoming members of the Storm Water Management Program Committee and Soil and Water Conservation Service. DISCUSSION OF PROPOSAL- STORM WATER MANAGEMENT PROGRAM FOR NEW HANOVER COUNTY Dr. J. William Eakins, Chairman of the Storm Water Management Program Committee, gave background information on the formation of the committee and the proposal stressing the urgent need for a drainage program in New Hanover County. He stated this proposal would be presented to the Board of Health at the next regularly scheduled meeting and requested comments from the Commissioners with reference to the proposal. Commissioner O'Neal suggested hiring a truly qualified individual for administering this program and expressed his concern after reading the job description for the position of Storm Management Specialist stating that the drainage problem is one of complexity and should be well planned and administered. He suggested the hiring of a qualified engineer. Commissioner O'Shields stated his concern for obtaining easements from individual homeowners in a subdivision explaining the legal problems involved. Commissioner Blake stressed the importance and responsibility of the County Commissioners to develop a program for addressing the drainage problems emphasizing the calls and complaints received from citizens of the County. County Manager Cooper stressed the importance of determining legal and financial problems that must be addressed before a program can successfully be implemented emphasizing the necessity of having engineering expertise suggesting bringing in outside professional, technical help to guide the County in the development of such a program. Mr. Michael A. Washington, District Conservationist of the Soil & Water Conservation Service, stressed the importance of providing a program that would include the entire watershed. k.
