Smith Clerk MINUTES OF CONTINUED MEETING, AUGUST 21, 1984 ASSEMBLY The New Hanover County Board of Commissioners met in Regular Session on Tuesday, August 21, 1984, at 9:00 o'clock A.M. in the Assembly Room, New Hanover County Administration Building, Wilmington, North Carolina. Members present were: Commissioners Jonathan Barfield, Sr.; Nolan O'Neal; Claud O'Shields, Jr.; Chairman Karen E. Gottovi; County Manager G. Felix Cooper; County Attorney Robert W. Pope; Donald P. Blake; and Clerk to the Board Lucie F. Smith. Chairman Gottovi called the meeting to order stating this was a Continued Meeting of the Regular Meeting of August 20, 1984. ADDITIONAL ITEMS - COUNTY COMMISSIONERS DISCUSSION OF HAZARDOUS WASTE ORDINANCE FOR NEW HANOVER COUNTY Commissioner 0' Shields commented on the status of the Hazardous Waste Ordinance for New Hanover County. County Manager Cooper stated he would discuss the matter with Mr. Bill Smalley, Chairman of the Waste Advisory Committee, and would place this item on the agenda for presentation at a future meeting. DISCUSSION OF BIKE ROUTE Commissioner Barfield reported that the Town of Carolina Beach and Town of Kure Beach did not approve funding for the proposed bike route on Dow Road stating consequently the County would not be asked for funding. t'-.... 647 MINUTES OF CONTINUED MEETING OF AUGUST 21, 1984 (CONTINUED) DISCUSSION OF SICKLE CELL MONTH IN NEW HANOVER COUNTY Commissioner Barfield stressed the importance of Sickle Cell Month in New Hanover County and programs being made available to stress the awareness of this disease. He stated the Health Department had been very active in promoting the awareness of the disease. I DISCUSSION ON UPDATE OF AIRPORT MASTER PLAN, TERMINAL COMPLEX, AND INDUSTRIAL PARK Commissioner O'Neal recommended an update of the Airport Master Plan and stressed the importance of whether to sell or lease airport property. County Manager Cooper recommended an update to the new Board Members after the election in November on the Airport Master Plan, Terminal Complex Project, and Industrial Airpark. After discussion, it was the consensus of the Board to have this update presented the second meeting in January 1985. DISCUSSION OF A RETREAT After discussion, it was the consensus of the Board to discuss having a retreat when the new Board is elected for long range planning. DISCUSSION OF ODOR AT PUMPING STATION ROAD GREENVILLE SOUND LOOP A discussion was held on the odor at the Pumping Station on Greenville Sound Loop Road asking Engineering Director, Ed Hilton, if there was a solution to this problem. I Mr. Hilton explained the flow was being treated with chemicals at the current time and that once the entire system was completed with an average flow, this problem should be solved. DISCUSSION OF DRAINAGE ENGINEER POSITION Commissioner Blake commented on the status of the Drainage Engineer Position. County Manager Cooper stated this position had been budgeted for six months and that interviewing would begin shortly. He stated the person hired would be reporting directly to the County Manager and on the Manager's Staff until a plan was designed for the duties and responsibilities of the position. He also stated this person would work closely with Engineering Director, Ed Hilton. DISCUSSION OF OFFSHORE OIL AND GAS REVENUE BILL Chairman Gottovi stated the Offshore Oil and Gas Revenue bill had passed the House and was now in the Senate requesting authority to write a letter to legislators reinforcing New Hanover County's support for the bill. After discussion, it was the consensus of the Board to authorize the Chairman to write a letter endorsing support of the bill. I ANNOUNCEMENT OF OPEN HOUSE FOR NEW WRIGHTSVILLE BEACH MUNICIPAL COMPLEX Chairman Gottovi announced an Open House would be held on Thursday, August 24, 1984, at 7:00 P.M. at the new Wrightsville Beach Municipal Complex. CLARIFICATION OF STATEMENT MADE BY COMMISSIONER CECIL EAKINS OF PENDER COUNTY ON BURNING OF PENDER COUNTY TRASH A discussion was held on Commissioner Eakin's request for clarification of a statement made to the effect that New Hanover County would burn Pender County's waste. A statement had been made that the three-county area should work together on establishing a system in the future that could be used by , all Counties. 