Smith, Clerk MINUTES OF SPECIAL MEETING, AUGUST 23, 1984 ASSEMBLY The New Hanover County Board of Commissioners met in Special Session with the New Hanover County Planning Commission on Thursday, August 23, 1984, at 7:00 o'clock P.M. in the Assembly Room, 320 Chestnut Street, Wilmington, North Carolina. Members present were: Commissioners Jonathan Barfield, Sr.; Donald P. Blake; Nolan O'Neal; Claud O'Shields, Jr.; Chairman, Karen E. Gottovi; County Manager, G. Felix Cooper; County Attorney, Robert W. Pope; and Clerk to the Board, Lucie F. Smith. Members present from the Planning Commission were: Dr. James C. Sabella; Ms. Kay Sebian; Mr. James Whitted; and Mr. John R. Sawyer. Chairman Gottovi called the meeting to order welcoming members of the Planning Commission stating the Special Meeting had been called for discussion of establishing a Conservation Zoning District. DISCUSSION OF CONSERVATION ZONING DISTRICT Planning Director Hayes gave background information on the purpose of a Conservation Zoning District for protection of important environmental and cultural resources in the County. Planner David Weaver discussed the following conservation resource areas in New Hanover County emphasizing the values of different areas; the sensitivity of areas to be developed; and the frequency of occurrence of areas in the County: l~ Secondary Aquifer Recharge Area 2. Primary Aquifer Recharge Area 3. Important Archaeological and Historical Sites 4. Primary Nursery Area The Planning Commission and County Commissioners were requested to place priorities on the conservation areas that need to be better controlled and managed with future development. The following areas were located on a map and discussed: Upland Communities Longleaf pine - Turkey oak Woodlands Mixed Pine-Hardwood Forest Pine Forest Hardwood Forest Wetland Communities Swamp Forest pocosin (including white cedar swamp) Savannah Ponds (Natural) Fresh Marsh Brackish Marsh Open Tidal Water (Fresh, brackish saline) Maritime Communities Barrier Island - Beach Complex (including dunes) Maritime Shrub Thicket Salt Marsh " 651 MINUTES OF SPECIAL MEETING, AUGUST 23, 1984 (CONTINUED) DISCUSSION OF CONSERVATION ZONING DISTRICT (CONTINUED) I Anthropogenic Communities Pine Plantation Dredged Material Deposits Agricultural Land Successional Land (Reverted) Utility Corridors Urban-Developed Lam. Impoundments and Lagoons Ruderal Land Planning Director Hayes passed out a sheet showing the various areas requesting members of the Board of Commissioners and Planning Commission to fill out the form ranking each item according to their priority. After completion, the forms were collected and compiled reflecting the main areas of concern. BREAK Chairman Gottovi recessed the Special Meeting for a break from 8:30 o'clock P.M. to 9:15 o'clock P.M. DISCUSSION OF CONSERVATION ZONING DISTRICT (CONTINUED) After a lengthy period of questions and answers by members present, the following items were rated and given priority: I 1. Primary Acquifer Recharge Areas 2. Secondary Acquifer Recharge Areas 3. Primary Nursery Areas 4. Salt Marsh 5. Barrier Island Beach Complex 6. Natural Animal and Plant Areas of Special Significance. After further discussion, it was the consensus of the Commissioners to have the Planning Commission and Planning Department to study the priorti zed items and prepare an Ordinance for approval at another meeting. ADJOURNMENT Commissioner to ad j ourn the UNANIMOUSLY. Barfield MOVED, SECONDED by Commisisoner O'Neal meeting. Upon vote, the MOTION CARRIED Chairman Gottovi adjourned the Special Meeting at 9:50 o'clock P.M. thanking the members of the Planning Commission for attending and giving of their time to such an important issue.
