HomeMy WebLinkAbout1984-03-09 Special Meeting 523 MINUTES OF SPECIAL MEETING, MARCH 9, 1984 ASSEMBLY The New Hanover County Board of Commissioners met in Spe~ial Session on Friday, March 9, 1984, at 10:45 o'clock A.M. in the Assembly Room, New Hanover County Administration Building, Wilmington, North Carolina. I Members present were: Commissioners Jonathan Barfield, Sr.; Donald P. Blake, Nolan O'Neal; Claud O'Shields, Jr.; Chairman Karen E. Gottovi; County Manager G. Felix Cooper; County Attorney, Robert W. Pope; and Clerk to the Board, Lucie F. Smith. Chairman Gottovi called the Special Meeting to order. DISCUSSION OF LEASE BETWEEN NEW HANOVER MEMORIAL HOSPITAL AND THE NEW HANOVER COUNTY HEALTH DEPARTMENT FOR USAGE OF INTERN QUARTERS AT THE HOSPITAL - HEALTH DEPARTMENT Commissioner O'Neal stated that he, Health Director, Robert Parker; Hospital Director, Bill Morrison; and Commissioner Blake visited the space for lease in the Intern Quarters of the hospital stating no apartments were availabe for lease but only a space about 1,600 square feet in the basement which would be quite suitable for office space for the Health Department. He stated that some misunderstanding existed about apartments being available for use and that he would contact the 11gdical SQ~iety Auxiliary to discuss this matter. After further discussion, it was the consensus of the Board to request Commissioner O'Neal to contact Mrs. Tinsley of the Medical Society Auxiliary to explain the situation. I UPDATE ON SOCIAL SETTING DETOX COMMITTEE MEETING - PROPOSAL FOR DETOXICATION ANNEX TO MENTAL HEALTH CENTER Commissioner Barfield updated the Board on an offer proposed by the Hospital for construction of a Detoxication Annex to the Mental Health Center stating that several alternatives had been discussed, particularly the proposal for the County to turn the property over to the hospital with the possibili ty of the hospital providing methods of funding, and construction of the annex building with the execution of a 20-year rental lease agreement with the property reverting back to the County at the end of this period. Commissioner O'Neal stated the Hospital Board of Trustees would be discussing whether to offer funding for the annex building at the next Board Meeting and that he would keep the Commissioners informed. DISCUSSION OF A NEW HANOVER COUNTY MENTAL HEALTH CENTER County Manager Cooper commented whether the time had come for New Hanover County to support its own Mental Health Center as a County rather than a tri-county center asking the Board if they were interested in authorizing the County Staff to perform a study of the pros and cons during the next year bringing back recommendations to the Commissioners for further discussion. I Commissioner Barfield stated he, personally, felt the case load indicated that the County could and should support a center for New Hanover County suggesting that the issue be discussed with the Mental Health Board before authorizing the performance of a study. After further discussion, it was the consensus of the Board to authorize the County Manager to write a letter to members of the Mental Health Board explaining that the Commissioners are considering performing a study for a New Hanover County Mental Health Center requesting input from their Board. Smith, Clerk MINUTES OF REGULAR MEETING, MARCH 26, t98~ ASSEMBLY The New Hanover County Board of Commissioners met in Regular Session on Monday, March 26, 1984, at 9:10 o'clock A.M. in the Assembly Room, New Hanover County Administration Building, Wilmington, North Carolina. Members present were: Commissioners Jonathan Barfield, Sr.; Donald P. Blake; Nolan O'Neal; Claud O'Shields, Jr.; Chairman Karen E. Gottovi, County Manager G. Felix Cooper; County Attorney, Robert W. Pope; and Clerk to the Board, Lucie F. Smith. Reverend N. H. Daniels, Pastor of Price Cathedral A.M.E. Zion Church, gave the invocation. APPROVAL OF MINUTES OF REGULAR MEETING, MARCH 5, SPECIAL MEETING, MARCH 9, 1984 Commissioner O'Shields MOVED, SECONDED Barfield to approve the minutes of the Regular 5, 1984, as presented. Upon vote, the UNANIMOUSLY. 1984, AND by Commissioner Meeting of March MOTION CARRIED Commissioner Barfield MOVED, SECONDED O'Shields to approve the minutes of the Special 9, 1984, as presented. Upon vote, the UNANIMOUSLY. by Commi s s ioner Meeting of March MOTION CARRIED NON-AGENDA ITEMS - GENERAL PUBLIC Chairman Gottovi asked if any member of the general public wished to address the Commissioners on any item listed on the Consent Agenda or any subject not listed on the Regular Agenda. No one commented. APPROVAL OF CONSENT AGENDA After discussion, Commissioner Blake MOVED, SECONDED by Commissioner O'Neal to approve the following Consent Agenda with removal of Item #13, "Request for Rejection of Bids Received on Runway 34 Approach Clearing - Airport" for discussion at the end of the meeting. Upon vote, the MOTION CARRIED UNANIMOUSLY. ELECTRICAL INSPECTIONS - KURE BEACH - INSPECTIONS DEPARTMENT The Commissioners approved an agreement authorizing New Hanover County to assume responsibility for enforcing the N. C. State Electrical Code within the Town's corporate limits and extra-territorial jurisdiction. A copy of the agreement is on file in the County Manager's office. SPONSORSHIP OF 5TH ANNUAL VOLUNTEER RECEPTION The Commissioners agreed to sponsor and fund $975 for the 5th Annual Volunteer Reception on May 6, 1984, at Brogden Hall from 3:00-5:00 p.m. '"