648 MINUTES OF CONTINUED MEETING, AUGUST 21, 1984 (CONTINUED) ANNOUNCEMENT OF APPOINTMENT OF DONALD P. BLAKE TO THE NORTH CAROLINA ASSOCIATION OF COUNTY COMMISSIONERS BOARD OF DIRECTORS Chairman Gottovi announced and congratulated Commissioner Blake on his appointment to the Board of Directors of the North Carolina Association of County Commissioners representing a four county area, New Hanover, Pender, Brunswick, and Columbus. ADDITIONAL ITEMS - COUNTY COMMISSIONERS ANNOUNCEMENT OF NOMINATION OF THE NEW HANOVER COUNTY STEAM PLANT FOR THE NATURAL RESOURCES AND COMMUNITY DEVELOPMENT AWARD BY THE ElINIRONMENTAL MANAGEMENT COMMISSION Chairman Gottovi announced the New Hanover County Steam Plant had been nominated for the Board of Natural Resources and Community Development Award by the Environmental Management Comm~ssion due to its outstanding contribution to natural resources. The awards banquet will be held on Tuesday, September 25, 1984, at the Velvet Cloak Inn, in Raleigh North Carolina. ADDITIONAL ITEMS - COUNTY MANAGER DISCUSSION OF BOND RATING AGENCY MEETINGS County Manager Cooper reported the final rating would 10 days before the sale of the bonds on September 25, stating the meetings had gone quite well. be 7- 1984, APPOINTMENT OF GOVERNMENTAL CONSOLIDATION STUDY COMMISSION After discussion of the importance of selecting qualified people from all areas of the county, Commissioner O'Shields MOVED, SECONDED by Commissioner Blake to appoint the following persons to serve on the Governmental Consolidation Study Commission: Regular Members Mr. Frank Ballard Dr. James L. Finley Mr. Edward L. Godwin III Ms. Karen E. Gottovi Ms. Meares Harriss Dr. Anne Russell Mr. James E. Whitted, Sr. Alternates Ms. Caroline Lorek Bordeaux Mr. Johnny Franklin Carter Upon vote, the MOTION CARRIED UNANIMOUSLY. After further discussion, it was the consensus of the Board to notify the press of the appointments and to hold the first meeting in the large Library Conference Room. County Manager Cooper was requested to obtain tables in order to have a suitable seating arrangement. OTHER COMMITTEE APPOINTMENTS APPOINTMENT OF LINDA BARNES AND CATHERINE DURKIN TO SERVE ON DOMICILIARY HOME COMMUNITY ADVISORY COMMITTEE Chairman Gottovi MOVED, SECONDED by Commissioner Barfield to appoint Ms. Linda Barnes to serve an unexpired term on the Domiciliary Home Community Advisory Committee expiring June 30, 1985. Upon vote, the MOTION CARRIED UNANIMOUSLY. Chairman Gottovi MOVED, SECONDED by Commissioner Barfield to appoint Ms. Catherine M. Durkin to serve a one-year term on the Domiciliary Home Community Advisory Committee expiring June 30, 1985. JEANNE ROSE TO SERVE ON THE NURSING HOME ADVISORY COMMITTEE Chairman Gottovi MOVED, SECONDED by Commissioner Barfield to appoint Ms. Jeanne Rose to serve a three-year term on the Nursing Home Advisory Committee expiring July 27, 1987. Upon vote, the MOTION CARRIED UNANIMOUSLY. APPOINTMENT OF JOYCE SOUTHERLAND TO SERVE ON THE LIBRARY ADVISORY BOARD Commissioner Barfield MOVED, SECONDED by Chairman Gottovi to appoint Ms. Joyce Southerland to serve a three-year term on the Library Advisory Board expiring August 31, 1987. Upon vote, the MOTION CARRIED UNANIMOUSLY. REAPPOINTMENT OF JAMES FULLWOOD AND APPOINTMENT OF ROBERT H. CLEMMONS, JR. AND CARTER T. LAMBETH TO SERVE ON THE OFFENDER AID AND RESTORATION BOARD Chairman Gottovi MOVED, SECONDED by Commissioner O'Shields to reappoint James Fullwood to serve a one-year term expiring September 30, 1985, and appoint Robert H. Clemmons, Jr. and Carter T. Lambeth to serve three-year terms on the Offender Aid and Restoration Board expiring September 30, 1987. Upon vote, the MOTION CARRIED UNANIMOUSLY. ADDITIONAL ITEMS - COUNTY MANAGER I AUTHORIZATION TO EXECUTE $120,000 SANITARY SEWER BOND ANTICIPATION NOTE - SEPTAGE TREATMENT FACILITY County Manager Cooper requested authorization for the Chairman to sign a $120,000 Sanitary Sewer Bond Anticipation Note to renew the note to cover the costs for the drying beds at the City's Northside Waste Treatment Plant and engineering fees. After discussion, Commissioner O'Neal MOVED, SECONDED by Commissioner O'Shields to authorize the Chairman to execute the note. Upon vote, the MOTION CARRIED UNANIMOUSLY. AWARD OF BID TO R. L. BLANTON AND COMPANY, INC. FOR HEATING AND AIR CONDITIONING SYSTEM - ANNEX BUILDING - ENGINEERING DEPARTMENT Commissioner Barfield MOVED, SECONDED by Commissioner O'Shields to award the bid to R. L. Blanton and Company, Inc. in the amount of $52,900 for the heating and air-conditioning system for the first and second floors of the Annex Building. Upon vote, the MOTION CARRIED UNANIMOUSLY. A copy of the resolution and agreement are contained in Exhibit Book XI, Page 52. UPDATE ON VACANT ASSISTANT COUNTY MANAGER'S POSITION County Manager Cooper stated he had received 83 applications for the position of Assistant County Manager and that he had interviewed six applicants and had two applicants remaining. An announcement is to be made the week of August 27, 1984. I EXECUTIVE SESSION Commissioner O'Shields MOVED, SECONDED by Commissioner Blake to recess the meeting to Executive Session for discussion of a personnel matter. Upon vote, the MOTION CARRIED UNANIMOUSLY. Chairman Gottovi recessed the meeting to Executive Session at 10:30 o'clock A.M. Chairman Gottovi reconvened the meeting to Public Session at 1:02 o'clock P.M. ADJOURNMENT Commissioner Barfield MOVED, SECONDED by Commissioner O'Neal to adjourn the meeting. Smith, Clerk MINUTES OF SPECIAL MEETING, AUGUST 23, 1984 ASSEMBLY The New Hanover County Board of Commissioners met in Special Session with the New Hanover County Planning Commission on Thursday, August 23, 1984, at 7:00 o'clock P.M. in the Assembly Room, 320 Chestnut Street, Wilmington, North Carolina. Members present were: Commissioners Jonathan Barfield, Sr.; Donald P. Blake; Nolan O'Neal; Claud O'Shields, Jr.; Chairman, Karen E. Gottovi; County Manager, G. Felix Cooper; County Attorney, Robert W. Pope; and Clerk to the Board, Lucie F. Smith. Members present from the Planning Commission were: Dr. James C. Sabella; Ms. Kay Sebian; Mr. James Whitted; and Mr. John R. Sawyer. Chairman Gottovi called the meeting to order welcoming members of the Planning Commission stating the Special Meeting had been called for discussion of establishing a Conservation Zoning District. DISCUSSION OF CONSERVATION ZONING DISTRICT Planning Director Hayes gave background information on the purpose of a Conservation Zoning District for protection of important environmental and cultural resources in the County. Planner David Weaver discussed the following conservation resource areas in New Hanover County emphasizing the values of different areas; the sensitivity of areas to be developed; and the frequency of occurrence of areas in the County: l~ Secondary Aquifer Recharge Area 2. Primary Aquifer Recharge Area 3. Important Archaeological and Historical Sites 4. Primary Nursery Area The Planning Commission and County Commissioners were requested to place priorities on the conservation areas that need to be better controlled and managed with future development. The following areas were located on a map and discussed: Upland Communities Longleaf pine - Turkey oak Woodlands Mixed Pine-Hardwood Forest Pine Forest Hardwood Forest Wetland Communities Swamp Forest pocosin (including white cedar swamp) Savannah Ponds (Natural) Fresh Marsh Brackish Marsh Open Tidal Water (Fresh, brackish saline) Maritime Communities Barrier Island - Beach Complex (including dunes) Maritime Shrub Thicket Salt Marsh ...
